基于主體視角的上海城郊鄉(xiāng)村旅游經(jīng)營模式研究

【摘要】:黨的十八大報告提出要大力推進生態(tài)文明建設(shè),努力建設(shè)美麗中國,這為旅游業(yè)的發(fā)展指明了方向。經(jīng)過三十多年的發(fā)展,鄉(xiāng)村旅游已成為我國旅游業(yè)的重要組成部分。據(jù)國家旅游局測算,到2015年,我國鄉(xiāng)村旅游接待人數(shù)將達到7.7億人次。鄉(xiāng)村旅游的大發(fā)展,一方面得益于旅游業(yè)自身發(fā)展空間的釋放,另一方面也與鄉(xiāng)村旅游經(jīng)營模式的創(chuàng)新有關(guān)。 鄉(xiāng)村旅游經(jīng)營模式雖然可以從不同的視角研究,但其涉及的主體卻比較穩(wěn)定,農(nóng)戶、合作社、旅游企業(yè)、政府、旅游者等主要利益主體一直主導(dǎo)著鄉(xiāng)村旅游經(jīng)營模式。因此,對鄉(xiāng)村旅游經(jīng)營模式的研究應(yīng)從主體的角度研究,其具體內(nèi)容應(yīng)包括誰來主導(dǎo)、通過何種方式來經(jīng)營、各利益主體之間的利益聯(lián)結(jié)機制如何。 本文通過分析鄉(xiāng)村旅游主要利益主體的利益訴求和相互關(guān)系,來解析上海城郊鄉(xiāng)村旅游的經(jīng)營模式,得出的結(jié)論是:上海城郊鄉(xiāng)村旅游經(jīng)營模式有四大類,即農(nóng)戶個體經(jīng)營模式、專業(yè)合作聯(lián)營模式、旅游企業(yè)投資模式、政府扶持模式。這四大類經(jīng)營模式較好地適應(yīng)了上海城郊鄉(xiāng)村旅游發(fā)展的不同階段,不同程度地整合了旅游產(chǎn)業(yè)鏈,對上海城郊的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、城鄉(xiāng)居民生活改善、拓展農(nóng)村人口就業(yè)、增加農(nóng)民收入起到了一定的積極作用。但也存在著部分主體發(fā)展不規(guī)范,旅游企業(yè)尚未成為鄉(xiāng)村旅游投資的主體,政府對鄉(xiāng)村旅游發(fā)展的總體規(guī)劃重視不夠,政府的旅游協(xié)調(diào)機制還不完善等問題,為此必須對上海城郊旅鄉(xiāng)村旅游的經(jīng)營進行一定的優(yōu)化。 優(yōu)化上海城郊鄉(xiāng)村旅游的經(jīng)營有四個要點。一是引導(dǎo)相關(guān)者規(guī)范發(fā)展,二是加快引入民間資本參與鄉(xiāng)村旅游投資開發(fā),三是盡快編制鄉(xiāng)村旅游發(fā)展的總體規(guī)劃,四是建立和完善旅游管理協(xié)調(diào)機制。
[Abstract]:The report of the 18th National Congress of the Communist Party of China proposed to vigorously promote the construction of ecological civilization and strive to build a beautiful China, which pointed out the direction for the development of tourism. After more than 30 years of development, rural tourism has become an important part of tourism in China. According to the National Tourism Administration, by 2015, the number of rural tourism reception will reach 770 million. The great development of rural tourism, on the one hand, benefits from the release of the development space of tourism itself, on the other hand, it is related to the innovation of rural tourism management mode. Although the mode of rural tourism management can be studied from different perspectives, the main body involved in it is relatively stable. Farmers, cooperatives, tourism enterprises, government, tourists and other main stakeholders have been dominating the mode of rural tourism management. Therefore, the study of rural tourism management mode should be from the perspective of the main body, its specific content should include who will lead, through what way to operate, and the interests of the main interests of the mechanism of association. Based on the analysis of the main interests of rural tourism and their mutual relations, this paper analyzes the management mode of rural tourism in the suburbs of Shanghai, and draws the conclusion that there are four categories of rural tourism in Shanghai. Namely farmer household individual management mode, professional cooperation joint venture mode, tourism enterprise investment pattern, government support mode. These four types of business models are well adapted to the different stages of rural tourism development in the suburbs of Shanghai, integrating the tourism industry chain to varying degrees, readjusting the industrial structure of the suburbs of Shanghai, improving the living conditions of urban and rural residents, and expanding the employment of rural people. Increasing farmers' income has played a positive role. However, there are still some problems, such as the non-standard development of some main bodies, the fact that tourism enterprises have not yet become the main body of rural tourism investment, the government has not paid enough attention to the overall planning of rural tourism development, and the coordination mechanism of government tourism has not been perfect, and so on. Therefore, it is necessary to optimize the management of rural tourism in the suburbs of Shanghai. There are four key points in optimizing the management of rural tourism in the suburbs of Shanghai. The first is to guide the normative development of the relevant parties, the second is to speed up the introduction of private capital to participate in the development of rural tourism investment, the third is to draw up the overall plan for the development of rural tourism as soon as possible, and the fourth is to establish and improve the coordination mechanism of tourism management.
