【摘要】：在鄉(xiāng)村旅游發(fā)展的大背景下,土地碎片化已經(jīng)成為制約鄉(xiāng)村旅游發(fā)展的重要問題。本文首先綜述了國內(nèi)外山區(qū)旅游用地和土地碎片化的相關(guān)研究;然后分析了我國特殊土地政策導(dǎo)致的我國山區(qū)農(nóng)村土地碎片的四個維度:產(chǎn)權(quán)碎片化、空間碎片化、管理碎片化和社會碎片化,探討了我國農(nóng)村土地碎片化對山區(qū)鄉(xiāng)村旅游用地獲取的制約,具體表現(xiàn)為復(fù)合型旅游用地難以獲取和大面積旅游用地締約成本高兩個方面;最后分析了實施山區(qū)鄉(xiāng)村旅游用地碎片化流轉(zhuǎn)整合的政策保障和措施保障,以整合山區(qū)旅游用地并規(guī)范鄉(xiāng)村旅游發(fā)展的土地使用。
[Abstract]:Under the background of the development of rural tourism, the fragmentation of land has become an important problem restricting the development of rural tourism.This paper first summarizes the related studies on the tourism land and land fragmentation at home and abroad, and then analyzes the four dimensions of the rural land fragmentation in mountainous areas caused by China's special land policy: property rights fragmentation, spatial fragmentation, and so on.Management fragmentation and social fragmentation, this paper discusses the restriction of rural land fragmentation on the acquisition of rural tourism land in mountainous areas, which is manifested in two aspects: complex tourism land is difficult to obtain and large area tourism land contracting cost is high.Finally, the paper analyzes the policy guarantee and measure guarantee of implementing the fragmented circulation and integration of rural tourism land in mountain areas, in order to integrate the mountain tourism land and standardize the land use of rural tourism development.
