文章摘要：梳理了國(guó)內(nèi)外政府績(jī)效考核理論研究成果與實(shí)踐經(jīng)驗(yàn)，分析長(zhǎng)江流域目前地方政府績(jī)效考核現(xiàn)狀特征與問題�；谥黧w功能導(dǎo)向，，結(jié)合政府職能分類，按照系統(tǒng)性、可識(shí)別性、可比性和體現(xiàn)流域特色等原則，綜合運(yùn)用Delphi．與AHP方法，差異化構(gòu)建長(zhǎng)江流域主體功能區(qū)政府績(jī)效考核體系，其中領(lǐng)域?qū)又笜?biāo)包括經(jīng)濟(jì)增長(zhǎng)、經(jīng)濟(jì)結(jié)構(gòu)與效益、社會(huì)保障與進(jìn)步、生態(tài)環(huán)境保護(hù)與人民生活，各類主體功能區(qū)及上中下游同類主體功能區(qū)考核指標(biāo)的權(quán)重分布及結(jié)構(gòu)均存在明顯差異，較好反映了長(zhǎng)江流域綜合管治特征與各類區(qū)域?qū)嶋H，對(duì)長(zhǎng)江流域主體功能區(qū)建設(shè)具有指導(dǎo)和參考價(jià)值。

Abstr：The government performance appraisal is an important institutional guarantee of promotion of the construction of major function oriented zones. The implementation of performance appraisal of major function oriented zones is conducive to the formation of scientific regional performance appraisal system, and can improve administrative efficiency and local governance, enhance the pertinence and effectiveness of land development and regional development regulation. This paper briefly reviews the domestic and foreign government performance appraisal theory researches and practical experiences, analyzes the currently prominent problems and shortcomings of the local government performance appraisal in the Yangtze River Basin. Based on the regional major function orientation, combines with the classification of functions of the government, and under the principles of systematization, identifiability, comparability, as well as embodying the basin＇ s characteristics, we try to construct differentiated government performance appraisal system in the major function oriented zones of Yangtze River Basin with Delphi and AHP method, first level indexes including economic growth, economic structure and benefits, social security and progress, ecological environment protection and people＇s life. There is a significant difference in weight distribution and structure of appraisal indexes in major function oriented zones, and reflect preferably various regions＇ practical situation and fit the major function positioning which has the guidance and reference to the construction of major functional zones of Yangtze River Basin.
