【摘要】:當(dāng)前我國經(jīng)濟(jì)發(fā)展進(jìn)入“新常態(tài)”,經(jīng)濟(jì)增速持續(xù)放緩與產(chǎn)業(yè)結(jié)構(gòu)的重大調(diào)整是發(fā)展的必然趨勢。在這一背景下,大宗物資貨源持續(xù)下滑,高附加值零散白貨需求不斷攀升,鐵路積極拓展“小、快、零”貨源市場將成為發(fā)展的必由之路。集裝箱運(yùn)輸作為一種先進(jìn)的現(xiàn)代化貨物運(yùn)輸方式,可以做到安全、準(zhǔn)點(diǎn)、快速、方便,是多式聯(lián)運(yùn)輸?shù)闹饕绞?一直以來是鐵路吸引高附加值貨源的重要手段。2015年沈陽鐵路現(xiàn)代物流建設(shè)會更是強(qiáng)調(diào)了集裝箱運(yùn)輸?shù)闹匾獞?zhàn)略地位,并發(fā)布了《關(guān)于加快發(fā)展鐵路集裝箱與集裝化運(yùn)輸?shù)膶?shí)施意見》(鐵總運(yùn)[2015]138號)。鐵路集裝箱中心站是承攬集裝箱業(yè)務(wù),辦理集裝箱作業(yè)的重要場所,目前全路已建設(shè)9個集裝箱中心站、572個集裝箱辦理站,但由于管理粗放、理念滯后,造成了大部分集裝箱中心站設(shè)施設(shè)備能力利用率低以及能力不協(xié)調(diào)等問題,未能發(fā)揮新設(shè)備、新技術(shù)在提高作業(yè)效率與降低物流成本方面所起到的應(yīng)有作用。因此,為提升中心站整體運(yùn)營管理水平,有必要針對鐵路集裝箱中心站設(shè)施設(shè)備能力協(xié)調(diào)方法設(shè)計(jì)等問題進(jìn)行深入研究與探索。 本文在中國鐵路總公司重大課題《適應(yīng)鐵路全程物流的鐵路基礎(chǔ)設(shè)施配套保障技術(shù)研究》的基礎(chǔ)上,結(jié)合對不同集裝箱中心站的現(xiàn)場調(diào)研反映的問題和理論分析,從如下幾個方面對集裝箱中心站設(shè)施設(shè)備能力協(xié)調(diào)問題進(jìn)行了研究和探討。 (1)分析了鐵路集裝箱中心站應(yīng)具備的服務(wù)功能、功能區(qū)以及標(biāo)準(zhǔn)作業(yè)流程,總結(jié)了主要設(shè)施設(shè)備及能力計(jì)算方法;明確了設(shè)施設(shè)備能力協(xié)調(diào)的內(nèi)涵,并從兩個維度進(jìn)行劃分:一是設(shè)施設(shè)備設(shè)計(jì)作業(yè)能力與實(shí)際貨流相互匹配的對外協(xié)調(diào),二是各設(shè)施設(shè)備之間設(shè)計(jì)作業(yè)能力的相互匹配的對內(nèi)協(xié)調(diào)。 (2)分析了影響能力協(xié)調(diào)的因素,在總結(jié)既有能力協(xié)調(diào)研究方法的基礎(chǔ)上,基于相對離差的概念設(shè)計(jì)了對內(nèi)協(xié)調(diào)度的計(jì)算方法,基于動態(tài)傳遞方程設(shè)計(jì)了對外協(xié)調(diào)度計(jì)算方法,并設(shè)計(jì)了內(nèi)外綜合協(xié)調(diào)度的計(jì)算公式;以中心站綜合協(xié)調(diào)度最大為目標(biāo),以滿足貨運(yùn)需求和不造成設(shè)備能力空費(fèi)為主要約束條件,構(gòu)建了設(shè)施設(shè)備能力協(xié)調(diào)的整數(shù)規(guī)劃模型,并設(shè)計(jì)了相關(guān)算法。 (3)以成都集裝箱中心站為例,計(jì)算分析了該站的對外協(xié)調(diào)度和對內(nèi)協(xié)調(diào)度,結(jié)果顯示該站對外協(xié)調(diào)度值較低,表現(xiàn)為設(shè)備能力利用率不足:通過設(shè)施設(shè)備能力協(xié)調(diào)的整數(shù)規(guī)劃模型,并利用Matlab求解得出了最優(yōu)設(shè)施設(shè)備配置方案。與原始方案相比,最優(yōu)方案在滿足貨物需求的前提下,綜合協(xié)調(diào)度提高了18.8%,證明了該模型的可靠性和合理性。
[Abstract]:China's current economic development has entered a new normal, major adjustments continued slowdown in economic growth and industrial structure is the inevitable trend of development. In this context, commodity supply continued to decline, high value-added scattered white goods demand rising, and actively expand the railway "small, fast, zero supply market will become the development the container transportation. The only way which must be passed as an advanced mode of transportation, can achieve safety, punctuality, fast, convenient, is the main way of multimodal transport, railway has been an important means to attract.2015 high value-added goods in Shenyang railway construction of modern logistics will emphasize the important strategic position of container transport," and released on accelerating the development of railway container transportation and container implementation opinions (total iron transport No. [2015]138). Railway container center station is the container business, handle set An important place for packing work, at present, has been the construction of 9 container center, 572 container handling stations, but due to extensive management, the concept of lag, caused the facilities and equipment capacity utilization rate is low and not coordinated ability of most container center, failed to play the role of new equipment, new technology in improving the operation efficiency and reduce logistics cost. Therefore, in order to improve the overall management level of the central station, it is necessary to carry out in-depth study and exploration for the railway container center station facilities and equipment design coordination methods and other issues.
In this paper, a major issue in Chinese < Railway Corporation to adapt the basic railway logistics of railway infrastructure supporting technology research on the combination of >, and theoretical analysis of the different container center station site investigation report, from the following aspects of container center station coordination problems of equipment capacity are studied and discussed.
(1) the service function of railway container center station should have the function and standard operating procedures, summarizes the main facilities and capacity calculation method; clear the connotation of coordination facilities and equipment capacity, and divided from two dimensions: one is the coordination of external equipment design and actual operation capacity of freight matching the two is the design work ability between facilities and equipment matching of internal coordination.
(2) analyzes the factors that influence the ability of coordination, based on summarizing the existing study coordination method, the relative deviation of the conceptual design calculation method of CO scheduling based on the design of the external coordination degree calculation method based on the dynamic transfer equations, calculation formulas and design and comprehensive coordination; to the central station comprehensive coordination as the goal, to meet the demand of freight and does not cause the equipment capacity waste as the main constraints, establishes an integer programming model of facilities coordination ability, and the related algorithm design.
(3) hub station in Chengdu as an example, analyzes the station's external coordination and internal coordination degree calculation, the results show that the station's external coordination degree is low, performance for the equipment capacity utilization rate is insufficient: the integer programming model of coordination facilities and equipment capacity, and obtained the optimal use of facilities and equipment configuration Matlab solution. Compared with the original scheme, the optimal scheme in order to meet the demand for goods under the comprehensive coordination degree is increased by 18.8%, to prove the reliability and rationality of the model.
