【摘要】：旅游業(yè)是我國國民經(jīng)濟的朝陽產(chǎn)業(yè),而農(nóng)村地區(qū)一直是我國社會經(jīng)濟發(fā)展的重中之重,鄉(xiāng)村旅游作為兩者結(jié)合的產(chǎn)物已成為我國解決“三農(nóng)"問題的重要途徑,亦是建設(shè)“美麗鄉(xiāng)村”的主要方式。近年來,隨社會經(jīng)濟發(fā)展以及國家政策的扶持,鄉(xiāng)村旅游得到進一步發(fā)展,同時也暴露出種種問題。本文認為問題的根源在于鄉(xiāng)村旅游政策體系不健全,導致利益分配不均,并最終集中表現(xiàn)于鄉(xiāng)村旅游發(fā)展中遇到的諸多問題。關(guān)注鄉(xiāng)村旅游所涉眾多的利益主體及其訴求,尋求協(xié)調(diào)各方利益的機制是保障鄉(xiāng)村旅游健康持續(xù)發(fā)展的關(guān)鍵所在�；诖�,本文引入公共管理學中政策共同體的概念,立足于現(xiàn)階段我國鄉(xiāng)村旅游發(fā)展中呈現(xiàn)的問題,分析成因,并結(jié)合多國多地區(qū)的經(jīng)驗,試就如何構(gòu)建鄉(xiāng)村旅游政策共同體協(xié)調(diào)機制進行初步探索與研究。本文主要從如下幾個方面進行研究：(1)通過分析歷年鄉(xiāng)村旅游政策法規(guī)所涉群體范圍,劃分出鄉(xiāng)村旅游政策共同體的核心群體,包括政府、旅游企業(yè)、社區(qū)居民及旅游者。(2)鄉(xiāng)村旅游政策共同體各成員的利益訴求不同,且就每個利益訴求的重視程度亦不相同；通過分析各共同體利益訴求,找尋共同體自身內(nèi)部矛盾及各共同體之問沖突的焦點。(3)分析我國鄉(xiāng)村旅游發(fā)展的現(xiàn)狀,發(fā)現(xiàn)問題所在,從政策共同體的視角分析背后存在的利益沖突。發(fā)現(xiàn)只有通過建立鄉(xiāng)村旅游政策共同體協(xié)調(diào)機制,使各共同體就自身訴求得以充分發(fā)聲,獲得公平公正的利益仲裁,使其合理利益得到政策維護,才能達到平衡各方的目標,從而保證鄉(xiāng)村旅游的穩(wěn)定發(fā)展。(4)理論結(jié)合實際,進行實證研究。以興化市鄉(xiāng)村旅游為實證研究對象,分析其近年來鄉(xiāng)村旅游的發(fā)展歷程,研究當?shù)卣谔幚韱栴}矛盾時的方式,以此作為構(gòu)建鄉(xiāng)村旅游政策共同體協(xié)調(diào)機制的現(xiàn)實根據(jù)。
[Abstract]:Tourism is the sunrise industry of our national economy, and rural areas have always been the most important part of the social and economic development of our country. Rural tourism, as a product of the combination of the two, has become an important way to solve the problems of "agriculture, countryside and farmers" in our country. It is also the main way to build a beautiful village. In recent years, with the social and economic development and the support of national policies, rural tourism has been further developed, but also exposed a variety of problems. This paper argues that the root of the problem lies in the imperfect policy system of rural tourism, which leads to uneven distribution of benefits, and finally focuses on many problems encountered in the development of rural tourism. It is the key to ensure the healthy and sustainable development of rural tourism to pay attention to the numerous stakeholders involved in rural tourism and to seek a mechanism to coordinate the interests of all parties. Based on this, this paper introduces the concept of policy community in public management, based on the current problems in the development of rural tourism in China, analyzes the causes, and combines the experience of many countries and regions. This paper probes into how to construct the coordination mechanism of rural tourism policy community. This article mainly carries on the research from the following several aspects: (1) through the analysis of the rural tourism policies and regulations involved in the range of groups, divided into the core groups of the rural tourism policy community, including the government, tourism enterprises, Community residents and tourists. (2) the interests of the members of the Rural Tourism Policy Community are different, and the importance of each interest claim is not the same. Find out the focus of the internal contradiction of the community and the conflict of each community. (3) analyze the current situation of the development of rural tourism in China, find out where the problem lies, and analyze the conflicts of interest from the perspective of the policy community. It is found that only by establishing the coordination mechanism of rural tourism policy community, each community can make a full voice on its own demands, obtain fair and just interest arbitration, and make its reasonable interests protected by policy, in order to achieve the goal of balancing all parties. In order to ensure the stable development of rural tourism. (4) Theory combined with practice, empirical research. Taking the rural tourism of Xinghua city as the empirical research object, this paper analyzes the development course of rural tourism in recent years, studies the ways of the local government in dealing with the problems and contradictions, and takes it as the realistic basis to construct the coordination mechanism of rural tourism policy community.
