中美旅游產(chǎn)業(yè)組織演化與創(chuàng)新比較研究

【摘要】:中國旅游產(chǎn)業(yè)是在改革開放后才逐步發(fā)展起來的,經(jīng)過30多年的努力,中國成功地從一個旅游資源大國轉(zhuǎn)變?yōu)槭澜缏糜未髧?旅游產(chǎn)業(yè)規(guī)模不斷擴(kuò)大,旅游產(chǎn)業(yè)在國民經(jīng)濟(jì)中的地位和對經(jīng)濟(jì)增長的貢獻(xiàn)不斷提高。然而,當(dāng)前中國旅游產(chǎn)業(yè)依然面臨人民群眾快速增長的旅游休閑需求與旅游生產(chǎn)力相對滯后的基本矛盾,發(fā)展方式粗放、體制機(jī)制落后、法制環(huán)境不夠完善、市場秩序不夠規(guī)范、旅游市場主體地位薄弱、旅游產(chǎn)業(yè)結(jié)構(gòu)不盡合理、財政導(dǎo)向投入不足、旅游基礎(chǔ)設(shè)施和公共服務(wù)設(shè)施不完善、公共保障體系不健全、缺乏有力的產(chǎn)業(yè)發(fā)展協(xié)調(diào)機(jī)制等突出問題,極大地制約著我國旅游產(chǎn)業(yè)的可持續(xù)發(fā)展。如何借鑒旅游產(chǎn)業(yè)發(fā)達(dá)國家的成功經(jīng)驗,創(chuàng)新我國旅游產(chǎn)業(yè)發(fā)展機(jī)制,推動旅游產(chǎn)業(yè)從要素驅(qū)動向創(chuàng)新驅(qū)動轉(zhuǎn)型、從勞動密集型產(chǎn)業(yè)向資本和技術(shù)密集型轉(zhuǎn)變是當(dāng)前我國旅游產(chǎn)業(yè)發(fā)展亟待解決的問題,是實現(xiàn)我國從旅游資源大國轉(zhuǎn)變?yōu)槭澜缏糜螐?qiáng)國宏偉目標(biāo)的關(guān)鍵。 本文以馬克思主義經(jīng)濟(jì)學(xué)為指導(dǎo),結(jié)合產(chǎn)業(yè)組織理論、演化經(jīng)濟(jì)學(xué)理論和旅游產(chǎn)業(yè)的基本特性,從產(chǎn)業(yè)組織演化的視角研究旅游產(chǎn)業(yè)的演化和創(chuàng)新。首先,在充分吸收國內(nèi)外已有研究成果的基礎(chǔ)上,構(gòu)建旅游產(chǎn)業(yè)組織演化理論分析框架,進(jìn)而深入研究旅游產(chǎn)業(yè)組織演化的環(huán)境、動力及其過程,提出旅游創(chuàng)新是旅游產(chǎn)業(yè)組織演化的根本動力,旅游產(chǎn)業(yè)組織演化是一個包括旅游企業(yè)演化、旅游產(chǎn)業(yè)結(jié)構(gòu)演化和政府行為演化三個層面的動態(tài)變遷過程。其次,在理論分析的基礎(chǔ)上,以中國和美國旅游產(chǎn)業(yè)發(fā)展為實證,進(jìn)一步研究旅游產(chǎn)業(yè)組織演化的過程和規(guī)律。采用比較分析法,從微觀、中觀和宏觀三個層面對中美旅游企業(yè)演化與業(yè)態(tài)創(chuàng)新、旅游產(chǎn)業(yè)融合與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級、旅游產(chǎn)業(yè)組織演化的政府行為進(jìn)行深入系統(tǒng)的比較研究,探討旅游業(yè)態(tài)創(chuàng)新、旅游產(chǎn)業(yè)結(jié)構(gòu)創(chuàng)新、以及旅游管理體制和產(chǎn)業(yè)政策創(chuàng)新之間的內(nèi)在聯(lián)系。最后,根據(jù)旅游產(chǎn)業(yè)組織演化規(guī)律,并借鑒美國旅游產(chǎn)業(yè)組織演化創(chuàng)新的成功經(jīng)驗,提出促進(jìn)我國旅游產(chǎn)業(yè)改革與創(chuàng)新的對策建議。
[Abstract]:China's tourism industry has developed gradually after the reform and opening up. After more than 30 years of efforts, China has successfully transformed from a large country of tourism resources to a large country of tourism in the world, and the scale of the tourism industry has been continuously expanding. The status of tourism industry in the national economy and its contribution to economic growth are constantly improving. However, at present, China's tourism industry still faces the basic contradiction between the rapid growth of the people's tourism leisure demand and the relative lag in tourism productivity, the extensive way of development, the backward system and mechanism, and the imperfect legal environment. The market order is not standardized, the main body of the tourism market is weak, the structure of the tourism industry is unreasonable, the financial investment is insufficient, the tourism infrastructure and public service facilities are not perfect, and the public security system is not perfect. The lack of a strong coordinated mechanism for industrial development has greatly restricted the sustainable development of the tourism industry in China. How to learn from the successful experience of developed countries in tourism industry, innovate the development mechanism of tourism industry in China, and promote the transformation of tourism industry from factor driven to innovation-driven, The transformation from labor-intensive industry to capital-and technology-intensive industry is an urgent problem to be solved in the development of tourism industry in China. It is also the key to realize the great goal of transforming our country from a large country of tourism resources to a powerful country in the world. Under the guidance of Marxist economics, combined with the theory of industrial organization, the theory of evolutionary economics and the basic characteristics of tourism industry, this paper studies the evolution and innovation of tourism industry from the perspective of industrial organization evolution. First of all, on the basis of fully absorbing the existing research results at home and abroad, this paper constructs a theoretical analysis framework of tourism industry organization evolution, and then deeply studies the environment, motive force and its process of tourism industry organization evolution. It is pointed out that tourism innovation is the fundamental motive force for the evolution of tourism industry organization, which is a dynamic process including the evolution of tourism enterprises, the evolution of tourism industry structure and the evolution of government behavior. Secondly, on the basis of theoretical analysis, taking the development of tourism industry in China and the United States as an example, this paper further studies the process and law of the evolution of tourism industry organization. By means of comparative analysis, this paper makes a deep and systematic comparative study on the governmental behavior of the evolution of Chinese and American tourism enterprises, the integration of tourism industry and the optimization and upgrading of industrial structure, and the evolution of tourism industry organization from the micro, meso and macro levels. This paper probes into the internal relations between the innovation of tourism industry form, the innovation of tourism industry structure, and the innovation of tourism management system and industrial policy. Finally, according to the evolution law of tourism industry organization and the successful experience of American tourism industry organization evolution innovation, the paper puts forward the countermeasures and suggestions to promote the tourism industry reform and innovation in China.
