【摘要】：運(yùn)用新制度經(jīng)濟(jì)學(xué)研究方法,指出古城在本質(zhì)上屬于一種特殊的土地資源,其歷史文化價(jià)值的整體性、公共性、外部性等特征使其成為一個(gè)歷史文化價(jià)值"公共區(qū)域",而古城保護(hù)則類似于建設(shè)一個(gè)極為特殊的"古城歷史文化公園",必須以特定的土地商業(yè)模式為基礎(chǔ)。古城門票實(shí)際上代表了一種古城土地商業(yè)模式,對(duì)中國(guó)現(xiàn)有古城土地商業(yè)模式的比較制度分析表明,門票模式在中國(guó)古城保護(hù)歷史中扮演了重要的角色,其主導(dǎo)地位來(lái)源于其對(duì)中國(guó)特殊制度環(huán)境所具有的最佳適應(yīng)性。應(yīng)辯證和歷史地分析古城門票在中國(guó)古城保護(hù)中的作用,在高層政府缺位的情況下,對(duì)鳳凰等小型古城而言門票模式雖不高級(jí)但卻較為適宜,必須構(gòu)建各方平等的社會(huì)溝通機(jī)制以防止古城門票的扭曲和變形。
[Abstract]:Using the research method of new institutional economics, this paper points out that the ancient city belongs to a special kind of land resource in essence, and its historical and cultural value is holistic and public.Externality and other characteristics make it a "public area" with historical and cultural values, while the protection of ancient cities is similar to the construction of a very special "ancient city historical and cultural park", which must be based on a specific land business model.Tickets for ancient cities actually represent an ancient city land business model. The comparative analysis of the existing land commercial models in China shows that the ticket model plays an important role in the history of the protection of ancient cities in China.Its dominant position comes from its best adaptability to China's special institutional environment.It is necessary to dialectically and historically analyze the role of ancient city tickets in the protection of ancient cities in China. In the absence of a high-level government, the ticket model for small ancient cities such as Phoenix is not advanced but more appropriate.It is necessary to construct equal social communication mechanism to prevent the distortion and distortion of ancient city tickets.
