【摘要】:隨著區(qū)域經(jīng)濟(jì)的融合發(fā)展,區(qū)域間產(chǎn)業(yè)競(jìng)爭(zhēng)也日趨激烈;經(jīng)濟(jì)發(fā)展對(duì)航空運(yùn)輸?shù)囊蕾嚦潭蕊@著增強(qiáng);空港在促進(jìn)城市和區(qū)域發(fā)展中的作用日益提升,并成為地區(qū)重要的經(jīng)濟(jì)增長(zhǎng)點(diǎn);以航空樞紐為依托,以現(xiàn)代綜合交通運(yùn)輸體系為支撐的臨空經(jīng)濟(jì)區(qū),對(duì)周邊地區(qū)有極大的帶動(dòng)和輻射作用,在推動(dòng)地區(qū)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、提升區(qū)域?qū)ν忾_(kāi)放程度、改善投資環(huán)境、拉動(dòng)就業(yè)等方面有著重大影響,全球范圍內(nèi)臨空經(jīng)濟(jì)區(qū)的建設(shè)正火熱進(jìn)行。當(dāng)前,江西省深入推進(jìn)“昌九一體化”建設(shè),大力實(shí)施《南昌大都市區(qū)規(guī)劃》;南昌臨空經(jīng)濟(jì)區(qū)作為“昌九一體化”建設(shè)的戰(zhàn)略支點(diǎn),是昌九地區(qū)基礎(chǔ)設(shè)施和產(chǎn)業(yè)對(duì)接融合的橋梁,是南昌大都市區(qū)產(chǎn)業(yè)發(fā)展的核心區(qū)域;南昌臨空經(jīng)濟(jì)區(qū)的發(fā)展對(duì)江西省建設(shè)昌九一體,打造及南昌大都市區(qū)有著重要作用。南昌臨空經(jīng)濟(jì)區(qū)如何確定其發(fā)展模式,構(gòu)建臨空現(xiàn)代化產(chǎn)業(yè)體系,更好的發(fā)揮戰(zhàn)略支點(diǎn)作用是其今后發(fā)展過(guò)程中的重要課題。本文綜合運(yùn)用文獻(xiàn)檢索、實(shí)地調(diào)研、比較分析、定性分析和定量分析相結(jié)合等方法。首先,系統(tǒng)梳理國(guó)內(nèi)外臨空經(jīng)濟(jì)相關(guān)理論研究成果,以了解臨空經(jīng)濟(jì)的產(chǎn)生和內(nèi)涵;在文獻(xiàn)研究的基礎(chǔ)上,將臨空經(jīng)濟(jì)概況為三大發(fā)展階段、三大產(chǎn)業(yè)分類,五大發(fā)展模式;總結(jié)臨空經(jīng)濟(jì)產(chǎn)業(yè)選擇步驟和空間布局特點(diǎn),提出影響臨空經(jīng)濟(jì)發(fā)展的六大核心要素。其次,介紹昌九一體化、南昌臨空經(jīng)濟(jì)區(qū)規(guī)劃建設(shè)概況,并對(duì)航空樞紐、交通體系、城市經(jīng)濟(jì)、自然環(huán)境等南昌臨空經(jīng)濟(jì)區(qū)發(fā)展的核心要素進(jìn)行詳細(xì)分析;通過(guò)比較分析美國(guó)孟菲斯、鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)等國(guó)內(nèi)外典型臨空經(jīng)濟(jì)區(qū)發(fā)展模式,總結(jié)其發(fā)展經(jīng)驗(yàn),得出臨空經(jīng)濟(jì)的發(fā)展無(wú)論采取何種帶動(dòng)模式都離不開(kāi)機(jī)場(chǎng)的作用,臨空經(jīng)濟(jì)區(qū)發(fā)展模式的形成是各種要素相互作用的結(jié)果;因此,緊接著評(píng)價(jià)并預(yù)測(cè)昌北國(guó)際機(jī)場(chǎng)生產(chǎn)能力,并對(duì)影響南昌臨空經(jīng)濟(jì)區(qū)發(fā)展模式選擇的核心要素進(jìn)行綜合分析評(píng)價(jià),在此基礎(chǔ)上,提出南昌臨空經(jīng)濟(jì)區(qū)應(yīng)采用“航空物流+航空關(guān)聯(lián)產(chǎn)業(yè)”雙輪驅(qū)動(dòng)的發(fā)展模式。再次,基于南昌臨空經(jīng)濟(jì)區(qū)發(fā)展模式和發(fā)展階段判斷的研究結(jié)果,研究南昌臨空經(jīng)濟(jì)區(qū)臨空產(chǎn)業(yè)構(gòu)成框架,并通過(guò)定性和定量相結(jié)合深入分析南昌臨空經(jīng)濟(jì)區(qū)的產(chǎn)業(yè)選擇,并對(duì)臨空產(chǎn)業(yè)進(jìn)行空間布局。最后,立足南昌臨空經(jīng)濟(jì)區(qū)發(fā)展實(shí)際,制定南昌臨空經(jīng)濟(jì)區(qū)的發(fā)展思路和目標(biāo),從交通樞紐、航空都市建設(shè)、對(duì)外開(kāi)放、發(fā)展環(huán)境等多角度,提出推動(dòng)南昌臨空經(jīng)濟(jì)區(qū)快速發(fā)展的具體策略。
[Abstract]:With the integration and development of regional economy, the inter-regional industrial competition is becoming more and more intense; the dependence of economic development on air transport has increased significantly; and the role of air ports in promoting urban and regional development has been increasing day by day. It has become an important economic growth point in the region. The air-front economic zone, supported by the aviation hub and the modern integrated transportation system, has a great driving and radiating effect on the surrounding areas, and it is promoting the transformation and upgrading of the regional industries. The promotion of regional opening to the outside world, the improvement of the investment environment and the promotion of employment have had a major impact. The construction of the air-front economic zone in the global scope is in full swing. At present, Jiangxi Province is deeply promoting the construction of "Changjiu integration". As the strategic fulcrum of the construction