法國旅游辦公室的角色

【摘要】:進(jìn)入二十一世紀(jì)以來,世界旅游業(yè)憑借綠色產(chǎn)業(yè)的經(jīng)濟(jì)優(yōu)勢,在繼續(xù)保持良好的發(fā)展態(tài)勢的同時,不斷刷新著對世界經(jīng)濟(jì)發(fā)展的貢獻(xiàn)記錄。法國憑借其悠久的歷史文化,多元的藝術(shù)特色,美麗的風(fēng)景名勝一直是世界旅游愛好者首選的目的地之一,自2005年以來,法國就一直保持著世界第一旅游目的地的地位,同樣,旅游業(yè)在法國也占據(jù)著得天獨厚的位置,它對國內(nèi)生產(chǎn)總值的貢獻(xiàn)達(dá)到7.4%,為2百多萬的法國人提供了就業(yè)機(jī)會,也在世界舞臺上展現(xiàn)了法國的文化魅力。 為了促進(jìn)法國旅游業(yè)的發(fā)展,從國家到地方,完善的機(jī)構(gòu)和協(xié)會組織設(shè)置都為旅游業(yè)的發(fā)展提供了可靠的保證。這其中,作為法國旅游當(dāng)?shù)匕l(fā)展的重要機(jī)構(gòu):法國旅游辦公室,這個最為貼近旅游者的基層服務(wù)單位,在旅游業(yè)中發(fā)揮了積極重要的作用。從1905年法國成立第一個旅游辦公室以來,經(jīng)過一百多年的發(fā)展,現(xiàn)在旅游辦公室的數(shù)量已經(jīng)達(dá)到3600個,并且每年為1.5億的游客提供接待、咨詢等方面的服務(wù)。法國旅游辦公室可根據(jù)當(dāng)?shù)氐膶嶋H情況選擇其組織形式,其中協(xié)會(Association)、工商業(yè)公立機(jī)構(gòu)(EPIC)、混合經(jīng)濟(jì)公司(SEM)三種形式最為普遍:90%的旅游辦公室選擇了協(xié)會的組織形式,一百多家旅游辦公室選擇了工商業(yè)公立機(jī)構(gòu)的組織形式,只有少數(shù)幾家選擇了混合經(jīng)濟(jì)公司的形式。從2010年以來,法國旅游辦公室的評級標(biāo)準(zhǔn)也發(fā)生了變化,改為更加靈活的3到1級的評級標(biāo)準(zhǔn)。隨著時代的發(fā)展,旅游辦公室的主要功能,如接待、咨詢、旅游推廣及協(xié)調(diào)當(dāng)?shù)芈糜涡袠I(yè)的發(fā)展,也都被賦予了新的內(nèi)涵,,對于法國旅游辦公室而言,把握機(jī)遇的同時新的挑戰(zhàn)也迎面而來:1、互聯(lián)網(wǎng)應(yīng)用的普及;2、數(shù)字化移動設(shè)備的廣泛應(yīng)用;3、旅游群體的構(gòu)成和消費方式的變化;4、合作伙伴發(fā)展需求的多元化;5、辦公室的綜合管理以及專業(yè)隊伍的建設(shè)問題,為了更好地應(yīng)對以上挑戰(zhàn),經(jīng)過多方面的探索和研究,旅游專業(yè)人士提出了一系列相應(yīng)的改革措施:完善辦公室實體咨詢和網(wǎng)絡(luò)咨詢,加強(qiáng)專業(yè)人員培訓(xùn),優(yōu)化信息系統(tǒng),增加數(shù)字化設(shè)施服務(wù)等措施,這些措施的實行將會為旅游辦公室未來的發(fā)展注入新的活力。 現(xiàn)今,我國是世界第三旅游大國,根據(jù)世界旅游組織的預(yù)測,隨著中國經(jīng)濟(jì)的蓬勃發(fā)展和居民生活水平的提高,到2015年中國將取代法國成為世界第一大旅游目的地和世界第四大旅游輸出國。然而中國旅游市場的發(fā)展還處于不斷完善階段,法國旅游辦公室的模式值得我們思考。論文內(nèi)容主要包括三個方面:第一,法國旅游辦公室的形成和發(fā)展;第二,法國旅游辦公室的發(fā)展現(xiàn)狀、組織形式、評級和主要功能,分析其所面臨的挑戰(zhàn)及相應(yīng)的改革措施;第三,總結(jié)法國旅游辦公室的特色以及對中國旅游業(yè)發(fā)展的思考和建議�?傊�,法國是一個非常典型的旅游之國,分析它的旅游管理機(jī)構(gòu)一定會頗有收獲。
[Abstract]:Since entering the 21 century, with the economic advantages of green industry, the world tourism continues to maintain a good development trend, while constantly refreshing the contribution to the development of the world economy. France, with its long history and culture, diverse artistic features and beautiful scenery, has always been one of the preferred destinations for the world's tourism enthusiasts. Since 2005, France has maintained the number one tourist destination in the world. Tourism also occupies a unique position in France, its contribution to GDP reaches 7.4 percent, providing employment opportunities for more than 2 million French people, and showing France's cultural charm on the world stage. In order to promote the development of tourism in France, the perfect organization and association set up from country to place provide reliable guarantee for the development of tourism. Among them, as an important organization for the local development of French tourism, the French Tourism Office, which is closest to tourists, has played an active and important role in the tourism industry. Since the establishment of the first tourism office in France in 1905, after more than one hundred years of development, the number of tourism offices has reached 3600, and 150 million tourists are provided with reception, consultation and other services every year. The French tourism office can choose its organization form according to the local actual situation. Among them, the association (Association), the industrial and commercial public organization, the (EPIC), mixed economy company (SEM), is the most common form in which 90% of the tourist offices choose the organization form of the association. More than a hundred travel offices have chosen the form of industrial and commercial public institutions, and only a few have chosen the form of mixed economy companies. Since 2010, the French Tourism Office's rating standards have also changed to more flexible ratings of levels 3 to 1. With the development of the times, the main functions of the tourism office, such as reception, consultation, tourism promotion and coordination of the development of the local tourism industry, have also been given new connotations. Seize the opportunity at the same time new challenges are also coming to face: 1, the popularity of Internet applications, the wide use of digital mobile devices, tourism groups and changes in consumption patterns, the diversity of development needs of partners; 5. the comprehensive management of the office and the construction of the professional team, in order to better meet the above challenges, after many aspects of exploration and research, Tourism professionals have put forward a series of corresponding reform measures, such as perfecting office entity consulting and network consulting, strengthening the training of professionals, optimizing information systems, increasing digital facilities services, and so on. The implementation of these measures will inject new vitality into the future development of the Tourism Office. At present, China is the third largest tourist country in the world. According to the forecast of the World Tourism Organization, with the vigorous development of China's economy and the improvement of residents' living standards, China will overtake France as the world's largest tourist destination and fourth largest tourist exporter by 2015. However, the development of China's tourism market is still in the stage of continuous improvement, the French tourism office model is worth our consideration. The paper mainly includes three aspects: first, the formation and development of the French Tourism Office; second, the status quo, organizational form, rating and main functions of the French Tourism Office, and the analysis of the challenges it faces and the corresponding reform measures. Third, summarizes the characteristics of the French Tourism Office and the development of Chinese tourism thinking and suggestions. In short, France is a very typical tourist country, its tourism management agencies will certainly be fruitful.
