【摘要】：現(xiàn)代城市化的社會(huì)生活，讓親近自然、愉悅身心的生活方式倍受青睞，戶外運(yùn)動(dòng)休閑產(chǎn)業(yè)成為國(guó)民經(jīng)濟(jì)中最具活力的新增長(zhǎng)點(diǎn)。尤其中國(guó)戶外產(chǎn)業(yè)產(chǎn)值超過(guò)12億元，在全球則已超過(guò)100億元。戶外運(yùn)動(dòng)的組織管理直接決定著戶外運(yùn)動(dòng)的普及和健康發(fā)展?fàn)顩r，但到目前為止，戶外運(yùn)動(dòng)的整個(gè)行業(yè)法規(guī)的建設(shè)還處于摸索階段，戶外運(yùn)動(dòng)的管理在我國(guó)還是一個(gè)新的領(lǐng)域，市場(chǎng)條件下發(fā)展起來(lái)的戶外運(yùn)動(dòng)存在體制和安全等諸多問(wèn)題。 本文研究的主要目的在于：通過(guò)對(duì)山東沿海城市地理環(huán)境、經(jīng)濟(jì)發(fā)展、人文環(huán)境等問(wèn)題上全面、系統(tǒng)的分析戶外運(yùn)動(dòng)的組織與管理，充分發(fā)揮沿海城市的優(yōu)勢(shì)，研究山東沿海城市戶外運(yùn)動(dòng)組織與管理，發(fā)現(xiàn)其中存在的不足，并給予建議，引起政府及相關(guān)部門對(duì)戶外運(yùn)動(dòng)的重視，并且通過(guò)本研究讓人民更加全面的認(rèn)識(shí)戶外運(yùn)動(dòng)，推動(dòng)戶外運(yùn)動(dòng)健康持續(xù)的發(fā)展，為戶外運(yùn)動(dòng)的組織管理研究提供理論依據(jù)。 本研究就山東沿海城市戶外運(yùn)動(dòng)的相關(guān)組織，，法規(guī)制度，個(gè)體自發(fā)、俱樂(lè)部、政府部門組織形式，組織間的互動(dòng)等情況進(jìn)行問(wèn)卷及訪談?wù){(diào)查分析，得出如下結(jié)論：（1）山東沿海城市戶外運(yùn)動(dòng)的發(fā)展，青島呈現(xiàn)出起步早、發(fā)展快的特點(diǎn)，山東的另外幾個(gè)沿海城市呈現(xiàn)出起步雖晚、但發(fā)展較迅速的特點(diǎn)。 （2）戶外運(yùn)動(dòng)的組織安全工作匱乏，缺少成熟的管理機(jī)制。參與者戶外運(yùn)動(dòng)安全意識(shí)還有待提高。 （3）個(gè)體自發(fā)組織、戶外運(yùn)動(dòng)俱樂(lè)部組織數(shù)量出現(xiàn)粗放式增長(zhǎng)，相應(yīng)的市場(chǎng)秩序，政府部門管理不嚴(yán)。 （4）目前山東沿海城市專門負(fù)責(zé)戶外運(yùn)動(dòng)管理的政府組織部門只有登山協(xié)會(huì)，戶外運(yùn)動(dòng)和其他體育運(yùn)動(dòng)項(xiàng)目混在一起，沒(méi)有明確的推動(dòng)普及戶外運(yùn)動(dòng)部門。 （5）相關(guān)戶外運(yùn)動(dòng)的法規(guī)制度單一，涉及的戶外運(yùn)動(dòng)項(xiàng)目中以登山和攀巖居多，山東沿海城市關(guān)于戶外運(yùn)動(dòng)的地方法規(guī)制度極少。 針對(duì)以上問(wèn)題，本研究給予如下建議： （1）山東沿海城市的戶外運(yùn)動(dòng)青島的發(fā)展相對(duì)較好，加強(qiáng)青島與周邊沿海城市戶外運(yùn)動(dòng)的相互交流，帶動(dòng)周邊城市戶外運(yùn)動(dòng)的發(fā)展。 （2）山東沿海城市成立單獨(dú)戶外運(yùn)動(dòng)管理部門，專門負(fù)責(zé)戶外運(yùn)動(dòng)的組織開(kāi)展，及戶外運(yùn)動(dòng)相關(guān)政策法規(guī)及安全的管理，以促進(jìn)山東沿海城市戶外運(yùn)動(dòng)參與者的安全意識(shí)及戶外運(yùn)動(dòng)運(yùn)作機(jī)制逐步成熟，使山東沿海城市戶外運(yùn)動(dòng)向集約式、規(guī)范化方向發(fā)展。 （3）完善戶外運(yùn)動(dòng)法規(guī)制度。戶外運(yùn)動(dòng)管理部門有待出臺(tái)專門針對(duì)戶外運(yùn)動(dòng)的法律制度，山東沿海城市可以結(jié)合自身戶外運(yùn)動(dòng)的發(fā)展特征制定相關(guān)的制度法規(guī)，使山東沿海城市戶外運(yùn)動(dòng)市場(chǎng)、環(huán)境機(jī)制更加完善。 （4）注重戶外運(yùn)動(dòng)專業(yè)人才的培養(yǎng)。對(duì)戶外運(yùn)動(dòng)專業(yè)的人才培養(yǎng)，可以依托學(xué)校教育，重視戶外運(yùn)動(dòng)人才機(jī)構(gòu)的建設(shè)，加強(qiáng)社會(huì)上戶外運(yùn)動(dòng)專業(yè)成員的培訓(xùn)機(jī)構(gòu)的管理。
[Abstract]:The modern urbanized social life makes the way of life close to nature and pleasant body and mind more popular. The outdoor sports and leisure industry has become the most dynamic new growth point in the national economy. In particular, the output value of China's outdoor industry exceeds 1.2 billion yuan. In the world, it has exceeded 10 billion yuan. The organization and management of outdoor sports directly determine the popularity and healthy development of outdoor sports, but so far, the construction of the whole industry laws and regulations of outdoor sports is still in the exploratory stage. The management of outdoor sports is still a new field in our country. There are many problems in the system and safety of outdoor sports developed under the market conditions. The main purpose of this study is to give full play to the advantages of coastal cities in Shandong province through comprehensive and systematic analysis of the organization and management of outdoor sports on the issues of geographical environment, economic development and humanistic environment of Shandong coastal cities. This paper studies the organization and