鹿西鄉(xiāng)發(fā)展鄉(xiāng)村旅游經濟的思考

【摘要】：鄉(xiāng)村旅游是近年來旅游發(fā)展的一大亮點。它以農業(yè)產業(yè)為支撐,鄉(xiāng)村環(huán)境及其典型的生態(tài)旅游資源為吸引物的一種以生態(tài)旅游為理念的鄉(xiāng)村旅游活動。當今時代,在全球化、信息化、網絡化、生態(tài)化的大背景下,鄉(xiāng)村旅游規(guī)劃的合理制定越來越突顯出其重要性。目前,鄉(xiāng)村旅游規(guī)劃已經成為地方政府和學術界共同關注的熱點,然而規(guī)劃水平有待提高、規(guī)劃無資質使得部分鄉(xiāng)村旅游的總體規(guī)劃,出現盲目發(fā)展等的不合理現象,區(qū)域鄉(xiāng)村旅游規(guī)劃的研究較為薄弱,往往存在理論不全面,規(guī)劃體系不夠完整等問題,從而使鄉(xiāng)村旅游規(guī)劃缺乏可操作性。溫州市洞頭縣鹿西鄉(xiāng)鄉(xiāng)村旅游資源豐富,地理位置優(yōu)越,具有典型的代表性。但鹿西鄉(xiāng)目前的鄉(xiāng)村旅游開發(fā)規(guī)劃仍處于起步階段,鄉(xiāng)村旅游資源沒有得到充分的開發(fā)利用,主要原因就是缺乏一套科學的、系統的、行之有效的發(fā)展規(guī)劃對其指導。 本文以浙江省溫州市鹿西鄉(xiāng)為例,積極響應國家十八大“美麗鄉(xiāng)村”的建設方針,對鹿西鄉(xiāng)發(fā)展鄉(xiāng)村旅游經濟進行研究。主要研究內容與結論如下：首先介紹了論文的研究背景及研究意義,簡要概述了目前國內外對鄉(xiāng)村旅游及其規(guī)劃問題的研究狀況,總結了現階段我國鄉(xiāng)村旅游規(guī)劃中存在的問題并提出論文的研究思路。其次,對鹿西鄉(xiāng)鄉(xiāng)村旅游發(fā)展背景進行分析,詳細的闡述了鹿西鄉(xiāng)發(fā)展背景,對鹿西鄉(xiāng)鄉(xiāng)村旅游的發(fā)展現狀進行SWOT分析。對鹿西鄉(xiāng)鄉(xiāng)村旅游提出發(fā)展戰(zhàn)略,并對其目標做出概括。主要結論為,鹿西鄉(xiāng)旅游資源得天獨厚,為鹿西鄉(xiāng)發(fā)展農村旅游提供了外部依據,隨著國家對農村的扶持性政策也大力度的推進了鹿西鄉(xiāng)發(fā)展鄉(xiāng)村旅游的優(yōu)勢。論述其可供開發(fā)游資源不可替代性。發(fā)掘其旅游產業(yè)的自然資源與人文資源優(yōu)勢,主要人文資源、漁業(yè)等。提出打造“海洋文化之島”、“牧場垂釣之島”、“生態(tài)養(yǎng)生之島”、“旅游精品之島”。結合鹿西鄉(xiāng)“十二五”發(fā)展規(guī)劃“一島四片”的產業(yè)布局和“一中心兩組團”的城鄉(xiāng)統籌發(fā)展格局,找準鹿西海島生態(tài)特色游的定位,努力建設鹿西海洋旅游精品之島。最后,就鹿西鄉(xiāng)鄉(xiāng)村旅游的生態(tài)建設支持與保障體系的建設的問題進行了闡述,為鹿西鄉(xiāng)鄉(xiāng)村旅游發(fā)展提供有力的支持。
[Abstract]:Rural tourism is a bright spot of tourism development in recent years. It is a kind of rural tourism activity based on the concept of ecotourism, which is supported by agricultural industry and the rural environment and its typical ecotourism resources. Nowadays, under the background of globalization, information, networking and ecology, the rational formulation of rural tourism planning is becoming more and more important. At present, rural tourism planning has become a common concern of local governments and academia. However, the planning level needs to be improved. The study of regional rural tourism planning is relatively weak, and often there are some problems such as incomplete theory and incomplete planning system, which makes rural tourism planning lack of maneuverability. Luxi Township, Dongtou County, Wenzhou City, rural tourism resources rich, geographical location, with a typical representative. However, the current rural tourism development planning in Luxi Township is still in its infancy, and the rural tourism resources have not been fully exploited and utilized. The main reason is the lack of a set of scientific, systematic and effective development plans to guide the rural tourism development planning. Taking Luxi Township, Wenzhou City, Zhejiang Province as an example, this paper studies the development of rural tourism economy in Luxi Township in response to the construction policy of "beautiful village" of the 18th National Congress of the people's Republic of China. The main research contents and conclusions are as follows: firstly, the research background and significance of the thesis are introduced, and the current research status of rural tourism and its planning at home and abroad is briefly summarized. This paper summarizes the problems existing in the planning of rural tourism in China and puts forward the research ideas of this paper. Secondly, the background of rural tourism development in Luxi Township is analyzed, the development background of Luxi Township is elaborated in detail, and the SWOT analysis of the present situation of Rural Tourism in Luxi Township is carried out. The development strategy of rural tourism in Luxi Township is put forward, and its goal is summarized. The main conclusion is that the tourism resources in Luxi Township are unique, which provides external basis for the development of rural tourism in Luxi Township, and promotes the advantages of rural tourism development in Luxi Township with the support policy of the country. It is discussed that it can not be substituted for the exploitation of tourism resources. Explore its tourism industry of natural resources and human resources advantages, the main human resources, fisheries, and so on. Put forward to build "the island of marine culture", "the island of pasture fishing", "the island of ecological health", "the island of tourism boutique". Combined with the industrial layout of "one island and four pieces" in the "12th Five-Year Plan" of Luxi Township and the overall development pattern of "one center and two groups" in urban and rural areas, this paper tries to find out the position of ecological characteristic tour of Luxi Island and try hard to build the excellent island of Luxi marine tourism. Finally, the paper expounds the problems of ecological construction support and guarantee system construction of rural tourism in Luxi Township, which provides powerful support for the development of rural tourism in Luxi Township.
