【摘要】：軟件產(chǎn)業(yè)作為社會經(jīng)濟發(fā)展的基礎(chǔ)性、戰(zhàn)略性和先導(dǎo)性產(chǎn)業(yè),對于提升戰(zhàn)略性新興產(chǎn)業(yè)核心競爭力,促進經(jīng)濟社會持續(xù)健康發(fā)展,調(diào)整產(chǎn)業(yè)結(jié)構(gòu)具有重要意義。揚州及揚州經(jīng)濟技術(shù)開發(fā)區(qū)正處于工業(yè)化的中期階段,受環(huán)境和資源的約束,當(dāng)前主要發(fā)展的傳統(tǒng)粗放型制造業(yè)的發(fā)展空間越來越受到限制,進行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,大力發(fā)展軟件產(chǎn)業(yè)的要求非常迫切。但由于揚州所在的長三角地區(qū)軟件園極為密集,揚州開發(fā)區(qū)軟件園存在和周邊科技園發(fā)展方向同質(zhì)化的可能,面臨著非常嚴峻的競爭環(huán)境。因此,研究揚州開發(fā)區(qū)軟件園應(yīng)該優(yōu)先發(fā)展哪些產(chǎn)業(yè),如何對這些產(chǎn)業(yè)予以政策上及配套環(huán)境上得支持,以取得相對競爭優(yōu)勢,是十分必要的。 本文通過對揚州本地優(yōu)勢產(chǎn)業(yè)、經(jīng)濟發(fā)展?fàn)顩r的分析,以及江蘇省軟件產(chǎn)業(yè)的發(fā)展現(xiàn)狀和周邊主要潛在競爭對手的產(chǎn)業(yè)定位分析,結(jié)合相應(yīng)的產(chǎn)業(yè)組織理論、競爭戰(zhàn)略理論,研究揚州開發(fā)區(qū)軟件園的產(chǎn)業(yè)定位。并對整體定位分析得出的軟件及服務(wù)外包產(chǎn)業(yè)、智能電網(wǎng)產(chǎn)業(yè)及數(shù)字傳媒產(chǎn)業(yè)三個可能的產(chǎn)業(yè)發(fā)展方向進行了分析,綜合運用SWOT模型、五力分析模型、產(chǎn)業(yè)生命周期等理論,研究揚州開發(fā)區(qū)軟件園在這些產(chǎn)業(yè)領(lǐng)域的發(fā)展優(yōu)劣勢及發(fā)展策略。最后結(jié)合實際對揚州開發(fā)區(qū)軟件園的產(chǎn)業(yè)發(fā)展政策及配套服務(wù)需求提出了建議。本文的研究得到的產(chǎn)業(yè)選擇方案、發(fā)展政策及配套服務(wù)方案將在揚州開發(fā)區(qū)軟件園的發(fā)展進程中逐步予以實踐。
[Abstract]:Software industry, as a basic, strategic and leading industry in the development of social economy, plays an important role in promoting the core competitiveness of strategic emerging industries, promoting the sustained and healthy development of economic and social, and adjusting the industrial structure. Yangzhou and Yangzhou Economic and technological Development Zone are in the middle stage of industrialization. Under the constraints of environment and resources, the development space of traditional extensive manufacturing industry, which is mainly developed, is more and more restricted, and the industrial structure is adjusted. The requirement that develops software industry energetically is very urgent. However, due to the extremely dense software park in Yangzhou, Yangzhou development zone software park and the development direction of the surrounding science and technology park is likely to be homogenized, facing a very severe competition environment. Therefore, it is necessary to study which industries should be developed first and how to support these industries in the policy and supporting environment in order to obtain the relative competitive advantage. Based on the analysis of the local advantage industry and economic development of Yangzhou, as well as the development status of software industry in Jiangsu Province and the industrial positioning of the main potential competitors around Yangzhou, this paper combines the corresponding theory of industrial organization and the theory of competition strategy. This paper studies the industrial orientation of software park in Yangzhou Development Zone. This paper also analyzes the three possible industry development directions of software and service outsourcing industry, smart grid industry and digital media industry, which are obtained from the overall positioning analysis, and synthetically applies SWOT model, five-force analysis model, industry life cycle theory and so on, and analyzes the three possible development directions of the software and service outsourcing industry, the smart grid industry and the digital media industry. This paper studies the advantages and disadvantages and development strategies of software park of Yangzhou Development Zone in these industries. Finally, suggestions on the industrial development policy and supporting service demand of Yangzhou Development Zone Software Park are put forward. The industrial choice, development policy and supporting service plan obtained in this paper will be put into practice step by step in the development process of Yangzhou Development Zone Software Park.
