【摘要】：正近年來(lái),生態(tài)補(bǔ)償受到我國(guó)國(guó)家層面的高度關(guān)注。2013年召開(kāi)的十八屆三中全會(huì)提出"建設(shè)生態(tài)文明,必須建立系統(tǒng)完整的生態(tài)文明制度體系,用制度保護(hù)生態(tài)環(huán)境",生態(tài)補(bǔ)償制度被納入其中。在生態(tài)補(bǔ)償?shù)木唧w實(shí)踐當(dāng)中,我國(guó)實(shí)施的是以政府為補(bǔ)償主體,以中央財(cái)政轉(zhuǎn)移支付為主要資金來(lái)源的生態(tài)補(bǔ)償體制。不同地區(qū)之間的橫向轉(zhuǎn)移支付數(shù)量少,其他相關(guān)利益主體的參與也較少,從而決定了生態(tài)補(bǔ)償資金的相對(duì)有限。以地處滇西
[Abstract]:In recent years, ecological compensation has been highly concerned at the national level in our country. The third Plenary session of the 18th CPC Central Committee held in 2013 put forward that "to build ecological civilization, we must establish a systematic and complete ecological civilization system and protect the ecological environment with the system." In the concrete practice of ecological compensation, our country implements the ecological compensation system with the government as the main body of compensation and the central financial transfer payment as the main source of funds. The amount of lateral transfer payment between different regions is small, and the participation of other relevant stakeholders is also less, which determines the relatively limited ecological compensation funds.
