【摘要】：2014年11月發(fā)布的《衡量信息社會(huì)報(bào)告》顯示,信息與通信技術(shù)(ICT)的接入和使用水平在不同國(guó)家和地區(qū)之間、同一國(guó)家的城鄉(xiāng)之間、不同群體之間存在著明顯的數(shù)字鴻溝。中國(guó)的ICT發(fā)展指數(shù)(IDI)排名在世界166個(gè)國(guó)家和地區(qū)中居第86位;固定寬帶普及率排名列全球第67位;家庭互聯(lián)網(wǎng)普及率列全球第34位;中國(guó)城鎮(zhèn)地區(qū)與農(nóng)村地區(qū)互聯(lián)網(wǎng)普及率的差距為34.1%;移動(dòng)寬帶綜合價(jià)格分指數(shù)排名在世界110個(gè)經(jīng)濟(jì)體中居第101位;固定寬帶的網(wǎng)速在世界排名第42位,高速互聯(lián)網(wǎng)用戶比例僅2%。而中國(guó)的近鄰韓國(guó)IDI排名世界第二,家庭寬帶普及率為世界第一,城鄉(xiāng)互聯(lián)網(wǎng)差距世界最低(4%),高速互聯(lián)網(wǎng)用戶比例世界最高(37%)。中國(guó)互聯(lián)網(wǎng)絡(luò)信息中心(CNNIC)每次發(fā)布《中國(guó)互聯(lián)網(wǎng)絡(luò)發(fā)展?fàn)顩r統(tǒng)計(jì)報(bào)告》都令人興奮,也無(wú)形中造成我們的盲目樂觀,因?yàn)槲覀冏陨戆l(fā)展的廣度和速度都很快,但這只是自己與自己的比較,沒有與世界先進(jìn)水平進(jìn)行比較。只有與世界先進(jìn)水平相比,才能令我們保持清醒的頭腦,找到差距,追趕上去。
[Abstract]:The report on measuring the Information Society, released in November 2014, shows that the level of access to and use of information and communication technologies (ICT20) is between different countries and regions, and between urban and rural areas in the same country, There is an obvious digital divide among different groups. China's ICT development index ranks 86th among 166 countries and regions in the world, fixed broadband penetration ranks 67th in the world, household Internet penetration is 34th in the world; The gap between China's urban and rural Internet penetration rates is 34.1; the mobile broadband composite price sub-index ranks 101st out of 110 economies in the world; and fixed broadband speeds are ranked 42nd in the world. The proportion of high-speed Internet users is only 2. China's nearest neighbor, South Korea, IDI ranks second in the world and has the highest broadband penetration rate in the world. The gap between urban and rural Internet is the lowest in the world, and the proportion of high-speed Internet users is the highest in the world. Every time the China Internet Information Center (CNNIC) publishes the "Statistical report on the Development of China's Internet Network", it is exciting, and it also invisibly causes us to be blindly optimistic. Because our own development is rapid in scope and speed, but this is only their own comparison with themselves, not with the advanced level of the world.
