【摘要】：近年來，我國海島旅游得到了較快發(fā)展，伴隨而來的是海島生態(tài)環(huán)境遭受嚴(yán)重破壞，但能夠有效調(diào)節(jié)海島旅游開發(fā)與生態(tài)環(huán)境保護(hù)的政策體系尚未建立，由海島旅游開發(fā)給海島生態(tài)帶來的損失不能得到有效的補(bǔ)償，這就導(dǎo)致了海島生態(tài)問題愈發(fā)嚴(yán)重。黨的十八大報(bào)告和十八屆三中全會(huì)都提出“要建立體現(xiàn)生態(tài)價(jià)值和代際補(bǔ)償?shù)馁Y源有償使用制度和生態(tài)補(bǔ)償制度�！眻�(bào)告中還著重強(qiáng)調(diào)，海島生態(tài)系統(tǒng)脆弱，環(huán)境承載力低下，土地資源緊缺，淡水供應(yīng)緊張，海島的開發(fā)與建設(shè)必須把生態(tài)文明建設(shè)放在突出地位。因此，為進(jìn)一步促進(jìn)海島生態(tài)文明建設(shè)，，調(diào)整好海島旅游開發(fā)與海島生態(tài)保護(hù)之間的利益關(guān)系，要建立海島旅游開發(fā)生態(tài)補(bǔ)償機(jī)制，這是促進(jìn)海島生態(tài)平衡，推動(dòng)旅游發(fā)展的有效途徑。 本文以當(dāng)前海島旅游開發(fā)給海島生態(tài)環(huán)境帶來的損失為研究背景，通過分析海島旅游開發(fā)造成的海島生態(tài)損失情況，引出當(dāng)前我國海島旅游開發(fā)生態(tài)補(bǔ)償?shù)谋匾院推惹行裕L試建立了海島旅游開發(fā)生態(tài)補(bǔ)償機(jī)制體系，最后提出了完善這一機(jī)制體系的相關(guān)建議。 文章通過對(duì)國內(nèi)外相關(guān)研究的整理分析，深入了解到生態(tài)補(bǔ)償這一理論，論述了外部性理論、公共物品理論、海島生態(tài)系統(tǒng)服務(wù)功能理論、可持續(xù)發(fā)展理論在海島旅游開發(fā)生態(tài)補(bǔ)償中的運(yùn)用，這些理論是建立海島旅游開發(fā)生態(tài)補(bǔ)償?shù)睦碚撝危�是政策出發(fā)點(diǎn)、經(jīng)濟(jì)基礎(chǔ)、并蘊(yùn)含了海島旅游開發(fā)生態(tài)補(bǔ)償機(jī)制建立的終極目標(biāo)。第一部分中還對(duì)相關(guān)概念進(jìn)行了明確，這為下文的分析奠定了基礎(chǔ)。 在理論研究的基礎(chǔ)上，文章深入分析了為什么要建立海島旅游開發(fā)生態(tài)補(bǔ)償機(jī)制。首先分析了由海島旅游開發(fā)帶來的海島生態(tài)損失問題，界定了哪些屬于海島旅游開發(fā)生態(tài)補(bǔ)償?shù)姆秶�；其次，指出了�?dāng)前我國海島生態(tài)補(bǔ)償法律制度存在的缺陷，這也為如何完善海島旅游開發(fā)生態(tài)補(bǔ)償機(jī)制指明了方向。 通過對(duì)海島旅游開發(fā)生態(tài)損失的現(xiàn)狀研究，闡述了如何建立海島旅游開發(fā)生態(tài)補(bǔ)償機(jī)制。第四章中，本文介紹了計(jì)算海島生態(tài)損失的模型及方法，這是制定補(bǔ)償標(biāo)準(zhǔn)的前提，第五章中根據(jù)前文介紹，從補(bǔ)償?shù)哪繕?biāo)定位、原則、補(bǔ)償框架、績(jī)效評(píng)價(jià)、運(yùn)行實(shí)施等方面嘗試建立了海島旅游開發(fā)生態(tài)補(bǔ)償體系。第六章中對(duì)補(bǔ)償體系的運(yùn)行實(shí)施提供了完善建議，來保障這一體系的順利實(shí)施。 文章最后對(duì)所做工作做了總結(jié)，并指出文章的不足之處，文章在理論上有待創(chuàng)新，在實(shí)踐中需要加強(qiáng)研究。
[Abstract]:In recent years, the island tourism in our country has been developed rapidly, with the serious damage to the island ecological environment, but the policy system which can effectively regulate the island tourism development and ecological environment protection has not been established. The loss caused by island tourism development can not be compensated effectively, which leads to more and more serious island ecological problems. The report of the 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee both proposed that "the system of compensated use of resources and the system of ecological compensation should be established that embodies ecological value and intergenerational compensation." The report also emphasizes that the island ecosystem is fragile, the environmental carrying capacity is low, the land resources are scarce, the fresh water supply is tight, and the development and construction of the island must put the ecological civilization construction in the prominent position. Therefore, in order to further promote the construction of island ecological civilization and adjust the benefit relationship between island tourism development and island ecological protection, it is necessary to establish the ecological compensation mechanism of island tourism development, which is to promote the island ecological balance. The effective way to promote the development of tourism. Based on the research background of the loss of the island ecological environment caused by the current island tourism development, this paper analyzes the island ecological loss caused by the island tourism development, and leads to the necessity and urgency of the ecological compensation for the island tourism development in our country at present. The ecological compensation system of island tourism development is set up, and some suggestions are put forward to perfect the system. Through the analysis of domestic and foreign related research, this paper deeply understands the theory of ecological compensation, discusses the theory of externality, the theory of public goods, the theory of island ecosystem service function. The application of sustainable development theory in the ecological compensation of island tourism development, these theories are the theoretical support for the establishment of ecological compensation for island tourism development, or the starting point of policy, the economic basis, It also contains the ultimate goal of establishing ecological compensation mechanism for island tourism development. In the first part, the related concepts are defined, which lays the foundation for the analysis below. On the basis of theoretical research, the paper deeply analyzes why the ecological compensation mechanism for island tourism development should be established. Firstly, the paper analyzes the problem of island ecological loss caused by island tourism development, defines which is the scope of island tourism development ecological compensation, and then points out the defects of the current legal system of island ecological compensation in China. This also pointed out the direction of how to perfect the ecological compensation mechanism of island tourism development. Based on the study of the current situation of the ecological loss of island tourism development, this paper expounds how to establish the ecological compensation mechanism of island tourism development. In the fourth chapter, this paper introduces the model and method of calculating the island ecological loss, which is the premise of establishing the compensation standard. In the fifth chapter, according to the previous introduction, the goal orientation, principle, compensation frame, performance evaluation of compensation are introduced. This paper tries to establish the ecological compensation system of island tourism development in the aspects of operation and implementation. The sixth chapter provides the perfect suggestions for the implementation of the compensation system to ensure the smooth implementation of the system. Finally, the paper summarizes the work done, and points out the shortcomings of the article. The article needs to be innovated in theory, and the research should be strengthened in practice.
