【摘要】：“十二五”規(guī)劃和“十三五”規(guī)劃相繼指出內(nèi)陸地區(qū)加大開放格局,加強(qiáng)口岸建設(shè),開辟跨境多式聯(lián)運交通走廊。國際陸港作為連接海港和內(nèi)陸地區(qū)的有效途徑,是內(nèi)陸地區(qū)推進(jìn)外向型經(jīng)濟(jì),推動地區(qū)經(jīng)濟(jì)發(fā)展進(jìn)入新高地的重要手段。湖南省作為我國“一帶一路”戰(zhàn)略構(gòu)想的內(nèi)陸核心經(jīng)濟(jì)腹地,具有獨特的地理優(yōu)勢。為適應(yīng)開放性經(jīng)濟(jì)發(fā)展,推動國際物流“降本增效”,湖南省將國際陸港建設(shè)納入國際物流重點項目。但湖南省國際陸港運營還存在諸多問題,急需確定適合湖南省實際情況的運營模式,降低國際陸港運營成本,提高運作效率,保證國際陸港核心競爭力。論文旨在通過構(gòu)建湖南省國際陸港運營模式選擇評價指標(biāo)體系對不同運營模式進(jìn)行評價,確定符合湖南省實際情況,具有操作性的國際陸港運營模式。論文綜合運用了實地調(diào)研法、文獻(xiàn)歸納法、問卷調(diào)查法、數(shù)理統(tǒng)計分析法和案例研究,開展相關(guān)研究工作。查閱和掌握跨境電商、保稅物流、國際陸港的相關(guān)理論基礎(chǔ)、了解國內(nèi)外國際陸港運營現(xiàn)狀,并開展實地調(diào)研、深入了解湖南省建設(shè)國際陸港的基本條件和基礎(chǔ)數(shù)據(jù)。深入分析政府主導(dǎo)運營、企業(yè)主導(dǎo)運營、政府/企業(yè)聯(lián)合運營三種運營模式的優(yōu)缺點。從物流業(yè)務(wù)角度、基礎(chǔ)建設(shè)角度、區(qū)域經(jīng)濟(jì)角度、市場角度、發(fā)展與合作五個方面初步構(gòu)建國際陸港運營評價指標(biāo),通過定性與定量相結(jié)合的分析方法篩選出最終評價指標(biāo)體系。構(gòu)建層次分析法和模糊評價法相結(jié)合的Fuzzy-AHP法運營模式評價模型。通過層次分析法確認(rèn)不同運營模式下國際陸港各指標(biāo)權(quán)重,運用模糊評價法對指標(biāo)進(jìn)行評價研究,確定評價結(jié)果。最后進(jìn)行湖南省建設(shè)國際陸港運營模式選擇的評價分析和優(yōu)化建議,評價結(jié)果顯示,三種運營模式發(fā)展評分均為一般,但政府/企業(yè)聯(lián)合運營模式相對評分更高,應(yīng)當(dāng)選擇該種模式。符合湖南省現(xiàn)階段國際陸港發(fā)展實際情況,因此,論文構(gòu)建的湖南省國際陸港運營模式選擇評價指標(biāo)體系具有一定的科學(xué)性和合理性,評價模型切實有效,為湖南省國際陸港運營模式選擇上提供一定參考意見,具有一定的理論創(chuàng)新和學(xué)術(shù)價值。推動湖南省國際陸港建設(shè),對加快中部地區(qū)國際陸港發(fā)展方面具有一定的積極意義。
[Abstract]:The 12th Five-Year Plan and the 13th Five-Year Plan have pointed out in succession that inland areas should be more open to the outside world, strengthen port construction, and open up cross-border and multimodal transport corridors. International dry ports are an effective way to connect seaports with inland areas. It is an important means for inland areas to promote export-oriented economy and promote regional economic development into the new highlands. Hunan Province, as the hinterland of the inland core economy of China's "Belt and Road" strategic concept, In order to adapt to the development of open economy and promote the international logistics "reducing cost and increasing efficiency", Hunan Province brings the construction of international dry ports into the key projects of international logistics. However, there are still many problems in the operation of international dry ports in Hunan Province. It is urgent to determine the operation mode suitable for the actual situation in Hunan Province, to reduce the operating costs of international dry ports, and to improve the operational efficiency. To ensure the core competitiveness of international dry ports. This paper aims to establish the evaluation index system of Hunan international dry port operation mode to determine the actual situation of Hunan Province. Operational international dry port operation mode. The paper synthetically uses field research, literature induction, questionnaire survey, mathematical statistics analysis and case study to carry out relevant research work, to consult and master cross-border e-commerce, bonded logistics, The relevant theoretical basis of international dry ports, understand the current situation of international dry ports operation at home and abroad, and carry out field research, deeply understand the basic conditions and basic data for the construction of international dry ports in Hunan Province, and deeply analyze the government-led operation, the enterprise-led operation, The advantages and disadvantages of the three modes of joint government / enterprise operation. From the perspective of logistics business, infrastructure construction, regional economy, market, development and cooperation, the evaluation index of international dry port operation is preliminarily constructed. Through the qualitative and quantitative analysis method, the final evaluation index system is selected, and the evaluation model of Fuzzy-AHP operation mode combining AHP and fuzzy evaluation method is constructed, and the different operation modes are confirmed by the Analytic hierarchy process (AHP). Weight of each index of lower international dry ports, The fuzzy evaluation method is used to evaluate the indexes, and the evaluation results are determined. Finally, the evaluation analysis and optimization suggestions are carried out on the choice of the operation mode of the international dry port construction in Hunan Province. The evaluation results show that the development scores of the three operation modes are all general. However, the joint government / enterprise operation model has a higher score, so we should choose this model. It is in line with the actual situation of the international dry port development in Hunan Province at the present stage, therefore, The evaluation index system of Hunan international dry port operation mode is scientific and reasonable, and the evaluation model is practical and effective, which provides some reference for the choice of Hunan international dry port operation mode. It has certain theoretical innovation and academic value. It is of certain positive significance to speed up the development of international dry ports in the central region of Hunan Province by promoting the construction of international dry ports in Hunan Province.
