【摘要】:物流業(yè)生產(chǎn)率作為衡量物流經(jīng)濟(jì)增長(zhǎng)績(jī)效的重要指標(biāo),一直是學(xué)術(shù)界研究的熱點(diǎn),國(guó)內(nèi)外學(xué)者運(yùn)用了多種方法從不同角度對(duì)我國(guó)物流業(yè)生產(chǎn)率進(jìn)行了測(cè)度,力求準(zhǔn)確描述現(xiàn)實(shí)物流經(jīng)濟(jì)增長(zhǎng)的方式及來源。學(xué)者多從經(jīng)濟(jì)角度運(yùn)用資本、勞動(dòng)和物流產(chǎn)值等要素對(duì)物流效率進(jìn)行測(cè)度,較少兼顧能源消耗和環(huán)境污染的負(fù)面效應(yīng)。全球氣候變暖、生態(tài)環(huán)境惡化、物流業(yè)中長(zhǎng)期規(guī)劃的頒布表明關(guān)注物流業(yè)環(huán)境影響的重要意義,降低能源消耗、減少碳排放、提升物流業(yè)環(huán)境技術(shù)效率成為我國(guó)物流業(yè)發(fā)展的重點(diǎn)。本文研究立足于促進(jìn)物流經(jīng)濟(jì)與資源環(huán)境協(xié)調(diào)發(fā)展。基于2004-2012年中國(guó)省際物流業(yè)投入產(chǎn)出數(shù)據(jù),采用考慮非期望產(chǎn)出的非徑向、非角度SBM模型,結(jié)合資源環(huán)境約束,通過總體、區(qū)域及省際之間的物流業(yè)技術(shù)效率與環(huán)境技術(shù)效率的比較分析,對(duì)物流業(yè)環(huán)境技術(shù)效率進(jìn)行實(shí)證分析。通過梳理影響省際物流業(yè)環(huán)境技術(shù)效率的因素,結(jié)合效率的取值范圍,運(yùn)用Tobit模型對(duì)其影響因素進(jìn)行實(shí)證分析,以期更加準(zhǔn)確地判斷物流業(yè)環(huán)境技術(shù)效率的增長(zhǎng)來源,促進(jìn)物流業(yè)實(shí)現(xiàn)資源節(jié)約、環(huán)境保護(hù)和經(jīng)濟(jì)增長(zhǎng)的統(tǒng)籌發(fā)展。根據(jù)省際數(shù)據(jù)測(cè)度我國(guó)物流業(yè)環(huán)境技術(shù)效率結(jié)果顯示:中國(guó)物流業(yè)環(huán)境技術(shù)效率總體效率偏低,并且呈現(xiàn)類“U”型的發(fā)展趨勢(shì),區(qū)域之間物流業(yè)的環(huán)境技術(shù)效率值差異顯著。對(duì)于影響因素的實(shí)證分析結(jié)果顯示:經(jīng)濟(jì)外向性和產(chǎn)業(yè)集聚對(duì)物流業(yè)環(huán)境技術(shù)效率的提升具有顯著的促進(jìn)作用;產(chǎn)業(yè)結(jié)構(gòu)和政府污染治理對(duì)提高物流業(yè)環(huán)境技術(shù)效率具有顯著的負(fù)向影響;技術(shù)進(jìn)步對(duì)于物流業(yè)環(huán)境技術(shù)效率的提升具有積極影響,但是目前作用機(jī)制并不顯著。結(jié)合實(shí)證分析結(jié)果,提出物流業(yè)環(huán)境技術(shù)效率的優(yōu)化路徑,目的在于促進(jìn)物流業(yè)更好地發(fā)展。主要包括:重視物流業(yè)質(zhì)量與效率為導(dǎo)向的發(fā)展環(huán)境建設(shè);提升區(qū)域物流業(yè)協(xié)調(diào)與聯(lián)動(dòng)發(fā)展水平;加強(qiáng)資源環(huán)境約束下的物流業(yè)技術(shù)創(chuàng)新能力。將資源環(huán)境因素納入效率評(píng)估模型,有助于更加客觀地評(píng)估我國(guó)物流業(yè)的經(jīng)濟(jì)增長(zhǎng)質(zhì)量,也更加符合國(guó)家對(duì)于節(jié)能減排的訴求,理論與實(shí)踐相互結(jié)合,對(duì)提升我國(guó)物流發(fā)展水平和實(shí)現(xiàn)物流業(yè)可持續(xù)發(fā)展有所作用。
[Abstract]:Logistics industry productivity as an important indicator to measure the performance of logistics economic growth has been a hot topic of academic research. Scholars at home and abroad have used a variety of methods to measure the productivity of logistics industry in China from different angles. Try to accurately describe the way and source of real logistics economic growth. Scholars use capital, labor and logistics output value to measure logistics efficiency from the economic point of view. Less attention to the negative effects of energy consumption and environmental pollution. Global climate warming, ecological environment deterioration, the promulgation of long-term planning for logistics industry shows that the importance of the environmental impact of logistics industry, reduce energy consumption. Reduce carbon emissions. Improving the environmental technical efficiency of logistics industry has become the focus of the development of logistics industry in China. This paper is based on promoting the coordinated development of logistics economy and resource environment. Based on the input and output of interprovincial logistics industry in China from 2004 to 2012. Data. Using the non-radial and non-angle SBM model considering non-expected output, combining the resource and environmental constraints, the paper compares and analyzes the technical efficiency of logistics industry and the environmental technical efficiency between the overall, regional and inter-provincial. Through combing the factors that affect the environmental technical efficiency of logistics industry, combined with the range of the value of efficiency, using Tobit model to make empirical analysis of the factors affecting the environmental technical efficiency of logistics industry. With a view to more accurately judge the logistics industry environmental technology efficiency growth source, promote the logistics industry to achieve resource savings. Environmental protection and overall development of economic growth. According to inter-provincial data measurement of the environmental technical efficiency of logistics industry in China the results show that the overall efficiency of environmental technology efficiency of logistics industry in China is on the low side. And presents the development trend of "U" type. There are significant differences in environmental technical efficiency among different regions. The empirical analysis of the influencing factors shows that: economic extroversion and industrial agglomeration have a significant role in promoting the environmental technical efficiency of logistics industry; Industrial structure and government pollution control have a significant negative effect on improving the environmental technical efficiency of logistics industry. Technological progress has a positive impact on the improvement of environmental technical efficiency of logistics industry, but the current mechanism is not significant. Combined with the results of empirical analysis, the optimization path of environmental technical efficiency of logistics industry is put forward. The purpose is to promote the better development of the logistics industry, mainly including: attach importance to the quality and efficiency of the logistics industry oriented development environment; To improve the level of coordination and linkage development of regional logistics industry; It is helpful to evaluate the economic growth quality of the logistics industry in China more objectively by strengthening the technological innovation ability of the logistics industry under the constraints of resources and environment and incorporating the resource and environment factors into the efficiency evaluation model. It is also more in line with the national demand for energy conservation and emission reduction, the combination of theory and practice, to improve the level of logistics development and achieve sustainable development of logistics industry.
