【摘要】：黨的十八大首次將生態(tài)文明建設(shè)置于中國(guó)特色社會(huì)主義事業(yè)“五位一體”總體布局中,體現(xiàn)了黨中央和國(guó)家對(duì)于生態(tài)文明建設(shè)工作的高度重視,這一重大戰(zhàn)略部署也為我國(guó)森林公園管理事業(yè)帶來了新的機(jī)遇和挑戰(zhàn)。因而,筆者結(jié)合多年來的景區(qū)公園管理工作經(jīng)驗(yàn),選取張家界國(guó)家森林公園作為研究對(duì)象,在回顧總結(jié)森林公園管理模式多年來經(jīng)驗(yàn)成就的基礎(chǔ)上,深入分析公園現(xiàn)有管理模式存在的弊端及其原因,虛心借鑒域外發(fā)達(dá)國(guó)家森林公園建設(shè)的寶貴經(jīng)驗(yàn),提出今后張家界國(guó)家森林管理模式優(yōu)化的具體對(duì)策。本文遵循“提出問題——分析問題——解決問題”的研究思路,首先在介紹國(guó)家森林公園模式優(yōu)化研究背景與意義的基礎(chǔ)上,系統(tǒng)梳理選題相關(guān)的理論研究成果并對(duì)其進(jìn)行綜述評(píng)價(jià),綜合運(yùn)用文獻(xiàn)研究法、比較研究法、系統(tǒng)研究法、調(diào)查研究法等方法,詳細(xì)界定了森林公園、國(guó)家森林公園的概念內(nèi)涵與功能特征,并嘗試對(duì)國(guó)家森林公園管理模式的概念進(jìn)行界定,指出選題研究的理論基礎(chǔ)包括可持續(xù)發(fā)展理論、旅游市場(chǎng)學(xué)理論、生態(tài)倫理學(xué)理論與戰(zhàn)略管理學(xué)理論,認(rèn)為張家界國(guó)家森林公園管理模式優(yōu)化有利于實(shí)現(xiàn)張家界森林公園持續(xù)發(fā)展、助推張家界旅游經(jīng)濟(jì)蓬勃發(fā)展和保護(hù)張家界森林公園生態(tài)環(huán)境。其次,總結(jié)回顧張家界國(guó)家森林公園三十多年來在基礎(chǔ)設(shè)施管理、游客管理體系、環(huán)境資源管理和日常管理服務(wù)質(zhì)量等方面取得的主要成效,分析現(xiàn)有管理模式存在資源開發(fā)與生態(tài)建設(shè)間張力明顯、旅游產(chǎn)業(yè)產(chǎn)品發(fā)展模式單一、日常經(jīng)營(yíng)管理體制改革緩慢和相關(guān)法律法規(guī)體系尚不健全等問題,認(rèn)為主要原因包括管理方式方法的粗放、管理的權(quán)責(zé)邊界不明晰、專業(yè)化人才隊(duì)伍的匱乏等方面。再次,主要選取了目前國(guó)外建設(shè)發(fā)展比較成熟的美國(guó)蘭格爾—圣伊萊亞斯國(guó)家公園、英國(guó)新森林國(guó)家公園和新西蘭湯加里羅國(guó)家公園,在對(duì)其管理模式進(jìn)行深入分析的基礎(chǔ)上,指出對(duì)張家界國(guó)家森林公園管理模式優(yōu)化的借鑒意義包括:完善日常管理機(jī)制、創(chuàng)新資金管理模式、提升公眾的參與度等。最后,在理論梳理、成就總結(jié)、問題分析和經(jīng)驗(yàn)借鑒的基礎(chǔ)上,提出未來張家界國(guó)家森林公園管理模式優(yōu)化的具體路徑包括提高規(guī)劃管理的專業(yè)性與科學(xué)性、實(shí)現(xiàn)營(yíng)銷與推廣的多元化管理、整合資源助推管理的市場(chǎng)化趨向、完善管理體制機(jī)制建設(shè)和加大服務(wù)型公園的建設(shè)力度等舉措。
[Abstract]:For the first time, the 18th National Congress of the Party placed the construction of ecological civilization in the overall layout of the "five-in-one" cause of socialism with Chinese characteristics, which reflected the great importance attached by the Party Central Committee and the state to the construction of ecological civilization. This important strategic deployment also brings new opportunities and challenges to the forest park management in China. Therefore, the author chooses Zhangjiajie National Forest Park as the research object, based on reviewing the achievements of the forest park management model over the years, combining with the experience of the park management in the past years, the author chooses Zhangjiajie National Forest Park as the research object. This paper deeply analyzes the disadvantages and causes of the existing management mode of the park, draws lessons from the valuable experience of the forest park construction in the developed countries, and puts forward the concrete countermeasures for the optimization of the national forest management mode in Zhangjiajie in the future. This paper follows the research idea of "putting forward problem-analyzing problem-solving problem". Firstly, on the basis of introducing the background and significance of the research on the model optimization of National Forest Park, Systematically combing and evaluating the theoretical research results related to the selected topics, synthetically using the methods of literature research, comparative research, systematic research, investigation and so on, the paper defines the forest park in detail. This paper tries to define the concept of national forest park management mode, and points out that the theoretical basis of the research includes the theory of sustainable development, the theory of tourism market. The theory of ecological ethics and the theory of strategic management hold that the optimization of the management mode of Zhangjiajie National Forest Park is beneficial to the sustainable development of Zhangjiajie Forest Park. Promote the development of Zhangjiajie tourism economy and protect the ecological environment of Zhangjiajie Forest Park. Secondly, it summarizes and reviews the main achievements of Zhangjiajie National Forest Park in infrastructure management, tourist management system, environmental and resource management and daily management and service quality over the past 30 years. There are some problems in the existing management mode, such as the obvious tension between the exploitation of resources and ecological construction, the single development mode of tourism industry products, the slow reform of daily management system and the imperfect system of relevant laws and regulations, etc. The main reasons include extensive management methods, unclear boundaries of power and responsibility of management, lack of specialized talents and so on. Thirdly, it mainly selects the American Ranger-Saint Elias National Park, the New Forest National Park and the Tonga Rilo National Park of New Zealand, which are developed abroad at present, on the basis of in-depth analysis of their management models. It is pointed out that the reference to the optimization of the management mode of Zhangjiajie National Forest Park includes: perfecting the daily management mechanism, innovating the fund management mode, enhancing the public participation and so on. Finally, on the basis of theoretical combing, achievement summary, problem analysis and experience reference, the paper puts forward that the specific way to optimize the management mode of Zhangjiajie National Forest Park in the future includes improving the specialty and science of planning management. To realize the diversified management of marketing and promotion, to integrate the market-oriented tendency of resources to promote management, to perfect the construction of management system and mechanism and to strengthen the construction of service-oriented parks, etc.
