【摘要】：文章認為,應(yīng)以西南地區(qū)為基礎(chǔ),面向國內(nèi)外市場、解放思想、開拓創(chuàng)新、因地制宜、突出特色、圍繞解決貧困地區(qū)人口貧困問題,依托周邊城鎮(zhèn)市場,大力開發(fā)旅游產(chǎn)品和服務(wù),政府發(fā)揮主導、社會各界廣泛參與。西南地區(qū)旅游扶貧的關(guān)鍵節(jié)點是:樹立正確的旅游扶貧思想觀念、明確旅游扶貧目標和發(fā)展定位、旅游規(guī)劃、旅游扶貧效果評價、經(jīng)驗總結(jié)。西南地區(qū)旅游扶貧工作模式有:"亦農(nóng)亦旅"扶貧模式、"景區(qū)幫扶"模式、"異地安置"模式、"政府扶持"模式、"先富助貧"模式。西南地區(qū)旅游扶貧過程中要重點關(guān)注的問題有:將不同目標有機結(jié)合起來、旅游扶貧和小城鎮(zhèn)發(fā)展相融合、旅游扶貧與提升人口綜合素質(zhì)相結(jié)合、將旅游扶貧理論與實踐緊密聯(lián)系起來、將旅游扶貧長期利益與短期利益綜合統(tǒng)籌起來、將旅游扶貧與其他產(chǎn)業(yè)有機融合起來、將旅游扶貧和西部大開發(fā)相結(jié)合。
[Abstract]:According to the article, we should take the southwest region as the basis, face the domestic and foreign markets, emancipate the mind, develop and innovate, take advantage of the local conditions and highlight the characteristics, focus on solving the problem of poverty in the poverty-stricken areas, rely on the market of the surrounding cities and towns, vigorously develop the tourism products and services, the government plays the leading role, and the social circles are widely involved. The key section of the poverty alleviation of the southwest region is the tourism. Points are: set up the correct idea of tourism poverty alleviation, clear the target and development orientation of tourism poverty alleviation, tourism planning, evaluation of the effect of tourism poverty alleviation, and the experience summary. The mode of poverty alleviation work in Southwest China is "the agriculture also travel" model, "scenic spot help" model, "different place resettlement" mode, "government support" model, "rich poverty in advance" mode. In the process of regional tourism poverty alleviation, we should focus on the following problems: combining different targets organically, integrating tourism poverty alleviation and development of small towns, combining tourism poverty alleviation with improving the comprehensive quality of population, closely linking the theory and practice of tourism poverty alleviation, integrating the long-term interests of tourism poverty alleviation with short-term interests, and helping tourism to help. Poverty and other industries are organically integrated to integrate tourism poverty alleviation with the development of the western region.
