【摘要】：物流業(yè)是現(xiàn)代服務(wù)業(yè)的重要組成部分,作為支撐國民經(jīng)濟(jì)的基礎(chǔ)性和綜合性產(chǎn)業(yè),其發(fā)展越來越得到全社會的廣泛關(guān)注。發(fā)展現(xiàn)代物流業(yè),對于改善區(qū)域投資環(huán)境,支撐實體經(jīng)濟(jì)發(fā)展,加快經(jīng)濟(jì)轉(zhuǎn)型升級有十分重要的意義。溫州作為浙江經(jīng)濟(jì)發(fā)展領(lǐng)頭羊之一,具有經(jīng)濟(jì)總量大,自然資源少,原材料采購和產(chǎn)成品銷售“兩頭在外”的特點,形成了巨大的貨物流量,需要現(xiàn)代物流業(yè)支撐。近年來溫州經(jīng)濟(jì)“脫實向虛”,部分增長指標(biāo)下滑,面臨發(fā)展后勁不足的困局,在此背景下,必須要大力發(fā)展現(xiàn)代物流業(yè),在更大范圍內(nèi)參與資源配置,增強溫州經(jīng)濟(jì)發(fā)展活力。與此同時,溫州物流業(yè)在高度重視之下取得了較快的發(fā)展,主要表現(xiàn)為：產(chǎn)業(yè)規(guī)模持續(xù)擴大,企業(yè)隊伍不斷壯大,基礎(chǔ)設(shè)施逐步完善,交通運輸能力快速提高,港口優(yōu)勢尤其顯著,物流園區(qū)建設(shè)初具規(guī)模等。但溫州物流業(yè)在發(fā)展的同時也暴露出了一些問題和差距：物流發(fā)展水平落后與浙江省其他城市、物流企業(yè)規(guī)模普遍呈現(xiàn)“低小散”狀態(tài),第三方物流市場的有效需求不足,物流人才嚴(yán)重缺乏等。因此,如何將物流業(yè)發(fā)展稱為最活躍、最具競爭力、最具的溫州特色產(chǎn)業(yè),成為溫州經(jīng)濟(jì)轉(zhuǎn)型發(fā)展的重要突破口。本文以浙江省溫州市物流業(yè)為研究對象,對課題研究的背景、研究的意義、國內(nèi)外發(fā)展現(xiàn)狀進(jìn)行了綜述。概述溫州物流業(yè)發(fā)展的整體情況,并通過建立物流業(yè)發(fā)展綜合實力評價體系和物流發(fā)展綜合實力與GDP的關(guān)系實證,并橫向?qū)Ρ日憬?1個地市評價排名,從而測算出溫州物流發(fā)展綜合實力,實證發(fā)展物流業(yè)對推動溫州經(jīng)濟(jì)趕超發(fā)展的重要作用。在此基礎(chǔ)上,本文運用SWOT分析法去分析溫州物流業(yè)發(fā)展中的優(yōu)勢、劣勢、機會與威脅,運用并建立SWOT矩陣分析溫州市物流業(yè)發(fā)展情況。隨后,對溫州市的現(xiàn)代物流發(fā)展戰(zhàn)略進(jìn)行了分析和展望：溫州物流業(yè)未來發(fā)展應(yīng)定位為區(qū)域性物流節(jié)點,充分發(fā)揮溫州經(jīng)濟(jì)社會活躍、交通區(qū)位良好和對外發(fā)展開發(fā)開放等優(yōu)勢,將溫州打造成中小微企業(yè)供應(yīng)鏈服務(wù)平臺、連接長三角和海西區(qū)的區(qū)域性物流中心城市、全國物流園區(qū)二級節(jié)點城市和21世紀(jì)海上絲綢之路的起點城市。最后,本文結(jié)合溫州發(fā)展實際和政府管理目標(biāo),詳細(xì)提出溫州物流業(yè)發(fā)展戰(zhàn)略方向和管理策略,即SO策略(增長型戰(zhàn)略)、WO策略(扭轉(zhuǎn)型戰(zhàn)略)、ST策略(多元經(jīng)營戰(zhàn)略)、WT策略(防御型戰(zhàn)略)等四種類型的戰(zhàn)略,探索建立適合溫州物流業(yè)發(fā)展的長期模式和戰(zhàn)略體系。
[Abstract]:Logistics industry is an important part of modern service industry. As a basic and comprehensive industry supporting the national economy, its development has attracted more and more attention of the whole society. The development of modern logistics industry can improve the regional investment environment. It is of great significance to support the development of the real economy and speed up the economic transformation and upgrading. As one of the leading economic development leaders in Zhejiang Province, Wenzhou has the characteristics of large economic volume, low natural resources, "two heads in the outside" for raw material procurement and finished product sales. In recent years, Wenzhou's economy has been "unrealistically oriented," and some growth indicators have declined, facing the dilemma of insufficient stamina. In this context, it is necessary to vigorously develop the modern logistics industry. At the same time, the logistics industry in Wenzhou has made rapid development under the attached great importance, mainly as follows: the scale of the industry continues to expand, and the ranks of enterprises continue to grow. The infrastructure has been gradually improved, the traffic and transportation capacity has been rapidly improved, and the advantages of the port are particularly significant. The construction of logistics parks is beginning to take shape. However, the logistics industry in Wenzhou has also exposed some problems and gaps: the level of logistics development is lagging behind that of other cities in Zhejiang Province, and the scale of logistics enterprises generally presents a state of "low dispersion". The effective demand of the third party logistics market is insufficient and the logistics talents are seriously lacking. Therefore, how to call the development of logistics industry the most active, competitive and most characteristic industry in Wenzhou, This paper takes the logistics industry of Wenzhou City in Zhejiang Province as the research object, the background of the research, the significance of the research. This paper summarizes the present situation of the development of logistics industry at home and abroad, summarizes the overall situation of the development of logistics industry in Wenzhou, and proves the relationship between the comprehensive strength of logistics development and GDP by establishing the evaluation system of comprehensive strength of logistics industry development and the relationship between the comprehensive strength of logistics development and GDP. By comparing the evaluation ranking of 11 cities in Zhejiang Province horizontally, this paper calculates the comprehensive strength of Wenzhou logistics development and the important role of developing logistics industry in promoting Wenzhou economy to catch up with and surpass the development of economy. This paper uses SWOT analysis method to analyze the advantages, disadvantages, opportunities and threats in the development of Wenzhou logistics industry, and uses and establishes the SWOT matrix to analyze the development of Wenzhou logistics industry. The development strategy of modern logistics in Wenzhou city is analyzed and prospected. The logistics industry in Wenzhou should be positioned as a regional logistics node in the future, giving full play to the advantages of active economy and society in Wenzhou, good traffic location and development and opening to the outside world. Wenzhou will be built into a small and medium-sized enterprise supply chain service platform, linking the Yangtze River Delta and Hercynian regional logistics center cities, national logistics park secondary node cities and 21th century starting city of the maritime Silk Road. Finally, In this paper, the development strategy and management strategy of Wenzhou logistics industry are put forward in detail, based on the actual development of Wenzhou and the target of government management. That is, so strategy (growth strategy) WO strategy (twisting strategy / St strategy (multiple management strategy / WT strategy (defense strategy)) is four types of strategy, exploring the establishment of a long-term model and strategic system suitable for the development of Wenzhou logistics industry.
