【摘要】:旅游業(yè)是西雙版納州重要的支柱產(chǎn)業(yè),在經(jīng)歷了20世紀(jì)90年代快速發(fā)展歷程,進(jìn)入21世紀(jì)以后,由于經(jīng)濟(jì)發(fā)展相對滯后,旅游產(chǎn)業(yè)結(jié)構(gòu)也存在諸多問題,亟需進(jìn)行結(jié)構(gòu)優(yōu)化調(diào)整和產(chǎn)業(yè)轉(zhuǎn)型。 面對經(jīng)濟(jì)全球化進(jìn)程的日益加速和擴(kuò)展,國際國內(nèi)包括旅游產(chǎn)業(yè)在內(nèi)的產(chǎn)業(yè)轉(zhuǎn)型趨勢不可逆轉(zhuǎn)。西雙版納作為國內(nèi)旅游發(fā)展最早的地區(qū)之一,由資源稟賦帶來的旅游業(yè)率先發(fā)展曾實現(xiàn)了高速發(fā)展期,并塑造了在國內(nèi)外都具有較高知名度的西雙版納旅游品牌。但由于早期過分依賴資源優(yōu)勢,對文化的主導(dǎo)作用認(rèn)識不足,加上發(fā)展方式上的“全民辦旅游”,造成了產(chǎn)業(yè)機構(gòu)單一、同質(zhì)化、無序競爭等問題。其中,既有規(guī)劃指導(dǎo)缺失、形象特色不足、生態(tài)保護(hù)壓力較大等方面問題,還存在產(chǎn)業(yè)發(fā)展不協(xié)調(diào)、產(chǎn)業(yè)要素發(fā)展不平衡、企業(yè)主體散小弱等問題。此外,管理體制機制不順的影響和政策方面的制約,也導(dǎo)致了旅游產(chǎn)業(yè)品質(zhì)提升和轉(zhuǎn)型緩慢。面對旅游產(chǎn)業(yè)高速發(fā)展和日趨激烈的市場競爭,西雙版納旅游逐漸趨于被動、落后。所以,探求西雙版納旅游產(chǎn)業(yè)轉(zhuǎn)型發(fā)展,轉(zhuǎn)變發(fā)展方式,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),科學(xué)指導(dǎo)旅游產(chǎn)業(yè)發(fā)展,提升旅游產(chǎn)業(yè)發(fā)展質(zhì)量和水平,實現(xiàn)西雙版納旅游產(chǎn)業(yè)發(fā)展新突破,進(jìn)一步增強經(jīng)濟(jì)社會發(fā)展的動力和支撐,全面促進(jìn)西雙版納經(jīng)濟(jì)社會的全面和諧發(fā)展,具有十分重要的理論和現(xiàn)實意義。 研究通過對國內(nèi)外旅游轉(zhuǎn)型發(fā)展研究文獻(xiàn)的梳理分析,以及在產(chǎn)業(yè)轉(zhuǎn)型、供求關(guān)系、精明增長理論研究基礎(chǔ)上,對國內(nèi)杭州、桂林、海南三地典型地區(qū)旅游產(chǎn)業(yè)轉(zhuǎn)型發(fā)展成功案例進(jìn)行研究分析,綜合考量了西雙版納旅游產(chǎn)業(yè)發(fā)展的歷程、發(fā)展現(xiàn)狀、面臨問題和制約因素等發(fā)展情況,初步構(gòu)建起西雙版納旅游產(chǎn)業(yè)轉(zhuǎn)型發(fā)展理論體系。研究提出西雙版納旅游產(chǎn)業(yè)轉(zhuǎn)型發(fā)展政府主導(dǎo)推動、消費轉(zhuǎn)型拉動、產(chǎn)業(yè)政策推動,市場競爭引動的動力機制。構(gòu)建起產(chǎn)業(yè)、經(jīng)濟(jì)、社會、環(huán)境四大轉(zhuǎn)型發(fā)展目標(biāo)體系,確定了產(chǎn)業(yè)、市場、企業(yè)、產(chǎn)品、人才等五個方面的轉(zhuǎn)型內(nèi)容,提出創(chuàng)新管理方式、重組運行模式、創(chuàng)新旅游業(yè)態(tài)、優(yōu)化產(chǎn)品結(jié)構(gòu),創(chuàng)新營銷模式等五個方面的轉(zhuǎn)型發(fā)展措施,以期為西雙版納州旅游產(chǎn)業(yè)的轉(zhuǎn)型發(fā)展與產(chǎn)業(yè)提升提供借鑒和指導(dǎo)。
[Abstract]:Tourism is an important pillar industry in Xishuangbanna. After the rapid development in 1990s, since 21th century, there are many problems in tourism industry structure due to the lag of economic development. It is urgent to carry out structural optimization and industrial transformation. In the face of the increasing acceleration and expansion of economic globalization, the international and domestic industries, including the tourism industry, irreversible trend of transformation. Xishuangbanna as one of the earliest areas of domestic tourism development. The tourism industry, brought by resource endowment, has achieved a period of rapid development, and has shaped the Xishuangbanna tourism brand, which has a high reputation both at home and abroad. However, due to the early excessive reliance on resource advantages. The lack of understanding of the leading role of culture, coupled with the development of "all private tourism", has resulted in a single industrial organization, homogenization, disorderly competition and other problems. Among them, there are not enough planning guidance and insufficient image characteristics. There are many problems in ecological protection, such as the uncoordinated development of industry, the unbalanced development of industrial elements and the small and weak enterprises. In addition, the influence of the management system and the policy constraints are not good. In the face of the rapid development of tourism industry and increasingly fierce market competition Xishuangbanna tourism tends to be passive and backward. Explore the transformation and development of tourism industry in Xishuangbanna, change the mode of development, optimize the industrial structure, scientifically guide the development of tourism industry, improve the quality and level of tourism industry development, and achieve a new breakthrough in the development of tourism industry in Xishuangbanna. It is of great theoretical and practical significance to further strengthen the motive force and support of economic and social development and promote the overall harmonious development of Xishuangbanna economy and society. The research through the domestic and foreign tourism transformation development research literature combing and analysis, as well as in the industrial transformation, the supply and demand relations, the shrewd growth theory research foundation, to domestic Hangzhou, Guilin. This paper studies and analyzes the successful cases of tourism industry transformation and development in three typical areas of Hainan, and synthetically considers the development course, current situation, problems and restrictive factors of tourism industry in Xishuangbanna. Preliminary construction of Xishuangbanna tourism industry transformation and development theory system. The study proposed Xishuangbanna tourism industry transformation and development of government-led drive, consumption transformation pull, industrial policy promotion. The motive mechanism of market competition is to construct the target system of industry, economy, society and environment, and determine the transformation content of industry, market, enterprise, product and talent. Put forward the innovation management mode, reorganization operation mode, innovation tourism form, optimize the product structure, innovative marketing mode of five aspects of transformation and development measures. With a view to Xishuangbanna tourism industry transformation and development and industrial upgrading to provide reference and guidance.
