日照市高層次人才引進(jìn)對策研究

【摘要】:近年來,隨著經(jīng)濟(jì)社會的不斷發(fā)展,對于高層次人才的需求越來越緊迫,各地政府逐漸意識到人才尤其是高層次人才在經(jīng)濟(jì)建設(shè)和社會進(jìn)步中的重要作用。如何引進(jìn)人才、用好人才、留住人才,最大限度地發(fā)揮高層次人才的價(jià)值,是當(dāng)今擺在地方政府面前的一道現(xiàn)實(shí)課題。本文對日照市人才引進(jìn)現(xiàn)狀和政策進(jìn)行了解讀,針對經(jīng)濟(jì)社會發(fā)展水平不高導(dǎo)致吸引力不足,人才發(fā)展內(nèi)生動力不足,引進(jìn)高層次人才的承載能力不強(qiáng),機(jī)構(gòu)、人員、信息化平臺建設(shè)與政策各項(xiàng)要求不匹配等問題進(jìn)行剖析并提出了相應(yīng)的解決對策。通過對人才引進(jìn)的參與主體、方式以及保障機(jī)制的探討,構(gòu)建出日照市人才引進(jìn)的模式,提出了定位日照城市發(fā)展方向及產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、建立高層次人才引進(jìn)創(chuàng)新機(jī)制、完善高層次人才的考核評價(jià)機(jī)制和退出機(jī)制、優(yōu)化高層次人才成長環(huán)境、政企配合做好高層次人才引進(jìn)工作等對策建議。要優(yōu)化完善高層次人才政策必須保持持續(xù)創(chuàng)新理念,突出地方特色,做好科學(xué)規(guī)劃,完善管理制度,確保機(jī)構(gòu)人員到位,扎實(shí)開展評審認(rèn)定、培養(yǎng)和考核評價(jià),優(yōu)化人才成長環(huán)境,實(shí)現(xiàn)政策含金量高、競爭力強(qiáng),做到高層次人才引得進(jìn)、留得住、用得好。
[Abstract]:In recent years, with the development of economy and society, the demand for high-level talents is becoming more and more urgent. Local governments have gradually realized that talents, especially high-level talents, play an important role in economic construction and social progress. How to introduce talents, make good use of talents, retain talents and give full play to the value of high-level talents is a realistic task facing the local government. This paper interprets the present situation and policy of talent introduction in Rizhao City, aiming at the low level of economic and social development, which leads to insufficient attraction, insufficient endogenous motive force for talent development, the weak carrying capacity of introducing high-level talents, and the lack of institutions and personnel. The mismatch between the information platform construction and the policy requirements is analyzed and the corresponding countermeasures are put forward. Through the discussion of the main body, the way and the guarantee mechanism of talent introduction, this paper constructs the model of talent introduction in Rizhao city, puts forward the orientation of the development direction of Rizhao city and the adjustment of industrial structure, and establishes the innovation mechanism of introducing high-level talents. It is necessary to perfect the examination and evaluation mechanism and withdrawal mechanism of high-level talents, optimize the growth environment of high-level talents, cooperate with government and enterprises to do well in the introduction of high-level talents, and so on. In order to optimize and perfect the high-level talent policy, we must maintain the concept of continuous innovation, highlight local characteristics, make good scientific planning, perfect the management system, ensure that the personnel of the institutions are in place, and carry out the evaluation, training, and evaluation in a down-to-earth manner. Optimize the environment of talent growth, realize the policy of high gold content, strong competitiveness, so that high-level talents can be introduced, retained, and used well.
