【摘要】：改革開放以來(lái)，隨著旅游產(chǎn)業(yè)迅速發(fā)展，，旅游產(chǎn)業(yè)的產(chǎn)業(yè)地位不斷上升，在快速發(fā)展和規(guī)模擴(kuò)張的同時(shí)，旅游產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與優(yōu)化逐漸引起學(xué)術(shù)界關(guān)注。作為重要旅游目的地載體，城市發(fā)展對(duì)旅游產(chǎn)業(yè)結(jié)構(gòu)水平的提高起到了關(guān)鍵作用；旅游產(chǎn)業(yè)結(jié)構(gòu)水平的提高反過(guò)來(lái)又會(huì)促進(jìn)城市發(fā)展水平的提高。 本文運(yùn)用旅游學(xué)、城市學(xué)、經(jīng)濟(jì)學(xué)及管理學(xué)等相關(guān)理論與方法，以山東省17城市為基本研究對(duì)象，嘗試構(gòu)建了旅游產(chǎn)業(yè)結(jié)構(gòu)水平和城市發(fā)展水平指標(biāo)體系，進(jìn)一步系統(tǒng)分析了二者耦合發(fā)展機(jī)制及主要影響因素，并提出相應(yīng)對(duì)策建議。本文的研究?jī)?nèi)容主要體現(xiàn)在以下幾個(gè)方面： （1）隨著山東省旅游產(chǎn)業(yè)規(guī)模擴(kuò)大，旅游資源依賴型強(qiáng)、各部門要素投入不合理、高需求彈性部門收入低、結(jié)構(gòu)效益低的產(chǎn)業(yè)結(jié)構(gòu)性問(wèn)題突出；城市化水平在一定程度上表征了城市的發(fā)展，但產(chǎn)業(yè)結(jié)構(gòu)不合理、社會(huì)發(fā)展畸形、生態(tài)環(huán)境質(zhì)量差阻礙了城市綜合發(fā)展水平的提高。基于以上現(xiàn)狀，從合理化、高度化及效益水平構(gòu)建旅游產(chǎn)業(yè)結(jié)構(gòu)水平指標(biāo)體系，從經(jīng)濟(jì)發(fā)展、社會(huì)建設(shè)、生態(tài)環(huán)境優(yōu)化構(gòu)建城市發(fā)展水平指標(biāo)體系，保證了研究結(jié)果的正確性與客觀性。 （2）根據(jù)構(gòu)建的指標(biāo)體系，以2001～2011為研究期，采用加權(quán)平均法，測(cè)算出17城市旅游產(chǎn)業(yè)結(jié)構(gòu)水平與城市發(fā)展水平綜合指數(shù)，并運(yùn)用SPSS軟件分析二者的線性相關(guān)性�；诰C合指數(shù)，運(yùn)用耦合度及耦合協(xié)調(diào)度模型，從時(shí)序與空間二維角度對(duì)二者的耦合協(xié)調(diào)度進(jìn)行系統(tǒng)分析；選擇灰色關(guān)聯(lián)度模型，測(cè)算二者耦合效應(yīng)的影響因素，即城市社會(huì)發(fā)展是影響旅游產(chǎn)業(yè)結(jié)構(gòu)水平的主要因素，而旅游產(chǎn)業(yè)結(jié)構(gòu)合理化是城市發(fā)展水平的最主要反饋因素。 （3）參照旅游產(chǎn)業(yè)結(jié)構(gòu)水平、城市發(fā)展水平綜合指數(shù)及耦合協(xié)調(diào)度數(shù)值，結(jié)合山東省各城市資源、交通區(qū)位、社會(huì)經(jīng)濟(jì)狀況、城市發(fā)展政策等實(shí)際狀況，本文將山東省17城市分為3種耦合模式：以旅游產(chǎn)業(yè)結(jié)構(gòu)水平為主動(dòng)力的耦合模式，以城市發(fā)展水平為主動(dòng)力的耦合模式，以二者聯(lián)合作用為主動(dòng)力的耦合模式。為加強(qiáng)二者耦合協(xié)調(diào)發(fā)展，從加強(qiáng)高度化對(duì)城市促進(jìn)、提高城市經(jīng)濟(jì)發(fā)展對(duì)旅游產(chǎn)業(yè)結(jié)構(gòu)水平影響、促進(jìn)二者耦合協(xié)調(diào)發(fā)展提出了相應(yīng)對(duì)策建議。
[Abstract]:Since the reform and opening up, with the rapid development of the tourism industry, the industrial status of the tourism industry has been rising, while the rapid development and expansion of the scale at the same time, As an important carrier of tourism destination, urban development plays a key role in improving the level of tourism industry structure. In turn, the level of tourism industry structure will improve the level of urban development. Based on the theories and methods of tourism, urbanology, economics and management, this paper tries to construct the index system of tourism industry structure level and city development level, taking 17 cities of Shandong Province as the basic research object. Further, the paper systematically analyzes the mechanism of coupling development and main influencing factors, and puts forward corresponding countermeasures and suggestions. The research contents of this paper are mainly reflected in the following aspects:. 1) with the expansion of tourism industry scale in Shandong Province, the industrial structural problems such as strong dependence on tourism resources, unreasonable input of various sector elements, low income of high demand elastic sector and low structural efficiency are prominent. The level of urbanization represents the development of the city to a certain extent, but the unreasonable industrial structure, the malformation of social development and the poor quality of the ecological environment hinder the improvement of the comprehensive development level of the city. In order to ensure the correctness and objectivity of the research results, the index system of tourism industry structure level is constructed in high level and benefit level, and the index system of urban development level is constructed from the aspects of economic development, social construction and ecological environment optimization. (2) according to the index system, taking 2001 ~ 2011 as the research period, using weighted average method, the comprehensive index of tourism industry structure level and urban development level in 17 cities is calculated, and the linear correlation between them is analyzed by using SPSS software. By using coupling degree and coupling coordination degree model, this paper systematically analyzes the coupling and coordination degree of the two systems from the angle of time series and two-dimensional space, selects the grey correlation degree model, and calculates the influencing factors of the coupling effect between them. That is, urban social development is the main factor affecting the level of tourism industry structure, and the rationalization of tourism industry structure is the main feedback factor of the level of urban development. (3) referring to the level of tourism industry structure, the comprehensive index of urban development level and the value of coupling coordination degree, combining the actual conditions of Shandong Province, such as urban resources, traffic location, social and economic conditions, urban development policies, etc. In this paper, 17 cities in Shandong Province are divided into three kinds of coupling models: one is the level of tourism industry structure as the main driving force, the other is the level of urban development as the main driving force. In order to strengthen the coupling and coordinated development of the two, to enhance the promotion of the city and the influence of the economic development of the city on the level of tourism industry structure, The corresponding countermeasures and suggestions are put forward to promote the development of coupling and coordination between the two.
