【摘要】：隨著人口老齡化逐漸加劇,推進養(yǎng)老服務(wù)發(fā)展和養(yǎng)老體系建設(shè)已經(jīng)成為政府、社會、家庭等關(guān)注的熱點問題。在如何推進養(yǎng)老服務(wù)發(fā)展和養(yǎng)老體系建設(shè)上,目前還存在一些認識上的問題需要厘清。在參與主體作用、部門職能發(fā)揮、事業(yè)產(chǎn)業(yè)發(fā)展、服務(wù)供給思路、投入重點方向和要素績效效果等六個方面,要進一步明確方向和重點,即要重視發(fā)揮政府作用和市場機制及社會參與的共同作用,發(fā)揮政府整體職能,將事業(yè)發(fā)展和產(chǎn)業(yè)培育雙結(jié)合,對福利保障和服務(wù)供給進行綜合調(diào)控,注重養(yǎng)老機構(gòu)建設(shè)和居家社區(qū)養(yǎng)老服務(wù)相銜接,體現(xiàn)要素投入和效益績效的雙贏效果。
[Abstract]:With the aging of the population, it has become a hot issue for the government, society and family to promote the development of old-age service and the construction of the old-age care system. In terms of how to promote the development of the old-age service and the construction of the old-age care system, At present, there are still some cognitive problems that need to be clarified. In six aspects, such as the main role of participation, the exertion of departmental functions, the development of business industry, the train of thought of service supply, the key direction of investment and the effect of factor performance, etc. It is necessary to further clarify the direction and focus, that is, to attach importance to giving play to the joint role of the government, market mechanism and social participation, to give play to the overall functions of the government, and to combine the development of the cause with the cultivation of industry. The comprehensive regulation of welfare security and service supply should pay attention to the connection between the construction of pension institution and the community pension service at home and reflect the win-win effect of factor input and benefit performance.
