河南旅游市場監(jiān)管存在的問題及對策

【摘要】:河南省旅游資源豐富,旅游市場龐大,為了維護旅游市場主體的權(quán)益,保障旅游市場秩序的穩(wěn)定,對旅游市場實施監(jiān)管必不可少。在我省的旅游市場監(jiān)管中,存在著監(jiān)管法律體系不完善、旅游市場監(jiān)管理念滯后、旅游市場監(jiān)管體系不完善、旅游市場監(jiān)管權(quán)力運行偏失。究其原因,主要有傳統(tǒng)行政模式的影響以及旅游市場監(jiān)管主體自身的因素,傳統(tǒng)行政模式的影響包括傳統(tǒng)行政模式的制約和傳統(tǒng)行政思想的影響,旅游市場監(jiān)管主體的因素包括監(jiān)管主體力量薄弱、行業(yè)協(xié)會未充分發(fā)揮作用以及監(jiān)管信息不透明等,這些因素制約了我省旅游市場監(jiān)管的良性發(fā)展。我國海南省和廣西省北海市作為,在旅游市場監(jiān)管上采取了較為成功的做法,取得了很好的效果,這些經(jīng)驗對我省旅游市場監(jiān)管的改革具有很好的借鑒意義。我省可以根據(jù)具體的問題和原因,以二者的成功做法為參考,在旅游市場監(jiān)管上采取相應(yīng)的對策,對旅游市場進行治理,維護旅游市場的穩(wěn)定,,促進旅游市場的和諧。
[Abstract]:Henan Province is rich in tourism resources and has a huge tourism market. In order to maintain the rights and interests of the main body of the tourism market and ensure the stability of the tourism market order, it is necessary to supervise the tourism market. There are imperfect regulatory legal system, the concept of tourism market supervision lags behind, the tourism market supervision system is not perfect, the operation of the supervision power of tourism market is biased. There are mainly the influence of the traditional administrative mode and the factors of the main body of tourism market supervision. The influence of the traditional administrative model includes the restriction of the traditional administrative model and the influence of the traditional administrative thought. The main factors of the supervision of tourism market include the weak power of the regulatory body, the insufficient role of the industry associations and the opaque regulatory information, and so on. These factors have restricted the healthy development of tourism market supervision in our province. As a result, Hainan Province and Beihai City of Guangxi Province have adopted more successful measures in the supervision of tourism market and achieved good results. These experiences have good reference significance for the reform of tourism market supervision in our province. According to the specific problems and reasons, we can take the successful methods of both as reference and take corresponding countermeasures in the supervision of tourism market. To manage the tourism market, maintain the stability of the tourism market, and promote the harmony of the tourism market.
