【摘要】：上世紀(jì)80年代,全球范圍內(nèi)出現(xiàn)各種異常氣候及重大環(huán)境污染事件,世界性的生存環(huán)境危機(jī)日益嚴(yán)峻,人們逐漸認(rèn)識(shí)到無(wú)休止的掠奪式的發(fā)展模式的錯(cuò)誤性,開始對(duì)自身的發(fā)展模式進(jìn)行反思。在此背景下,聯(lián)合國(guó)世紀(jì)環(huán)境與發(fā)展委員會(huì)于1987年在《我們共同的未來(lái)》的報(bào)告中首先創(chuàng)造性的提出了可持續(xù)發(fā)展的理論,其基本定義是:“可持續(xù)發(fā)展是既滿足當(dāng)代人的需要,又不對(duì)后代人滿足其自身需求的能力構(gòu)成危害的發(fā)展”�？沙掷m(xù)發(fā)展這一先進(jìn)性的理論一問(wèn)世,便快速獲得了世界各國(guó)及有識(shí)之士的共鳴和響應(yīng)。到目前為止,可持續(xù)發(fā)展的理論已經(jīng)是世界各國(guó)及地區(qū)間發(fā)展社會(huì)、經(jīng)濟(jì)、文化的大的戰(zhàn)略指導(dǎo)方針及目標(biāo)。當(dāng)前,旅游業(yè)的規(guī)模及經(jīng)濟(jì)效益在經(jīng)濟(jì)社會(huì)中的比重越來(lái)越大,旅游業(yè)的發(fā)展也應(yīng)當(dāng)遵循可持續(xù)發(fā)展的要求,實(shí)現(xiàn)對(duì)資源的持續(xù)、有序利用。旅游業(yè)的可持續(xù)發(fā)展理論是建立在可持續(xù)發(fā)展理論和旅游產(chǎn)業(yè)在發(fā)展歷程中出現(xiàn)的環(huán)境污染、原生態(tài)生活方式破壞等突出問(wèn)題之上。其重視旅游業(yè)的持續(xù)、平穩(wěn)發(fā)展,平衡旅游者與當(dāng)?shù)卦∶裰g的各項(xiàng)關(guān)系,保證子孫后代同樣享用自來(lái)資源帶來(lái)的發(fā)展機(jī)遇,以達(dá)到旅游業(yè)在社會(huì)經(jīng)濟(jì)、生態(tài)環(huán)境、人文和諧三方面利益的協(xié)調(diào)。青州旅游資源豐富多彩、歷史文化悠久,具有獨(dú)特的觀賞性和感染力,具備發(fā)展旅游業(yè)的優(yōu)勢(shì)條件。但是,隨著近年來(lái)對(duì)青州旅游業(yè)高投入及高開發(fā),出現(xiàn)了一系列的問(wèn)題急需要解決。本文以可持續(xù)發(fā)展理論為基礎(chǔ),通過(guò)對(duì)青州市旅游業(yè)發(fā)展現(xiàn)狀的調(diào)查研究,探討青州市旅游業(yè)當(dāng)前存在的問(wèn)題,提出可持續(xù)發(fā)展是實(shí)現(xiàn)青州旅游業(yè)健康發(fā)展的唯一道路,并對(duì)青州市旅游業(yè)發(fā)展中存在的問(wèn)題提出了一些對(duì)策。本文通過(guò)廣泛搜集資料、調(diào)查走訪,利用所學(xué)到各學(xué)科知識(shí)及研究方法,處理分析問(wèn)題,闡述了青州市旅游業(yè)實(shí)現(xiàn)可持續(xù)發(fā)展所具有的優(yōu)勢(shì)條件,并分析解決青州市旅游業(yè)可持續(xù)發(fā)展中存在的問(wèn)題,對(duì)實(shí)現(xiàn)青州市旅游業(yè)可持續(xù)發(fā)展提出了建議。本文的創(chuàng)新主要有以下幾點(diǎn):(1)將可持續(xù)發(fā)展理論用于青州市旅游業(yè)的發(fā)展。(2)通過(guò)橫向分析比較,提出青州市旅游業(yè)發(fā)展的對(duì)策建議。
[Abstract]:In the 1980s, there appeared a variety of abnormal climate and major environmental pollution events around the world, and the world survival environment crisis was becoming increasingly severe. People gradually realized the error of the endless predatory development model. Began to reflect on its own development model. In this context, the United Nations Commission on Environment and Development for the Century first creatively proposed the theory of sustainable development in its 1987 report "our Common Future". Its basic definition is: "Sustainable development is a development that meets the needs of the present generation and does not endanger the ability of future generations to meet their own needs". The theory of sustainable development, as soon as it comes out, has gained the resonance and response of all countries and people of insight in the world. Up to now, the theory of sustainable development has been the strategic guideline and goal of developing society, economy and culture among countries and regions in the world. At present, the scale and economic benefit of tourism are increasing in the economic society. The development of tourism should follow the requirements of sustainable development and realize the sustainable and orderly utilization of resources. The theory of sustainable development of tourism is based on the theory of sustainable development and the prominent problems such as environmental pollution and the destruction of the original ecological way of life in the course of development of tourism industry. It attaches importance to the sustained and steady development of tourism, balances the relationships between tourists and indigenous peoples, and ensures that future generations will equally enjoy the development opportunities brought about by their own resources, in order to achieve tourism in the socio-economic and ecological environment, Coordination of interests in three aspects of Humanistic Harmony. Qingzhou has rich and colorful tourism resources, has a long history and culture, has a unique appreciation and appeal, and has the advantages of developing tourism. However, with the high investment and development of Qingzhou tourism in recent years, there are a series of problems that need to be solved urgently. Based on the theory of sustainable development, through the investigation and research on the present situation of tourism development in Qingzhou, this paper discusses the existing problems of tourism in Qingzhou, and points out that sustainable development is the only way to realize the healthy development of tourism in Qingzhou. And put forward some countermeasures to the problems existing in the tourism development of Qingzhou City. Through extensive collection of data, investigation and interview, using the knowledge and research methods of various disciplines, this paper deals with the analysis of the problems, and expounds the advantages of the sustainable development of tourism in Qingzhou. The problems existing in the sustainable development of tourism in Qingzhou are analyzed and some suggestions are put forward to realize the sustainable development of tourism in Qingzhou. The innovation of this paper is as follows: 1) applying the theory of sustainable development to the development of tourism industry in Qingzhou City. (2) through the horizontal analysis and comparison, the countermeasures and suggestions for the development of tourism industry in Qingzhou City are put forward.
