【摘要】：一個城市如何確定旅游業(yè)的產(chǎn)業(yè)地位和發(fā)展戰(zhàn)略，不僅要考慮其現(xiàn)有的競爭力，更要考慮旅游發(fā)展的潛力。而隨著經(jīng)濟(jì)和社會的發(fā)展，旅游業(yè)日益顯示出其在國民經(jīng)濟(jì)和社會文化發(fā)展中的重要地位，已經(jīng)上升為國家戰(zhàn)略性支柱產(chǎn)業(yè)。越來越多的地區(qū)將旅游作為新的經(jīng)濟(jì)增長點(diǎn)，資源衰退型城市也隨之開始大力開發(fā)旅游資源，將旅游業(yè)作為實(shí)現(xiàn)城市轉(zhuǎn)型發(fā)展的重要路徑。因此，本文以旅游發(fā)展?jié)摿榍腥朦c(diǎn)，將資源型城市轉(zhuǎn)型與旅游發(fā)展兩個視角相結(jié)合，采用定量方法分析資源衰退型城市旅游發(fā)展現(xiàn)狀和旅游發(fā)展?jié)摿Γ⑻岢鲠槍π詫Σ�，以判斷資源衰退型城市旅游后續(xù)發(fā)展能力和空間的大小，為該類城市確定旅游產(chǎn)業(yè)地位和提升旅游發(fā)展?jié)摿μ峁﹨⒖肌?首先，對本文的選題背景與研究意義進(jìn)行了說明，梳理了國內(nèi)外學(xué)者對資源型城市、旅游潛力等相關(guān)問題的研究文獻(xiàn)，闡述了本文的主要研究內(nèi)容與方法，并對相關(guān)概念與理論進(jìn)行了概述，為后文研究提供理論基礎(chǔ)和方法支持。其次，根據(jù)旅游發(fā)展?jié)摿Φ挠绊懸蛩�，從旅游供給、旅游需求、經(jīng)濟(jì)社會支持、生態(tài)環(huán)境保障四個方面分析了資源衰退型城市旅游發(fā)展現(xiàn)狀。再次，構(gòu)建資源衰退型城市旅游發(fā)展?jié)摿υu價指標(biāo)體系，采用熵權(quán)法確定四個潛力子系統(tǒng)32項(xiàng)指標(biāo)的客觀權(quán)重，運(yùn)用TOPSIS方法對旅游發(fā)展?jié)摿M(jìn)行測評以得出各維度的潛力值和排序，，再對綜合測評結(jié)果進(jìn)行聚類分析并依此將23個資源衰退型城市劃分為三類，即旅游發(fā)展?jié)摿?qiáng)區(qū)、旅游發(fā)展?jié)摿σ话銋^(qū)、旅游發(fā)展?jié)摿θ鯀^(qū)。最后，根據(jù)資源衰退型城市旅游發(fā)展現(xiàn)狀和旅游發(fā)展?jié)摿Φ臏y評結(jié)果，針對性地提出了各類城市的旅游發(fā)展?jié)摿μ嵘呗浴?br/>[Abstract]:How to determine the industrial status and development strategy of tourism industry in a city should not only consider its existing competitiveness, but also the potential of tourism development.With the development of economy and society, the tourism industry has become a national strategic pillar industry, showing its important position in the development of national economy and social culture.More and more regions regard tourism as a new economic growth point, and resource recession cities also begin to vigorously develop tourism resources and take tourism as an important way to realize urban transformation and development.Therefore, based on the potential of tourism development, this paper combines the transformation of resource-based cities with the development of tourism, analyzes the present situation and potential of tourism development in resource-declining cities by using quantitative methods, and puts forward targeted countermeasures.In order to judge the ability and space of tourism subsequent development in resource-declining cities, this paper provides a reference for the determination of tourism industry status and the promotion of tourism development potential in this kind of cities.First of all, it explains the background and significance of this topic, combs the literature of domestic and foreign scholars on resource-based cities, tourism potential and other related issues, and expounds the main research content and methods of this paper.The related concepts and theories are summarized in order to provide theoretical basis and method support for the later studies.Secondly, according to the influencing factors of tourism development potential, this paper analyzes the present situation of tourism development in resource-declining cities from four aspects: tourism supply, tourism demand, economic and social support, and ecological environment protection.Thirdly, the evaluation index system of urban tourism development potential is constructed, and the objective weight of 32 indexes of four potential subsystems is determined by entropy weight method.This paper uses TOPSIS method to evaluate tourism development potential in order to get the potential value and ranking of each dimension, and then carries on the cluster analysis to the comprehensive evaluation result and divides 23 resources declining cities into three categories, that is, the tourism development potential strong area.Tourism development potential general area, tourism development potential weak area.Finally, according to the present situation of tourism development and the evaluation results of tourism development potential in resource-declining cities, this paper puts forward the strategies of promoting tourism development potential of various cities.
