【摘要】：精益管理作為最適用于現(xiàn)代制造企業(yè)的一種生產(chǎn)組織管理方式,由最初在生產(chǎn)系統(tǒng)管理領(lǐng)域的成功實踐,逐步向各行各業(yè)延伸,并上升為戰(zhàn)略管理理念。中國煙草物流現(xiàn)代化建設(shè)從2004年起步,經(jīng)過10余年發(fā)展,基本上形成了較為完善的現(xiàn)代煙草物流整體架構(gòu),強力支持了中國煙草前期目標的實現(xiàn)。但來自于國際控煙運動、運營成本提高等多方面的壓力使中國煙草面臨新的挑戰(zhàn),依靠精益管理挖潛增效成為中國煙草行業(yè)發(fā)展改革的核心工作,作為中國煙草成本中心的煙草物流恰恰是精益管理的核心領(lǐng)域。本文以滄州煙草物流中心為背景,以精益安全管理為研究對象,針對其當前安全管理工作中存在的工作被動、方法粗放、手段簡單、技術(shù)落后、浪費嚴重等突出問題,借鑒汽車設(shè)計中的“主動安全”思想,大膽提出“主動安全管理模式”,并將其應(yīng)用到煙草物流安全管理工作中,形成預(yù)警機制;同時,以“精益思維”為指導(dǎo),利用風險管控工具,進行危險源全面挖掘,制定出“滄州煙草物流精益安全管理執(zhí)行標準”,并以此為基礎(chǔ),進行“滄州市煙草物流精益安全管理系統(tǒng)”的開發(fā)設(shè)計,使“主動模式下的煙草物流精益安全管理”得到技術(shù)實現(xiàn)�！皽嬷轃煵菸锪骶姘踩芾韴�(zhí)行標準”及“滄州市煙草物流精益安全管理系統(tǒng)”的實施,將滄州煙草物流安全管理從“事后彌補”前移為“事中控制”,直至“事前預(yù)防”,從而大大提升滄州煙草物流安全管理水平,并為行業(yè)實踐起到示范作用。
[Abstract]:A kind of organization and management of lean production management as the most suitable for modern manufacturing enterprises, from the initial production management system in the field of successful practice, and gradually extended to all walks of life, and rise to the concept of strategic management. Based on the background of Cangzhou tobacco logistics center, to lean security management as the research object, according to the current safety management The existing work in the passive method, the method is simple, extensive, backward technology, waste serious lessons in car design "active safety" thought, boldly put forward the "active safety management mode, and its application to logistics safety management in tobacco, the formation of early warning mechanism; at the same time, to" lean thinking as a guide, the use of risk management tools, risk source comprehensive mining, developed the "Cangzhou tobacco logistics lean security management standards", and on this basis, the development and design of Cangzhou tobacco logistics security management system ", the" tobacco logistics lean security management "active mode technology implementation." the implementation of Cangzhou tobacco logistics lean security management standards "and" Cangzhou tobacco logistics security management system ", the Cangzhou tobacco logistics safety management from". After compensation, it moved forward to "control in things" until "pre prevention", which greatly improved the level of tobacco logistics safety management in Cangzhou, and played an exemplary role in the practice of industry.
