【摘要】:煤炭作為一種重要的能源,為我國經(jīng)濟(jì)的增長做出了重要貢獻(xiàn)。雖然隨著煤礦資源的整合,各種安全法律制度、監(jiān)管制度的完善,機(jī)械化、自動(dòng)化水平的提高,我國煤礦企業(yè)生產(chǎn)的安全性有很大提高,煤礦事故發(fā)生的概率和造成的損失大幅度下降,但是,相較于歐美的發(fā)達(dá)國家而言,我國煤礦事故年發(fā)生率依然較高,安全管理水平仍有待提高。應(yīng)急管理是煤礦安全管理的一項(xiàng)重要內(nèi)容。我國的煤礦應(yīng)急管理水平依然不高,亟需提升,而應(yīng)急物流是它的重要組成部分,應(yīng)急物流能力對應(yīng)急管理意義重大。由此可見,構(gòu)建一個(gè)符合我國煤礦企業(yè)客觀條件的應(yīng)急物流能力評估模型具有重要意義,且結(jié)果還能為企業(yè)指出存在的不足和問題,為應(yīng)急物流能力的提升指明方向。本文在現(xiàn)場調(diào)研和參考文獻(xiàn)的基礎(chǔ)上,闡述了相關(guān)理論,說明了我國煤礦應(yīng)急物流的現(xiàn)狀、存在的問題。然后,識別影響煤礦應(yīng)急物流的因素,結(jié)合煤礦企業(yè)的特征和指標(biāo)體系設(shè)計(jì)的原則,從組織協(xié)調(diào)與決策能力、物流運(yùn)作供應(yīng)能力、信息處理能力及人力資源保障能力等幾個(gè)方面設(shè)計(jì)了包括了組織協(xié)調(diào)能力、組織決策能力、應(yīng)急物質(zhì)運(yùn)輸配送能力、信息共享的及時(shí)性、信息反饋能力、人員培訓(xùn)演練、制度有效性等十八個(gè)指標(biāo)的評估指標(biāo)體系,并對每個(gè)指標(biāo)進(jìn)行了解釋。運(yùn)用G1-模糊綜合評價(jià)構(gòu)造煤礦應(yīng)急物流能力評估模型,其中G1法確定各指標(biāo)的序關(guān)系、相鄰指標(biāo)的重要程度,并結(jié)合專家打分為各指標(biāo)賦予權(quán)重;基于指標(biāo)體系確定各級評價(jià)集、建立評語集、確定隸屬函數(shù)、進(jìn)行模糊綜合評價(jià)。然后,為了驗(yàn)證模型的實(shí)用性,將該模型應(yīng)用在山西XX煤礦的實(shí)例中,計(jì)算結(jié)果表明該煤礦的應(yīng)急物流能力處于中上水平,還有很大提升空間,結(jié)果基本符合實(shí)際情況。最后,根據(jù)結(jié)果,提出了加強(qiáng)煤礦的組織協(xié)調(diào)和決策能力、完善煤礦企業(yè)應(yīng)急物流相關(guān)的規(guī)章制度、提升煤礦事故的預(yù)測能力、完善煤礦事故的反饋系統(tǒng)、加強(qiáng)人員培訓(xùn)和突發(fā)事件演練等提升煤礦應(yīng)急物流能力的建議,提高了論文的實(shí)用意義。論文的創(chuàng)新之處在于:建立了科學(xué)的煤礦應(yīng)急物流指標(biāo)體系,構(gòu)建了基于序關(guān)系分析法和模糊綜合評價(jià)法的煤礦應(yīng)急物流能力模型,為企業(yè)提供一種新的評價(jià)方法,為煤礦企業(yè)進(jìn)行應(yīng)急物流能力評價(jià)做出了比較全面的指導(dǎo),可以使企業(yè)清楚明了地認(rèn)知企業(yè)實(shí)際有的缺陷,提升煤礦應(yīng)急物流能力,保證煤礦企業(yè)安全生產(chǎn),有很大的理論價(jià)值和實(shí)踐價(jià)值。
[Abstract]:Coal, as an important energy source, has made an important contribution to the economic growth of our country. Although with the integration of coal resources, various safety legal systems, the improvement of regulatory system, mechanization, automation level. The safety of coal mine production in our country has been greatly improved, the probability of coal mine accidents and the losses caused by coal mine accidents have been greatly reduced. However, compared with the developed countries in Europe and America, the annual occurrence rate of coal mine accidents in China is still relatively high. The level of safety management needs to be improved. Emergency management is an important part of coal mine safety management. The level of coal mine emergency management in China is still not high and needs to be improved, and emergency logistics is an important part of it. The ability of emergency logistics is of great significance to emergency management. Therefore, it is of great significance to build an evaluation model of emergency logistics capability that accords with the objective conditions of coal mining enterprises in China. The results can also point out the shortcomings and problems of enterprises, and point out the direction of improving the ability of emergency logistics. Based on the field investigation and references, this paper expounds the relevant theories. This paper explains the present situation and existing problems of coal mine emergency logistics in China. Then, it identifies the factors that affect coal mine emergency logistics, and combines the characteristics of coal mine enterprises and the principles of index system design, from the organization coordination and decision-making ability. Logistics operation and supply capacity, information processing capacity and human resources support capacity and other aspects including the ability to organize coordination, organizational decision-making ability, emergency material transportation and distribution capacity, information sharing timeliness. The evaluation index system of eighteen indexes, such as information feedback ability, personnel training exercise, system validity and so on. Using G1-fuzzy comprehensive evaluation to construct the evaluation model of coal mine emergency logistics capacity, G1 method is used to determine the order of each index and the importance of adjacent indicators. And combined with experts to be divided into the weight of each index; Based on the index system to determine the evaluation set at all levels, set up the evaluation set, determine the membership function, fuzzy comprehensive evaluation. Then, in order to verify the practicability of the model, the model is applied in XX coal mine in Shanxi province. The results show that the emergency logistics capacity of the coal mine is in the upper level, there is still a lot of room for improvement, the results are basically in line with the actual situation. Finally, according to the results, the paper proposes to strengthen the organization coordination and decision-making ability of the coal mine. Improve the rules and regulations related to emergency logistics of coal mine enterprises, improve the ability of coal mine accident prediction, improve the feedback system of coal mine accidents, strengthen personnel training and emergency training and other suggestions to enhance the ability of emergency logistics in coal mines. The innovation of the paper lies in the establishment of a scientific index system of coal mine emergency logistics, and the establishment of a coal mine emergency logistics capacity model based on the method of order relation analysis and fuzzy comprehensive evaluation. For enterprises to provide a new evaluation method, for coal mine enterprises to evaluate the ability of emergency logistics to make a more comprehensive guidance, can make enterprises clearly understand the actual shortcomings of enterprises. It is of great theoretical and practical value to improve the ability of coal mine emergency logistics and ensure the safety of coal mine production.
