【摘要】：各級政府和旅游主管部門高度重視旅游安全保障工作，特別是加強旅游公共安全應急管理體系的建設和完善。本文擬從旅游安全相關(guān)理論及對國外主要旅游國的應急管理經(jīng)驗進行比較，結(jié)合具有代表性的旅游應急管理案例，分析現(xiàn)階段我國旅游公共安全應急管理體系中所存在的缺點，提煉出管理體系所需要深化的層面，，夯實整個旅游公共安全應急管理體系的理論基礎和體系構(gòu)建。 文章第一部分主要通過研究旅游應急管理體系的有關(guān)概念和理論原則，以夯實文章的理論基礎。 文章第二部分主要是旅游公共安全應急管理體系的內(nèi)容框架分析。 文章第三部分主要通過分析四個代表不同旅游主體開展旅游應急救援行動的應急管理案例，體現(xiàn)出完善的應急管理體系存在的重要性以及不重視應急救援建設所帶來的嚴重后果。 文章第四部分主要是通過前三部分衍生出我國旅游公共安全管理體系所存在的五個主要問題，包括體制、機制、法制、預案及基礎設施。 文章第五部分主要是通過對主要旅游國的旅游應急管理體系進行比較分析研究，為構(gòu)建我國旅游公共安全應急管理體系提供經(jīng)驗。 文章第六部分主要是針對第四部分提出的問題，并結(jié)合文獻研究、中內(nèi)外比較及主要實踐經(jīng)驗，提出五個建設性意見，特別是“后管理”建設是本文中比較創(chuàng)新的亮點。
[Abstract]:Governments and tourism departments at all levels attach great importance to the work of ensuring tourism safety, especially strengthening the construction and improvement of the emergency management system of tourism public safety. Based on the theory of tourism safety and the experience of emergency management in foreign countries, this paper analyzes the shortcomings of the emergency management system of tourism public security in China at the present stage, combining with the representative cases of tourism emergency management. To refine the management system needs to deepen the level, tamping the whole tourism public security emergency management system theoretical basis and system construction. The first part of the article mainly through the study of tourism emergency management system related concepts and theoretical principles to consolidate the theoretical basis of the article. The second part is the content frame analysis of the tourism public security emergency management system. The third part of the article mainly through the analysis of four different tourism agents to carry out emergency relief tourism emergency management cases, It reflects the importance of the existence of perfect emergency management system and the serious consequences of not paying attention to the construction of emergency rescue. The fourth part of the article is mainly through the first three parts of the tourism public security management system derived from the five main problems, including the system, mechanism, legal system, planning and infrastructure. The fifth part of the article is mainly through the comparative analysis of the tourism emergency management system of the major tourism countries, to provide experience for the construction of China's tourism public security emergency management system. The sixth part is mainly aimed at the problems raised in the fourth part, and puts forward five constructive suggestions, especially the construction of "post management", which is the highlight of innovation in this paper, combining with the literature research, the comparison between China and the outside, and the main practical experience.
