【摘要】：隨著海島旅游的快速發(fā)展,海島旅游可持續(xù)發(fā)展研究越來越受到人們的關(guān)注和重視。目前國(guó)內(nèi)外關(guān)于無居民海島旅游可持續(xù)發(fā)展的研究還不是很多,尤其是針對(duì)特定區(qū)域的無居民海島研究。建立海南無居民海島旅游可持續(xù)發(fā)展評(píng)價(jià)指標(biāo)體系,對(duì)于規(guī)范區(qū)域內(nèi)無居民海島旅游資源開發(fā)與保護(hù),促進(jìn)資源可持續(xù)利用具有重要的指導(dǎo)意義。 在回顧和總結(jié)相關(guān)研究的基礎(chǔ)上,以“環(huán)境-資源-經(jīng)濟(jì)-社會(huì)-管理”五分量模型為框架,提出了海南無居民海島旅游可持續(xù)發(fā)展初始評(píng)價(jià)指標(biāo)體系。采用專家咨詢法對(duì)指標(biāo)進(jìn)行篩選,構(gòu)建了海南無居民海島旅游可持續(xù)發(fā)展評(píng)價(jià)指標(biāo)體系。該評(píng)價(jià)體系包括目標(biāo)層、系統(tǒng)層、狀態(tài)層和指標(biāo)層四個(gè)層次。其中系統(tǒng)層分為環(huán)境、資源、經(jīng)濟(jì)、社會(huì)和管理五個(gè)子系統(tǒng),各系統(tǒng)下分發(fā)展現(xiàn)狀和發(fā)展?jié)摿蓚�(gè)狀態(tài)描述層,整個(gè)指標(biāo)體系共含有指標(biāo)39個(gè)。邀請(qǐng)相關(guān)領(lǐng)域?qū)＜覍?duì)指標(biāo)重要性兩兩對(duì)比打分,運(yùn)用層次分析法(AHP)確定指標(biāo)權(quán)重。根據(jù)指標(biāo)權(quán)重,有針對(duì)性的提出海南無居民海島旅游開發(fā)和保護(hù)的對(duì)策建議。 根據(jù)國(guó)家或行業(yè)標(biāo)準(zhǔn),結(jié)合已有研究和專家意見,建立評(píng)價(jià)指標(biāo)量化標(biāo)準(zhǔn)和可持續(xù)發(fā)展程度評(píng)判標(biāo)準(zhǔn)。采用多目標(biāo)線性加權(quán)函數(shù)法計(jì)算可持續(xù)發(fā)展綜合評(píng)價(jià)指數(shù)。 最后采用構(gòu)建的海南無居民海島旅游可持續(xù)發(fā)展評(píng)價(jià)指標(biāo)體系,對(duì)分界洲島進(jìn)行實(shí)證研究,結(jié)果表明分界洲島旅游處于基本可持續(xù)發(fā)展階段,研究結(jié)果與實(shí)際基本相符,驗(yàn)證了指標(biāo)體系的可行性和有效性。同時(shí),提出了推進(jìn)分界洲島旅游發(fā)展向更高階段邁進(jìn)的建議。
[Abstract]:With the rapid development of island tourism, people pay more and more attention to the sustainable development of island tourism. Especially for the study of non-inhabitant island in specific area, the evaluation index system of tourism sustainable development of Hainan non-inhabitant island is established, which can standardize the exploitation and protection of tourism resources of non-inhabitant island in the area. It is of great significance to promote the sustainable utilization of resources. On the basis of reviewing and summarizing relevant studies, and taking the "environment-resources-economic-social-management" five-component model as the framework, This paper puts forward the initial evaluation index system of Hainan non-inhabitant island tourism sustainable development, adopts the expert consultation method to screen the index, and constructs the evaluation index system of Hainan non-inhabitant island tourism sustainable development. The evaluation system includes the target layer. The system layer is divided into five subsystems: environment, resources, economy, society and management. The whole index system contains 39 indicators. Experts from relevant fields are invited to compare and score the importance of the indicators. The index weight is determined by using the Analytic hierarchy process (AHP). The countermeasures and suggestions on tourism development and protection of Hainan non-inhabitant island are put forward. According to the national or industry standards, combined with existing research and expert opinions, the quantitative evaluation criteria and the evaluation criteria for the degree of sustainable development are established. The multi-objective linear weighted function method is used to calculate the comprehensive evaluation index of sustainable development. Finally, using the evaluation index system of Hainan non-inhabitant island tourism sustainable development, the paper makes an empirical study on the boundary island tourism. The results show that the tourism of the boundary island island is in the stage of basic sustainable development, and the research results are basically consistent with the actual situation. The feasibility and effectiveness of the index system are verified. At the same time, some suggestions are put forward to promote the tourism development of the borderline island to a higher stage.
