【摘要】:我國電建工程承包商憑借對(duì)電力建設(shè)項(xiàng)目的管理能力和國內(nèi)的電力設(shè)備完整的產(chǎn)業(yè)鏈、價(jià)格優(yōu)勢,獲得很多電站業(yè)主的青睞。對(duì)于走出國門的中資承包商,快速的適應(yīng)國際工程承包慣例,拿出完整的國際工程的管理方案,迅速和世界接軌是其成功運(yùn)作國際項(xiàng)目的關(guān)鍵。 國際工程一般采用EPC(即設(shè)計(jì)、采購、施工)總承包模式,中國承包商由于對(duì)EPC合同條件,國際工程管理和國際通用技術(shù)規(guī)范等掌握有限,致使在進(jìn)行EPC總承包時(shí),風(fēng)險(xiǎn)問題不斷出現(xiàn),風(fēng)險(xiǎn)事故屢次發(fā)生,嚴(yán)重影響工程承包預(yù)期目標(biāo)的實(shí)現(xiàn)和中國承包商的信譽(yù)。究其原因,中國承包商雖然在工程設(shè)備制造、設(shè)計(jì)和實(shí)施方面有一定的經(jīng)驗(yàn),但是在風(fēng)險(xiǎn)管理體系建設(shè)和風(fēng)險(xiǎn)評(píng)估技術(shù)應(yīng)用方面遠(yuǎn)落后于國際知名承包商。由于EPC工程要求承包商進(jìn)行全過程管理,并且承擔(dān)大部分風(fēng)險(xiǎn),因此在全面把握工程的不確定因素,系統(tǒng)進(jìn)行風(fēng)險(xiǎn)分析方面的經(jīng)驗(yàn)不足,是風(fēng)險(xiǎn)事故頻頻發(fā)生的主要原因。因此從承包商的角度出發(fā),研究EPC合同模式下的國際電站工程的風(fēng)險(xiǎn)管理體系和風(fēng)險(xiǎn)評(píng)價(jià)方法,對(duì)于指導(dǎo)工程實(shí)踐,避免風(fēng)險(xiǎn)事故顯得非常必要。 本文從FIDIC(國際咨詢工程師聯(lián)合會(huì))合同條件入手,研究EPC合同模式的風(fēng)險(xiǎn)分配機(jī)制和分配原則,結(jié)合工程管理實(shí)踐,研究了國際EPC電站工程的風(fēng)險(xiǎn)分類、風(fēng)險(xiǎn)辨識(shí)方法,構(gòu)建風(fēng)險(xiǎn)評(píng)價(jià)模型。通過對(duì)文獻(xiàn)的研究和問卷,使用風(fēng)險(xiǎn)識(shí)別技術(shù)國際EPC電站工程中比較關(guān)鍵的國家風(fēng)險(xiǎn)、環(huán)境風(fēng)險(xiǎn)、商務(wù)風(fēng)險(xiǎn)、設(shè)計(jì)風(fēng)險(xiǎn)、實(shí)施風(fēng)險(xiǎn)等關(guān)鍵風(fēng)險(xiǎn)因素,對(duì)這些風(fēng)險(xiǎn)因素進(jìn)行分析。根據(jù)風(fēng)險(xiǎn)指標(biāo)體系的構(gòu)建原則,以沙特某EPC電站項(xiàng)目為案例,對(duì)識(shí)別出的風(fēng)險(xiǎn)進(jìn)行分層,建立層次結(jié)構(gòu)。運(yùn)用模糊綜合評(píng)價(jià)理論,評(píng)價(jià)風(fēng)險(xiǎn)造成損失的嚴(yán)重程度,運(yùn)用層次分析法求出各個(gè)風(fēng)險(xiǎn)因素的權(quán)重,綜合損失程度和項(xiàng)目風(fēng)險(xiǎn)權(quán)重進(jìn)行綜合評(píng)價(jià)。評(píng)價(jià)結(jié)果也為風(fēng)險(xiǎn)調(diào)控提供了一定的依據(jù)。
[Abstract]:By virtue of the management ability of the electric power construction project and the complete industrial chain of the domestic electric power equipment, the contractor of the electric construction project in our country has won the favor of many power station owners with its price advantage. For the Chinese-funded contractors who go abroad, The key to the successful operation of the international project is to adapt to the international engineering contract practice quickly, to come up with the complete management scheme of the international project, and to connect with the world quickly. EPC (design, procurement, construction) general contracting mode is generally used in international engineering. Due to the limited knowledge of EPC contract conditions, international engineering management and international general technical specifications, Chinese contractors are engaged in EPC general contracting. The continuous emergence of risk problems and frequent occurrence of risk accidents seriously affect the realization of the expected objectives of project contracting and the credibility of Chinese contractors. The reason is that although Chinese contractors have some experience in the manufacture, design and implementation of engineering equipment, However, the construction of risk management system and the application of risk assessment technology lag far behind those of international famous contractors. Because the EPC project requires contractors to manage the whole process and bear most of the risks, Therefore, the main reason for the frequent occurrence of risk accidents is the lack of experience in comprehensively grasping the uncertain factors of the project and in carrying out the risk analysis in the system. Therefore, from the contractor's point of view, It is necessary to study the risk management system and risk evaluation method of international power plant projects under the EPC contract mode in order to guide engineering practice and avoid risk accidents. Starting with the contract conditions of the International Federation of Consulting Engineers (FIDIC), this paper studies the risk distribution mechanism and principles of the EPC contract model, and studies the risk classification and risk identification method of the international EPC power plant project in combination with the project management practice. Through the research and questionnaire to the literature, using the risk identification technology, the key risk factors in the international EPC power plant project, such as national risk, environmental risk, commercial risk, design risk, implementation risk, etc. According to the construction principle of risk index system, taking a EPC power station project in Saudi Arabia as a case, the identified risk is stratified, and the hierarchical structure is established, and the fuzzy comprehensive evaluation theory is used. In order to evaluate the severity of the loss caused by risk, the weight of each risk factor is calculated by AHP, and the comprehensive evaluation is carried out by synthesizing the loss degree and the project risk weight. The evaluation results also provide a certain basis for risk regulation and control.
