【摘要】：古村鎮(zhèn)憑借其“獨居世外”的鄉(xiāng)村氣息和自身濃郁的歷史、科學、文化價值而成為了當下人們出游的“熱點”。這些古村鎮(zhèn)都是數(shù)百甚至上千年來人類文明的見證和結(jié)晶,是研究人類發(fā)展的“活化石”,因此具有脆弱性和不可再生性。大量游客的到來,雖然活躍了當?shù)氐慕?jīng)濟,卻給當?shù)匚幕z產(chǎn)的保護帶來巨大壓力,甚至威脅到遺產(chǎn)的可持續(xù)發(fā)展。因此筆者嘗試構(gòu)建一個古村鎮(zhèn)遺產(chǎn)保護預警系統(tǒng),通過對遺產(chǎn)地相應指標的有效監(jiān)測,及時掌握當?shù)剡z產(chǎn)的生存現(xiàn)狀,并有的放矢地采取相應的預控措施,避免遺產(chǎn)的完整性和原真性遭受破壞,保證遺產(chǎn)的持續(xù)傳承,進而促進當?shù)芈糜蔚慕】蛋l(fā)展。 古村鎮(zhèn)遺產(chǎn)保護預警系統(tǒng)是基于“事前控制”的思想來構(gòu)建的,其與其他遺產(chǎn)保護措施的最大區(qū)別就在于它能根據(jù)遺產(chǎn)指標數(shù)據(jù)對遺產(chǎn)未來的發(fā)展現(xiàn)狀預先評估,并對可能存在的隱患實現(xiàn)早發(fā)現(xiàn),早控制。古村鎮(zhèn)遺產(chǎn)保護預警系統(tǒng)基本遵循了“發(fā)現(xiàn)警情——確定警源——明確警限——排除警情”這一警情處置過程來構(gòu)建的。其中預警系統(tǒng)構(gòu)建的核心是確定遺產(chǎn)評價指標,本文筆者通過文獻整理、分析、篩選以及實地調(diào)查共選取32個指標,其中基礎(chǔ)指標17個,參照指標15個,并根據(jù)指標屬性將其分為物質(zhì)遺產(chǎn)指標、非物質(zhì)遺產(chǎn)指標、社會指標、經(jīng)濟指標、參照指標等。之后筆者通過歷史數(shù)據(jù)分析法、系統(tǒng)分析法等來確定各評價指標的警情區(qū)間,作為遺產(chǎn)地警情判定的參照標準。最后通過AHP分析法確定各評價指標的權(quán)重和判定相應指標的警情,并計算遺產(chǎn)地所有指標綜合警情值,與已經(jīng)確定的警情區(qū)間對照分析最終明確遺產(chǎn)地當前警情,完成預警過程。整個遺產(chǎn)預警過程主要是建立在對評價指標的量化分析基礎(chǔ)上,因此具有較好的客觀說服性。通過構(gòu)建預警系統(tǒng)來實現(xiàn)對遺產(chǎn)的保護,不僅豐富了遺產(chǎn)地可持續(xù)發(fā)展理論,而且為遺產(chǎn)監(jiān)管和保護部門的相關(guān)工作提供了便利,使其能夠?qū)z產(chǎn)警情的處置做到有的放矢,從而增加遺產(chǎn)監(jiān)管的信度和警情處置的效度。 為了論證該預警系統(tǒng)的可行性,筆者以平安寨為例進行了實際應用研究,結(jié)合當?shù)貙嶋H情況,從中選取了19個較有代表性的指標進行了相關(guān)警情的分析,得出平安寨近三年來警情由輕警向中警發(fā)展,遺產(chǎn)生存現(xiàn)狀表現(xiàn)出惡化之勢。之后筆者對各警情產(chǎn)生的緣由進行了探討和分析,并對該地未來遺產(chǎn)保護提出了相應的意見和建議。
[Abstract]:The ancient villages and towns by virtue of its "living world" rustic and its rich historical, scientific, cultural value and become a "hot spot" of people's travel. These ancient villages are hundreds or even thousands of witnesses and the crystallization of human civilization for thousands of years, is the study of human development "living fossil", so it has vulnerability and non renewable. A large number of tourists coming, although active in the local economy, but the protection to the local cultural heritage has brought tremendous pressure, and even threaten the sustainable development of heritage. Therefore the author attempts to construct a heritage of ancient villages and towns protection warning system, through the effective monitoring of the relevant indicators of heritage sites, grasp the survival status of the local heritage, and take corresponding preventive measures, avoid the integrity and authenticity of heritage destruction, to ensure sustainable heritage, and promote local tourism health Development.
The system of ancient villages and towns heritage protection warning is constructed based on "pre control" thought, the biggest difference with other heritage protection measures is that it can according to a pre evaluation of the current situation of the development of future heritage heritage index data, and the possible risks to achieve early discovery, early control. The system of ancient villages and towns basic heritage protection warning follow the "discovery of police intelligence -- the determination of warning source -- clear alarm: excluding the alarm and the alarm disposal process to construct the core. Early warning system is built to determine the heritage evaluation index, this paper through literature collation, analysis, screening and investigation of 32 indicators were selected, including 17 basic indicators a reference index 15, and divided into material heritage index according to the index attribute, the intangible cultural heritage index, social indicators, economic indicators, reference indexes. The author through historical data According to the analysis method, system analysis method to determine the evaluation index of the alarm range, as the reference standard of heritage alarm judgment. Finally through the AHP analysis method to determine the weights of evaluation indexes and determine the corresponding index of police intelligence, and calculate the heritage of all indicators comprehensive warning value, and have determined the alarm interval control analysis finally clear heritage current alarm, complete early warning process. The entire estate early-warning process is mainly based on the analysis of the quantitative evaluation index on the basis of, so with the objective of persuasive good. Through the construction of early warning system to realize the protection of heritage, heritage not only enrich the theory of sustainable development, but also provides convenience for the work related to the supervision and protection of the heritage sector, so that it can be the legacy of the police intelligence disposal be targeted, thus increasing the reliability and disposal of police intelligence heritage supervision validity.
In order to demonstrate the feasibility of the early warning system, the author in Pingan village as an example, according to the local actual situation, selected from 19 representative indexes were analyzed by the relevant police intelligence, that Ping An village nearly three years from the light alarm to the police police development, living heritage the status quo showed a worsening trend. The reason after the author of each alarm generation are discussed and analyzed, and the future of heritage protection and put forward the corresponding opinions and suggestions.
