【摘要】：在整體經(jīng)濟(jì)狀況不好的情況下,本溪市旅游業(yè)依然保持逆勢(shì)增長(zhǎng),但是旅游業(yè)同時(shí)也存在很多不容忽視的問題,從前把發(fā)展重點(diǎn)放在需求側(cè),通過刺激需求的方式拉動(dòng)旅游經(jīng)濟(jì)增長(zhǎng),卻忽略了旅游業(yè)本身存在的問題。這些問題日積月累,逐漸凸顯,制約了旅游業(yè)的發(fā)展,改革刻不容緩。在進(jìn)行旅游業(yè)改革的過程中,既要借鑒國(guó)內(nèi)外的先進(jìn)經(jīng)驗(yàn),又要結(jié)合本地實(shí)際情況進(jìn)行創(chuàng)新。本溪市旅游業(yè)改革主要應(yīng)從三個(gè)方面著手:一是本溪市政府及相關(guān)組成部門應(yīng)積極采取措施推進(jìn)本溪市旅游業(yè)改革,各司其職,互相配合;二是指導(dǎo)旅游企業(yè)成立旅游行業(yè)協(xié)會(huì)及其分會(huì),促進(jìn)已經(jīng)成立的導(dǎo)游員協(xié)會(huì)及其商會(huì)與政府脫鉤,充分發(fā)揮協(xié)會(huì)和商會(huì)的作用;三是要根據(jù)本溪市的資源情況,制作專項(xiàng)旅游規(guī)劃,發(fā)展適合本市情況的專項(xiàng)旅游。
[Abstract]:Despite the poor overall economic situation, Benxi's tourism industry is still growing against the trend, but at the same time there are many problems that cannot be ignored. In the past, the focus of development was on the demand side. By stimulating demand to stimulate tourism economic growth, but ignore the problems of tourism itself. These problems gradually highlight, restricting the development of tourism, reform is urgent. In the process of tourism reform, we should not only learn from the advanced experience at home and abroad, but also innovate with local conditions. The tourism reform of Benxi should be carried out from three aspects: first, the government of Benxi and its related departments should take active measures to promote the reform of tourism in Benxi, each performing its duties and cooperating with each other; The second is to guide tourism enterprises to set up tourism industry associations and their branches, to promote the decoupling of established tourist guides' associations and their chambers from the government, and to give full play to the role of associations and chambers of commerce; third, according to the resources of Benxi City, Make special tourism planning and develop special tourism suitable for the situation of this city.