of "Changjiu Integration", Nanchang Linkong Economic Zone is the bridge of the integration of infrastructure and industry in Changjiu area, and the core area of industrial development in Nanchang Metropolitan area. The development of Nanchang Linqian Economic Zone plays an important role in the construction of Changjiu in Jiangxi Province and the establishment and development of Nanchang Metropolitan area. Better exerting the strategic fulcrum is an important subject in its future development. This paper synthetically uses the methods of literature retrieval, field investigation, comparative analysis, qualitative analysis and quantitative analysis. In order to understand the origin and connotation of the air-front economy, the general situation of the air-front economy is divided into three stages of development, three industries and five development models, on the basis of literature research, this paper systematically combs the relevant theoretical research results of the air-front economy at home and abroad. This paper summarizes the industrial selection steps and spatial layout characteristics of air economy, and puts forward six core elements that affect the development of air front economy. Secondly, it introduces the integration of Changjiu, the general situation of planning and construction of Nanchang economic zone, and the aviation hub and transportation system. The core elements of the development of Nanchang Air-front Economic Zone, such as urban economy and natural environment, are analyzed in detail. The development models of typical air-front economic zones at home and abroad such as Memphis, Zhengzhou Airport Economic Comprehensive Experimental Zone, etc., are compared and analyzed. Summing up its development experience, it is concluded that no matter what kind of driving mode is adopted for the development of the air-front economy, the development model of the air-front economic zone can not be separated from the role of the airport. On the basis of evaluating and predicting the production capacity of Changbei International Airport and synthetically analyzing and evaluating the core elements that affect the choice of the development mode of Nanchang Airfront Economic Zone, This paper puts forward that the development mode of "aviation logistics and aviation related industry" should be adopted in Nanchang Airfront Economic Zone. Thirdly, based on the research results of the development model and development stage judgment of Nanchang Linhai Economic Zone, This paper studies the composing frame of the air front industry in Nanchang Airfront Economic Zone, and through the combination of qualitative and quantitative analysis, deeply analyzes the industrial choice of Nanchang Airfront Economic Zone, and carries on the spatial layout of the air front industry. Finally, based on the actual development of Nanchang Airfront Economic Zone, This paper formulates the development thought and goal of Nanchang Airfront Economic Zone, and puts forward some concrete strategies to promote the rapid development of Nanchang Airfront Economic Zone from the angles of transportation hub, aviation city construction, opening to the outside world, development environment, and so on.
