【摘要】：水利建設(shè)中新的資源利用及庫區(qū)移民未來的生存之路,一直是國家和當(dāng)?shù)卣媾R的亟待解決的實(shí)際問題。本文提出結(jié)合移民的現(xiàn)實(shí),挖掘自身潛力,經(jīng)過合理規(guī)劃,走旅游可持續(xù)發(fā)展之路的鄉(xiāng)村旅游不失為最佳選擇。庫區(qū)移民后產(chǎn)業(yè)如何發(fā)展，如何保證移民不再返貧是黨和政府十分關(guān)注的問題，，也是移民新村可持續(xù)發(fā)展的關(guān)鍵。本文以小浪底庫區(qū)為例探討庫區(qū)移民發(fā)展鄉(xiāng)村旅游的優(yōu)勢(shì)特色以及經(jīng)驗(yàn)?zāi)Ｊ健?鄉(xiāng)村旅游是我國近年來新興的旅游形式,各地根據(jù)自身的旅游資源開展的鄉(xiāng)村旅游的發(fā)展水平和規(guī)模都存在很大差異。從旅游業(yè)發(fā)展的內(nèi)容和趨勢(shì)來講,鄉(xiāng)村旅游是具有極大市場(chǎng)前景和發(fā)展?jié)摿Φ穆糜雾?xiàng)目,對(duì)促進(jìn)新農(nóng)村建設(shè)將起到積極的推進(jìn)作用。 由于庫區(qū)環(huán)境的獨(dú)特性，在庫區(qū)發(fā)展鄉(xiāng)村旅游與一般的鄉(xiāng)村旅游有有所不同。由于水庫的修建造成大面積的土地被淹沒，庫區(qū)的農(nóng)民大部分或者部分已經(jīng)失去了他們賴以生存的土地，原本的生產(chǎn)生活方式已經(jīng)被打破，所以跟傳統(tǒng)意義上的農(nóng)民有很大的不同，導(dǎo)致庫區(qū)農(nóng)民迫切需要進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整。 本文在對(duì)國內(nèi)外庫區(qū)旅游和鄉(xiāng)村旅游進(jìn)行研究的基礎(chǔ)之上，通過對(duì)我國庫區(qū)移民產(chǎn)業(yè)轉(zhuǎn)移問題進(jìn)行了分析，實(shí)地調(diào)研收集資料，探討鄉(xiāng)村旅游一種新的開發(fā)模式，它可以作為鄉(xiāng)村旅游的補(bǔ)充，也可以作為水利旅游發(fā)展的新模式，形成一種新的旅游模式。將這種新的旅游開發(fā)模式運(yùn)用到解決庫區(qū)移民的產(chǎn)業(yè)轉(zhuǎn)型問題。
[Abstract]:The utilization of new resources in the construction of water conservancy and the future survival of immigrants in the reservoir area have always been the practical problems to be solved urgently by the national and local governments. Rural tourism on the path of sustainable development of tourism is the best choice. How to develop the industry after emigration in the reservoir area and how to ensure that the immigrants do not return to poverty is a problem that the Party and the government pay close attention to. This paper takes Xiaolangdi reservoir area as an example to discuss the advantages and characteristics of rural tourism development in the reservoir area and the experience model. Rural tourism is a new form of tourism in China in recent years. The development level and scale of rural tourism are very different from each other according to their own tourism resources. Rural tourism is a tourism project with great market prospect and development potential, which will play a positive role in promoting the construction of new countryside. Because of the unique environment of the reservoir area, the development of rural tourism in the reservoir area is different from the general rural tourism. Because of the construction of the reservoir, a large area of land has been submerged. Most or some of the farmers in the reservoir area have lost the land on which they depend for survival, and the original production and life style has been broken, so it is very different from the traditional sense of the peasants. As a result, farmers in the reservoir area urgently need to adjust their industrial structure. Based on the research on the tourism in the reservoir area and the rural tourism at home and abroad, this paper analyzes the problem of the migration industry transfer in the reservoir area of our country, collects the data on the spot, and probes into a new development mode of the rural tourism. It can be used as a supplement to rural tourism, as well as a new model of water conservancy tourism development, which can be applied to solve the problem of industrial transformation of immigrants in the reservoir area.
