【摘要】：2015年6月,習(xí)總書記到貴州省調(diào)研時(shí)初次提出"精準(zhǔn)扶貧",著重指出要科學(xué)謀劃好"十三五"時(shí)期的扶貧開發(fā)工作,確保貧困人口到2020年如期脫貧,實(shí)現(xiàn)全面小康。旅游扶貧是扶貧開發(fā)的一種新的模式,它將解決貧困與發(fā)展旅游業(yè)這兩個(gè)受人們廣泛關(guān)注的問題有機(jī)地聯(lián)系起來。開展生態(tài)旅游扶貧既是建設(shè)生態(tài)型國(guó)家的需要,也是推動(dòng)經(jīng)濟(jì)發(fā)展的重要手段,尤其是在生態(tài)資源豐富的貧困地區(qū),這種造血式的扶貧方式具有重要的推廣價(jià)值。它使得貧困地區(qū)的人們能夠盡可能地通過自己的力量擺脫困境,因此具有其他扶貧方式不可替代的功能。泰順縣地處浙江省的南端,由于區(qū)位等先天條件制約,社會(huì)經(jīng)濟(jì)長(zhǎng)期處于省內(nèi)的落后水平,是浙江省著名的山區(qū)貧困縣。但獨(dú)特的地理位置和自然條件也造就了它獨(dú)具稟賦的自然生態(tài)和人文景觀。長(zhǎng)期以來,其是"國(guó)家生態(tài)示范區(qū)"和省級(jí)生態(tài)縣。從"精準(zhǔn)扶貧"的角度出發(fā),積極探索生態(tài)旅游與扶貧開發(fā)協(xié)調(diào)發(fā)展,不僅是深入貫徹落實(shí)黨的十八大精神的重要舉措,也是充分立足生態(tài)資源優(yōu)勢(shì)進(jìn)行旅游扶貧開發(fā)、推動(dòng)泰順生態(tài)旅游產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的重要手段。本文通過文獻(xiàn)法、訪談法,在閱讀相關(guān)文獻(xiàn)的基礎(chǔ)上,對(duì)泰順縣資源環(huán)境、扶貧工作狀況進(jìn)行了有效分析、梳理。研究發(fā)現(xiàn),泰順縣開展生態(tài)旅游扶貧有一定的基礎(chǔ)和條件,但目前還存在政府頂層設(shè)計(jì)不科學(xué)、社會(huì)組織或企業(yè)在落實(shí)扶貧優(yōu)惠政策方面力度不夠、貧困人口定位不清、生態(tài)旅游扶貧缺乏可持續(xù)性,等等。在借鑒國(guó)內(nèi)相關(guān)經(jīng)驗(yàn)的基礎(chǔ)上,研究認(rèn)為,做好泰順縣生態(tài)旅游扶貧工作,一是要以科學(xué)規(guī)劃為引領(lǐng)構(gòu)建生態(tài)旅游扶貧長(zhǎng)效機(jī)制;二是理順社會(huì)組織或企業(yè)與貧困人口的受益關(guān)系;三是倡導(dǎo)貧困人口主要在旅游服務(wù)中獲益;四是形成共識(shí),保護(hù)生態(tài)環(huán)境這一泰順縣扶貧攻堅(jiān)的金飯碗。
[Abstract]:In June 2015, when General Secretary Xi visited Guizhou Province for the first time, he proposed "precision poverty alleviation." he emphatically pointed out that it is necessary to plan scientifically the work of poverty alleviation and development during the 13th Five-Year Plan period, so as to ensure that the poor population will get out of poverty as scheduled by 2020. Tourism poverty alleviation is a new model for poverty alleviation and development. It organically links poverty with the development of tourism, two issues of widespread concern. Poverty alleviation through ecotourism is not only the need to build an ecotype country, but also an important means to promote economic development. Especially in the poor areas with rich ecological resources, this kind of hematopoietic poverty alleviation is of great value in popularizing. It enables people in poor areas to extricate themselves from difficulties as far as possible through their own efforts. Therefore, it has irreplaceable functions in other ways of helping the poor. Taishun County is located at the southern end of Zhejiang Province. Due to the constraints of its location and other innate conditions, the social economy has been in the backward level of the province for a long time. It is a famous poor county in mountainous area of Zhejiang Province. But its unique geographical location and natural conditions have also created its unique natural ecology and human landscape. For a long time, It is a "national ecological demonstration area" and an ecological county at the provincial level. From the point of view of "precision poverty alleviation," we should actively explore the coordinated development of ecotourism and poverty alleviation development, which is not only an important measure to implement the Party's 18 spirit in depth. It is also an important means to promote the transformation and upgrading of Taishun ecotourism industry based on the advantages of ecological resources. The study found that there are certain foundations and conditions for poverty alleviation in eco-tourism in Taishun County, but at present there are still unscientific top-level designs by the government. Social organizations or enterprises are not doing enough to implement preferential policies for poverty alleviation, the poor population is not clearly positioned, the ecotourism poverty alleviation is not sustainable, and so on. On the basis of drawing lessons from relevant domestic experiences, the study holds that, To do a good job in helping the poor of ecotourism in Taishun County, it is necessary to set up a long-term mechanism of poverty alleviation by scientific planning, and to straighten out the beneficial relationship between social organizations or enterprises and the poor population. The third is to advocate the poor people to benefit from the tourism service, and the fourth is to form a consensus to protect the ecological environment, which is the golden rice bowl of Taishun County.
