【摘要】：俄羅斯是森林資源豐富的國家,林產(chǎn)品在俄羅斯的對外貿(mào)易方面起著重要的作用,在世界林產(chǎn)品貿(mào)易中也占有重要地位。進(jìn)入21世紀(jì)以來,中國成為俄羅斯的主要原木與鋸材的進(jìn)口商。目前,在林業(yè)領(lǐng)域方面中俄雙邊關(guān)系不僅體現(xiàn)在貿(mào)易方面,而且還存在投資、技術(shù)和勞務(wù)等方面的經(jīng)濟(jì)合作。中俄林業(yè)經(jīng)貿(mào)合作發(fā)展十分迅速。俄羅斯和中國擁有地理優(yōu)勢,在資源、技術(shù)和資金方面兩國的互補(bǔ)性很大。中俄林業(yè)合作越來越深入,中俄林業(yè)經(jīng)貿(mào)合作的多樣性包括木材貿(mào)易、木材采伐、木材加工、物流產(chǎn)業(yè)鏈、促進(jìn)森林可持續(xù)的發(fā)展及穩(wěn)定中俄林業(yè)合作,中國對俄羅斯的林業(yè)投資規(guī)模也在擴(kuò)大。不過中俄林業(yè)經(jīng)貿(mào)合作還不完善,也存在一些制約因素。在俄羅斯林產(chǎn)品對中國出口結(jié)構(gòu)層面,還很不合理,原木等初級林產(chǎn)品在出口中居于首位,而深加工林產(chǎn)品所占比重則較小。從投資的角度看,一方面外國直接投資不足。另一方面,中國企業(yè)在俄從事林產(chǎn)品的加工生產(chǎn)規(guī)模不大。其中,木材采伐和初加工所占比重仍然較大,大型深加工項(xiàng)目很少。此外,中俄勞務(wù)合作還沒有完全放開、付款方式不完善、木材運(yùn)輸能力較弱。在政策層面,中俄木材貿(mào)易市場不規(guī)范,俄腐敗的程度較高,中國及俄關(guān)稅政策也影響林產(chǎn)品貿(mào)易。在生態(tài)環(huán)境層面,森林認(rèn)證還不充分與非法木材采伐現(xiàn)象仍然很突出。加強(qiáng)林業(yè)經(jīng)貿(mào)合作是中國與俄羅斯互惠領(lǐng)域合作的重要環(huán)節(jié)。其中,森林可持續(xù)發(fā)展是主要的合作目的。因此,研究俄羅斯與中國林業(yè)經(jīng)貿(mào)合作問題,分析中國和俄羅斯林業(yè)的現(xiàn)狀及發(fā)展過程,提出促進(jìn)中國和俄羅斯林業(yè)經(jīng)貿(mào)合作與可持續(xù)發(fā)展的政策建議,具有十分重要的意義。
[Abstract]:Russia is rich in forest resources of the country, forest products plays an important role in Russia's foreign trade, also occupies an important position in World Trade in forest products. Since twenty-first Century, China has become a major importer of Russian logs and sawn timber. At present, the bilateral relations between China and Russia in the field of forest industry is not only reflected in the trade. But there is also investment, economic and technical cooperation and services and so on. The Sino Russian economic and trade cooperation in forestry development is very rapid. Russia and China have geographical advantages in resources, technology and capital between the two countries complementary. Sino Russian forestry cooperation more and more deeply, the diversity of Sino Russian economic and trade cooperation including timber trade, timber harvesting. Wood processing, logistics industry chain, promoting sustainable forest development and the stability of forestry cooperation between China and Russia, Chinese on Russia's forestry investment scale is also expanding. A Sino Russian economic and trade cooperation is not perfect, there are also some constraints. In the Russian forest products on the Chinese export structure level, is not reasonable, logs and other primary forest products ranked first in exports, while the proportion of deep processing of forest products is small. From the perspective of investment, on the one hand, foreign direct investment is insufficient on the other hand, China companies in Russia engaged in forest products processing and production scale. Among them, timber harvesting and processing still take up a large proportion of large deep processing project is limited. In addition, Sino Russian labor cooperation has not been fully liberalized, payment is not perfect, timber transport capability is weak. At the policy level, the Sino Russian timber trade market is not standardized, Russian corruption degree is high, and the Russian China tariff policy also affect trade in forest products. In the aspect of ecological environment, forest certification is not sufficient and illegal timber harvesting phenomenon is still very prominent. Strong economic and trade cooperation is an important link in cooperation with Russia China mutual field. Among them, forest sustainable development is the main purpose of the cooperation. Therefore, the problem of forestry economic and trade cooperation between Russia and Chinese, analysis of the status quo and development process of Chinese and Russia forestry, put forward to promote China and Russia forestry economic and trade cooperation and sustainable development policies, has is of great significance.
