【摘要】：基于對瑪曲草原的實地調(diào)查,評價青藏地區(qū)草原旅游業(yè)的生態(tài)負(fù)效益,分析旅游收益對生態(tài)負(fù)效益的補(bǔ)償能力以及旅游生態(tài)負(fù)效益的補(bǔ)償現(xiàn)狀。研究表明:文化參與旅游模式的生態(tài)負(fù)效益補(bǔ)償能力最強(qiáng),其次是游覽觀光模式,再次是休閑度假模式;在旅游業(yè)實際運(yùn)營中,旅游生態(tài)負(fù)效益并未得到有效補(bǔ)償。建議通過以下途徑形成青藏地區(qū)草原旅游業(yè)生態(tài)負(fù)效益補(bǔ)償?shù)谋Ｕ蠙C(jī)制:選擇生態(tài)負(fù)效益小的旅游運(yùn)營模式以降低旅游生態(tài)負(fù)效益補(bǔ)償難度;建立旅游生態(tài)負(fù)效益補(bǔ)償督促制度;提高旅游經(jīng)營者的生態(tài)補(bǔ)償意愿;落實資源集體所有制并讓集體成員參與資源股分紅以擴(kuò)大旅游收益對減畜還草的促進(jìn)作用;政府加大二次分配力度以將部分旅游收益用于生態(tài)修復(fù);為旅游業(yè)受益增設(shè)減畜還草等生態(tài)建設(shè)附加條件。
[Abstract]:Based on the field investigation of Maqu grassland, the ecological negative benefits of grassland tourism in Qinghai-Tibet region were evaluated. This paper analyzes the compensation ability of tourism income to ecological negative benefit and the present situation of compensation of tourism ecological negative benefit. The research shows that the compensation ability of cultural participation tourism mode is the strongest, followed by tourism mode. Again, leisure vacation mode; in the actual operation of tourism, The negative benefit of tourism ecology has not been compensated effectively. It is suggested that the guarantee mechanism of ecological negative benefit compensation of grassland tourism in Qinghai-Xizang region should be formed through the following ways: choosing the tourism operation mode with small ecological negative benefit to reduce tourism ecology. The difficulty of negative benefit compensation; Establishing the system of negative benefit compensation for tourism ecology; improving the ecological compensation will of tourism operators; implementing the collective ownership of resources and allowing collective members to participate in the share dividend of resources in order to expand the role of tourism income in reducing livestock and grass; The government increased the secondary allocation to use part of the tourism proceeds for ecological restoration, and added additional conditions for ecological construction such as reducing livestock and returning grass to the benefits of tourism.
