【摘要】：作為促進(jìn)本土經(jīng)濟(jì)發(fā)展、擴(kuò)大國(guó)際貿(mào)易的有效工具,自由貿(mào)易園區(qū)正在國(guó)際經(jīng)濟(jì)中扮演越來(lái)越重要的角色。然而,中國(guó)大陸為數(shù)不多的幾個(gè)達(dá)到國(guó)際水準(zhǔn)的自由貿(mào)易園區(qū)也只是處于初級(jí)階段。為此,中央政府開(kāi)始著手更多自由貿(mào)易園區(qū)的建設(shè)。作為“絲綢之路經(jīng)濟(jì)帶”的重要節(jié)點(diǎn),烏魯木齊市的出口加工集散地和金融貿(mào)易區(qū)等已現(xiàn)雛形,若能建成自由貿(mào)易園區(qū),不僅可強(qiáng)化新疆的經(jīng)濟(jì)實(shí)力,還將對(duì)中國(guó)各邊境口岸城市的發(fā)展發(fā)揮示范效應(yīng)。本研究試圖從培育烏魯木齊自由貿(mào)易園區(qū)并促進(jìn)其健康成長(zhǎng)的角度出發(fā),對(duì)自由貿(mào)易園區(qū)構(gòu)建模式的設(shè)計(jì)和實(shí)現(xiàn)路徑加以探討,以期為自由貿(mào)易園區(qū)的實(shí)踐提出一些見(jiàn)解。本文首先對(duì)構(gòu)建烏魯木齊自由貿(mào)易園區(qū)的必要性和現(xiàn)實(shí)性展開(kāi)分析,為構(gòu)建模式的研究奠定基礎(chǔ);其次在歸納自由貿(mào)易園區(qū)典型功能的基礎(chǔ)上,采用灰色關(guān)聯(lián)熵分析法對(duì)園區(qū)構(gòu)建時(shí)的功能選擇和安排作出客觀評(píng)價(jià);并結(jié)合國(guó)內(nèi)外建區(qū)的成功經(jīng)驗(yàn)和基本原則,為烏魯木齊自由貿(mào)易園區(qū)的構(gòu)建設(shè)計(jì)出合理的模式;最后就模式的實(shí)現(xiàn)問(wèn)題(功能分區(qū)、實(shí)施步驟等)加以探討,并提出合理的對(duì)策建議。研究得出,烏魯木齊自由貿(mào)易園區(qū)需采取分階段“一區(qū)多園”的實(shí)施模式:近期,在烏魯木齊市境內(nèi)劃出特定的區(qū)域范圍,從開(kāi)展出口加工和物流集散活動(dòng)起步,構(gòu)筑以出口加工和物流集散為主導(dǎo)功能的園區(qū)框架;隨著條件的成熟,逐步增設(shè)國(guó)際金融合作區(qū)和邊境貿(mào)易園區(qū);然后,興建自由投資區(qū)、國(guó)際生態(tài)旅游區(qū)和國(guó)際購(gòu)物商城,并加強(qiáng)各功能區(qū)的相互聯(lián)系以及配套設(shè)施建設(shè),最終形成功能充分?jǐn)U展、各功能園區(qū)聯(lián)動(dòng)發(fā)展的綜合型自由貿(mào)易園區(qū)。
[Abstract]:As to promote local economic development, expand the effective tool of international trade, free trade zone is playing an increasingly important role in international economy. However, Chinese, few reached the international level of the free trade zone is in the primary stage. Therefore, the central government began to build more free trade zone as. "An important node Silk Road Economic Belt", Urumqi City export processing center and financial trade zone is taking shape, if you can build a free trade zone, not only to strengthen Xinjiang's economic strength, also the development of the border crossings of the Chinese city play a demonstration effect. This research attempts to start from the cultivation of Urumqi the free trade zone and promote the healthy development of the view of free trade park construction pattern design and implementation path are discussed, in order to free trade zone The practice and puts forward some opinions. This paper first analyzes the necessity of the establishment of the Urumqi free trade zone and reality, laying the foundation for the study of construction mode; secondly based on concluding a free trade zone typical function, the grey correlation entropy analysis method to make an objective evaluation of the park construction function selection and arrangement; and combined with the successful experiences and the basic principles of domestic and foreign construction zone, Urumqi free trade zone construction design a reasonable mode; finally realization mode (function division, implementation steps) to investigate and put forward reasonable suggestions. The implementation mode of Urumqi free trade zone should be taken in stages "one zone": Recently, set aside a certain range of area in the territory of Urumqi City, from the development of export processing and logistics distribution activities started to build export Frame processing and logistics park as the leading function; with mature conditions, gradually increasing international financial cooperation area and border trade zone; then, the construction of free investment zone, the international ecological tourism zone and international shopping mall, and strengthen the various functional areas of interaction and facilities construction, and ultimately the formation of fully integrated function expansion the development of the function of Park linkage free trade zone.
