鄉(xiāng)村旅游經(jīng)濟(jì)增長(zhǎng)與我國(guó)農(nóng)村減貧——基于親貧困增長(zhǎng)的視角

【摘要】：隨著中國(guó)旅游業(yè)的迅猛發(fā)展,鄉(xiāng)村旅游經(jīng)濟(jì)日益成為我國(guó)農(nóng)村旅游資源豐富地區(qū)的重要經(jīng)濟(jì)增長(zhǎng)點(diǎn),旅游扶貧也成為重要的產(chǎn)業(yè)扶貧方式,鄉(xiāng)村旅游經(jīng)濟(jì)的增長(zhǎng)能否自發(fā)地起到減緩農(nóng)村貧困的作用?親貧困增長(zhǎng)理論認(rèn)為,僅靠單純的經(jīng)濟(jì)增長(zhǎng)不能實(shí)現(xiàn)充分有效的減貧與發(fā)展,經(jīng)濟(jì)增長(zhǎng)是戰(zhàn)勝貧困最基本和最重要的力量來源,但它只是必要條件絕非充分條件。政府應(yīng)制定一個(gè)故意傾向貧困群體發(fā)展的戰(zhàn)略,縮小貧困差距,使貧困群體能夠從經(jīng)濟(jì)增長(zhǎng)中獲得更多的收益。本文從親貧困增長(zhǎng)視角審視我國(guó)鄉(xiāng)村旅游經(jīng)濟(jì)的發(fā)展,發(fā)現(xiàn)我國(guó)部分鄉(xiāng)村旅游地區(qū)存在親富式增長(zhǎng)傾向,而這種經(jīng)濟(jì)增長(zhǎng)方式導(dǎo)致的收入分配不公正是近幾年鄉(xiāng)村旅游目的地上訪、沖突、攔阻游客現(xiàn)象頻發(fā)的根源所在。最后,筆者提出了我國(guó)鄉(xiāng)村旅游經(jīng)濟(jì)親貧困增長(zhǎng)路徑。
[Abstract]:With the rapid development of tourism in China, the rural tourism economy has become an important economic growth point in China's rural areas with rich tourism resources, and poverty alleviation by tourism has become an important way of helping the poor in industry. Can the growth of rural tourism economy spontaneously play a role in alleviating rural poverty? Pro-poverty growth theory holds that economic growth alone can not achieve full and effective poverty reduction and development, economic growth is the most basic and the most important source of power to overcome poverty, but it is only a necessary condition is not sufficient conditions. The government should formulate a strategy that deliberately inclines the development of the poor groups, so as to narrow the poverty gap and enable the poor groups to gain more benefits from economic growth. This paper examines the development of rural tourism economy in China from the perspective of pro-poverty growth, and finds that there is a tendency of pro-rich growth in some rural tourism areas in China. The unfair income distribution caused by this kind of economic growth mode is the root of the frequent phenomenon of rural tourist destination petition, conflict and blocking tourists in recent years. Finally, the author puts forward the pro-poverty growth path of rural tourism economy in China.
