文章摘要：文章在田野調(diào)查的基礎(chǔ)上，通過問卷形式對(duì)云南西雙版納傣族園和香格里拉雨崩社區(qū)兩種不同開發(fā)模式下社區(qū)參與旅游發(fā)展中的經(jīng)濟(jì)、政治、心理、社會(huì)、制度和信息權(quán)能情況進(jìn)行了研究。結(jié)果發(fā)現(xiàn)：（1）不同開發(fā)模式的介入導(dǎo)致了權(quán)能建設(shè)的先后次序，也是居民認(rèn)可總體呈現(xiàn)“高認(rèn)可高趨向”、“中認(rèn)可高反差”和“低認(rèn)可低趨向”三個(gè)層次的直接原因；（2）社區(qū)旅游權(quán)能的實(shí)際效果存在結(jié)構(gòu)性差異，旅游經(jīng)濟(jì)權(quán)能促進(jìn)其他權(quán)能建設(shè)的推動(dòng)力度有待增強(qiáng)；（3）社區(qū)旅游開發(fā)與社區(qū)整體發(fā)展是一個(gè)協(xié)同系統(tǒng)，權(quán)能建設(shè)的最終實(shí)現(xiàn)有待模式的適度調(diào)適�；诖�，文章認(rèn)為尋找合理的開發(fā)方式是促進(jìn)旅游權(quán)能與社區(qū)整體權(quán)能建設(shè)的有效途徑，并在體制機(jī)制、集約化開發(fā)、利益分配、建設(shè)能力等方面提出建議。把權(quán)能建設(shè)通過社會(huì)合力引入社區(qū)旅游可持續(xù)發(fā)展分析之中，，將為探索在社區(qū)參與中如何實(shí)現(xiàn)有效的社會(huì)重構(gòu)提供一個(gè)全新的理論視角和突破口，對(duì)推動(dòng)旅游社區(qū)轉(zhuǎn)型升級(jí)和新農(nóng)村建設(shè)具有借鑒作用。

Abstr：Based on the field survey and questionnaire, the paper studies about community participation in tourism development under two different development patterns including economic, political, psychological, social and institutional power and functions in Daizu Garden of Xishuangbanna and Yubeng Community of Shangri-la, Yunnan Province. The results indicate： 1. The involvement of different development patterns leads to the sequence of power and function construction, which becomes the direct reason of residents＇ overall three layers of identities; namely, ＂ high identity and high tendency＂, ＂medium identity and high disparity＂ and ＂low identity and low tendency＂. 2. There exists structural differences about actual effect of community tourism power and functions. The driving force of tourism economic power and functions that promotes other power and function construction is yet to be strengthened. 3. Community tourism development and overall community development should be a coordinative system. The ultimate realization of power and function construction depends on the moderate adjustment of patterns, Based on this, the paper holds the view that seeking rational development way is an effective channel to promote the construction of tourism and overall community power and functions and tries to offer suggestions in terms of institutional mechanism, intensive development, benefit distribution and capacity for building. Introducing power and function construction into community sustainable development of tourism by social joint efforts will provide a brand new perspective and breakthrough to explore how to realize the effective social reconstruction in the midst of community participation, which will be referential for the promotion