management of outdoor sports in coastal cities of Shandong Province, finds out the shortcomings, and gives some suggestions, which causes the government and relevant departments to attach importance to outdoor sports, and through this study, the people can have a more comprehensive understanding of outdoor sports. To promote the healthy and sustainable development of outdoor sports, to provide theoretical basis for the organization and management of outdoor sports. This study conducted a questionnaire and interview analysis on the related organizations, laws and regulations, individual spontaneity, the form of organization of clubs, government departments, and the interaction between organizations in Shandong coastal cities. The conclusion is as follows: (1) with the development of outdoor sports in Shandong coastal cities, Qingdao has the characteristics of early start and rapid development, and several other coastal cities in Shandong have the characteristics of late start, but rapid development. 2) the organization safety work of outdoor sports is deficient and the management mechanism is not mature, and the participants' awareness of outdoor sports safety needs to be improved. 3) spontaneous organization of individual, extensive growth of outdoor sports club organization, corresponding market order and lax management of government department. 4) at present, Shandong coastal cities have only the mountaineering association, outdoor sports and other sports projects mixed with the government organization department in charge of outdoor sports management, without explicitly promoting the popularization of outdoor sports departments. The related outdoor sports regulations and systems are single, involving the most of outdoor sports in the mountaineering and rock climbing, Shandong coastal cities on outdoor sports local laws and regulations are very few. In view of the above problems, this study gives the following recommendations:. 1) the development of outdoor sports in Shandong coastal cities is relatively good, so the mutual communication between Qingdao and surrounding coastal cities should be strengthened to promote the development of outdoor sports in surrounding cities. Shandong coastal cities set up separate outdoor sports management departments, which are specially responsible for the organization and development of outdoor sports, as well as the policies, regulations and safety management related to outdoor sports, In order to promote the safety consciousness of the participants and the operating mechanism of outdoor sports in Shandong coastal cities, the outdoor sports in coastal cities of Shandong should be developed in an intensive and standardized way. Improve the outdoor sports regulation system. The outdoor sports management department needs to introduce a special legal system for outdoor sports. Shandong coastal cities can make relevant regulations and rules in light of their own outdoor sports development characteristics. Make Shandong coastal city outdoor sports market, environmental mechanism more perfect. 4) pay attention to the cultivation of professional talents of outdoor sports. To train talents of outdoor sports, we can rely on school education, attach importance to the construction of talents organizations of outdoor sports, and strengthen the management of training institutions for members of outdoor sports in the society.
