【摘要】：旅游產(chǎn)業(yè)是具有經(jīng)濟(jì)高回報(bào)率、環(huán)保無(wú)煙的“綠色產(chǎn)業(yè)”,是關(guān)聯(lián)性大、帶動(dòng)性強(qiáng)的“朝陽(yáng)產(chǎn)業(yè)”,也是實(shí)現(xiàn)京津冀產(chǎn)業(yè)協(xié)同發(fā)展的著重發(fā)力點(diǎn)。京津冀地區(qū)擁有豐富的旅游資源,但三地旅游產(chǎn)業(yè)未能充分發(fā)展,未能達(dá)到1+12的產(chǎn)業(yè)協(xié)同發(fā)展的效果,這變相地造成了京津冀地區(qū)旅游資源的浪費(fèi)。本文從京津冀區(qū)域內(nèi)的游客接待量、旅游產(chǎn)業(yè)收入、旅游產(chǎn)業(yè)對(duì)第三產(chǎn)業(yè)的貢獻(xiàn)率、游客人均消費(fèi)額、公路與鐵路密度、旅游產(chǎn)業(yè)收入均衡指數(shù)和旅游產(chǎn)業(yè)收入增長(zhǎng)不協(xié)同指數(shù)等方面分析了京津冀旅游產(chǎn)業(yè)協(xié)同發(fā)展的現(xiàn)狀,探尋了京津冀旅游產(chǎn)業(yè)發(fā)展中存在的問(wèn)題及原因。此外,日本首都圈旅游協(xié)同在協(xié)同政策、協(xié)同法規(guī)、交通系統(tǒng)以及旅游協(xié)會(huì)組織等方面的成功經(jīng)驗(yàn)對(duì)我國(guó)京津冀旅游產(chǎn)業(yè)協(xié)同發(fā)展具有重大的借鑒意義。京津冀旅游產(chǎn)業(yè)協(xié)同發(fā)展難點(diǎn)有三:其一,京津冀三地行政藩籬牢固,而且由來(lái)已久;其二,域內(nèi)旅游企業(yè)特色不突出,產(chǎn)品創(chuàng)新少;其三,旅游市場(chǎng)發(fā)育不完全。本文將演化經(jīng)濟(jì)學(xué)理論運(yùn)用到京津冀旅游產(chǎn)業(yè)協(xié)同發(fā)展的分析中,通過(guò)借鑒日本首都圈旅游產(chǎn)業(yè)發(fā)展的成功經(jīng)驗(yàn),再結(jié)合京津冀的實(shí)際情況,提出了促進(jìn)京津冀旅游產(chǎn)業(yè)協(xié)同發(fā)展的建議和對(duì)策,比如,加強(qiáng)頂層設(shè)計(jì)破除機(jī)制障礙、保持旅游企業(yè)自身特色并積極創(chuàng)新、加強(qiáng)旅游市場(chǎng)建設(shè)與切實(shí)落實(shí)帶薪休假制度等。
[Abstract]:Tourism industry has high economic returns, smokeless environmental "green industry", is associated with large, strong impetus "sunrise industry", but also realize the coordinated development of Beijing Tianjin Hebei industry focuses on the force point. The Beijing Tianjin Hebei region has rich tourism resources, but the three tourism industry is not fully development, failed to achieve the coordinated development of 1+12 industry, which caused the tourism resources in Beijing Tianjin Hebei area waste. This paper from the Beijing Tianjin Hebei region tourist accommodation, tourism income and contribution of tourism industry to the third industry rate, per capita consumption of tourists, highway and railway density, tourism industry and tourism industry revenue income equalization index growth is not the synergy index and other aspects of the status quo of cooperative development of the tourism industry in Beijing Tianjin Hebei, explores the problems and reasons of the tourism industry in the development of Beijing Tianjin Hebei. In addition, the Japanese capital circle Tourism Association In cooperative policy, cooperative regulations, successful experience in transportation system and Tourist Association and is of great significance for the coordinated development of Beijing Tianjin Hebei of China's tourism industry. The tourism industry in the Beijing Tianjin Hebei collaborative development has three difficulties: first, the Beijing Tianjin Hebei administrative barriers three solid and long-standing; second, the domain of tourism enterprises not prominent characteristics, product innovation; thirdly, the tourism market is not fully developed. The evolution of economics analysis theory to the tourism industry collaborative development of Beijing Tianjin Hebei, by drawing on the successful experience of the development of Japanese metropolitan tourism industry, combined with the actual situation of Beijing Tianjin Hebei, puts forward some countermeasures to promote the coordinated development of the tourism industry. Beijing Tianjin Hebei for example, strengthen top-level design to get rid of institutional obstacles, keep the tourism enterprise's characteristics and the positive innovation, strengthen the tourism market construction and practical implementation of paid leave System and so on.
