【摘要】：旅游公共服務作為旅游業(yè)健康快速發(fā)展的基礎與平臺，其投資與發(fā)展非常重要。現(xiàn)階段，在國有政策的指導與推動下，我國提出大力發(fā)展旅游公共服務設施建設，完善旅游公共服務的方針。在此背景下，研究旅游公共服務的投資模式及其風險控制，也就非常必要。本文在分析旅游公共服務建設的背景，分析我國旅游公共服務現(xiàn)狀及其問題的基礎上，提出了運用BOT、TOT、PPP、PFI、ABS等進行旅游公共服務設施建設的投資模式，并以BOT模式為例，分析了其面臨的風險并提出相應規(guī)避措施。 本文共分為六個部分： 第一部分：緒論。緒論主要介紹本文的選題背景和研究意義，，并對近年來國內(nèi)外旅游公共服務方面的文獻進行整理歸納，同時闡明該文章主要涉及的研究方法并指出整體思路。 第二部分：概念及理論介紹。本部分主要解釋旅游公共服務及投資模式等相關概念，并且介紹相關理論，如公共產(chǎn)品理論，投資體制理論、風險控制理論等，為下文中理論的應用提供基礎。 第三部分：現(xiàn)狀分析。運用文獻查閱等方法，分析了我國旅游公共服務的現(xiàn)狀及我國旅游公共服務投資體制面臨的主要問題。 第四部分：投資模式。通過案例分析，指出在我國旅游公共服務設施建設過程中可以應用的各種投資模式，如BOT模式、TOT模式、PPP模式、PFI模式、ABS模式等，并對各模式的參與者與運用過程進行分析。 第五部分：風險分析。以BOT模式為例，指出在旅游公共服務設施建設中應用投資模式的風險，并運用改進的模糊層析分析法將各風險因素對運用BOT模式進行旅游公共服務設施建設的影響程度進行排序，并對各風險因素進行具體分析。 第六部分：風險規(guī)避。根據(jù)第五部分對運用BOT模式進行旅游公共服務設施建設的風險提出相應的規(guī)避措施。 第七部分：結語。得出最終結論，并說明文章的創(chuàng)新與不足并對未來研究方向提出展望。
[Abstract]:As the basis and platform for the healthy and rapid development of tourism, the investment and development of tourism public services are very important. At this stage, under the guidance and promotion of the state policy, our country puts forward the policy of vigorously developing the construction of tourism public service facilities and improving the public service of tourism. Risk control is also necessary. Based on the analysis of the background of tourism public service construction and the analysis of the current situation and problems of tourism public service in China, this paper puts forward the investment model of the construction of tourism public service facilities by using BOT, TOT, PPP, PFI, ABS and so on, and takes the BOT model as an example to analyze the risks faced and put forward the corresponding regulations. Avoid measures.
This article is divided into six parts:
The first part is introduction. The introduction mainly introduces the background and significance of this paper, and summarizes the literature on tourism public service both at home and abroad in recent years, at the same time clarifies the main research methods involved in the article and points out the whole idea.
The second part: the introduction of concept and theory. This part mainly explains the related concepts of tourism public service and investment model, and introduces related theories, such as the theory of public products, the theory of investment system, the theory of risk control, and so on, which provides the basis for the application of the following theory.
The third part: the analysis of the current situation of the public service in China and the main problems faced by the investment system of tourism public service in China by means of literature review.
The fourth part: investment model. Through the case analysis, it points out all kinds of investment models that can be used in the construction of tourism public service facilities in China, such as BOT model, TOT model, PPP model, PFI mode, ABS model and so on, and analyze the participants and application process of each model.
The fifth part: risk analysis. Taking the BOT model as an example, it points out the risk of applying the investment model in the construction of tourism public service facilities, and uses the improved fuzzy tomographic analysis to sort the risk factors to the influence degree of the construction of tourism public service facilities by using the BOT model, and makes a concrete analysis of the risk factors.
The sixth part: risk aversion. According to the fifth part, it puts forward the corresponding evasion measures for the risk of the construction of tourism public service facilities by using BOT mode.
The seventh part: conclusion, draw the final conclusion, and explain the innovation and shortage of the article, and put forward the future research direction.
