【摘要】：隨著經(jīng)濟(jì)全球化的迅猛發(fā)展和國(guó)際分工的日益深化，以發(fā)達(dá)國(guó)家為主導(dǎo)、以跨國(guó)公司為主體、本質(zhì)為全球經(jīng)濟(jì)一體化的國(guó)際直接投資活動(dòng)在全球范圍內(nèi)日益展開。外商直接投資（簡(jiǎn)稱FDI）規(guī)模的增長(zhǎng)使其日益成為促進(jìn)全球經(jīng)濟(jì)發(fā)展的主要因素之一。經(jīng)濟(jì)發(fā)展不僅要求產(chǎn)出持續(xù)不斷的增長(zhǎng)，還應(yīng)涉及經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整變遷，而產(chǎn)業(yè)結(jié)構(gòu)恰恰是經(jīng)濟(jì)結(jié)構(gòu)最重要的組成部分，產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)是推進(jìn)現(xiàn)代化進(jìn)程的必然選擇，是轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、提高經(jīng)濟(jì)增長(zhǎng)質(zhì)量的重要途徑。 京津冀地區(qū)作為中國(guó)經(jīng)濟(jì)增長(zhǎng)的第三極，其協(xié)調(diào)發(fā)展對(duì)中國(guó)的經(jīng)濟(jì)增長(zhǎng)具有舉足輕重的作用。黨中央一直高度重視京津冀地區(qū)的發(fā)展，早在20世紀(jì)末就提出京津冀地區(qū)的戰(zhàn)略構(gòu)想�！笆晃濉币�(guī)劃將京津冀都市圈列入?yún)^(qū)域發(fā)展的試點(diǎn)，“十二五”規(guī)劃又進(jìn)一步提出“首都經(jīng)濟(jì)圈”，再次將京津冀地區(qū)的協(xié)調(diào)發(fā)展與戰(zhàn)略合作納入國(guó)家戰(zhàn)略層面。 京津冀地區(qū)要繼續(xù)加大對(duì)外開放力度，通過外商直接投資來促進(jìn)本地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的戰(zhàn)略性調(diào)整與優(yōu)化升級(jí)。在對(duì)外開放政策的大背景下，探討京津冀地區(qū)在擴(kuò)大吸引FDI規(guī)模，，提高FDI質(zhì)量的前提下，如何通過引進(jìn)FDI產(chǎn)生相應(yīng)的產(chǎn)業(yè)關(guān)聯(lián)效應(yīng)、技術(shù)溢出效應(yīng)促進(jìn)京津冀地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化，充分發(fā)揮京津冀地區(qū)的比較優(yōu)勢(shì)，帶動(dòng)京津冀地區(qū)的經(jīng)濟(jì)發(fā)展都具有重大的意義。因此深入研究京津冀地區(qū)外商直接投資對(duì)該地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的影響已成為十分急迫且重要的課題。 論文主要研究京津冀地區(qū)外商直接投資對(duì)其產(chǎn)業(yè)結(jié)構(gòu)的影響。全文共分為五個(gè)部分。第一部分介紹了論文的研究背景、研究目的與意義、研究對(duì)象與方法、國(guó)內(nèi)外相關(guān)研究綜述及創(chuàng)新與不足。第二部分介紹了外商直接投資和產(chǎn)業(yè)結(jié)構(gòu)的相關(guān)理論。第三部分詳細(xì)闡述了京津冀地區(qū)外商直接投資及產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展現(xiàn)狀，從外商直接投資的現(xiàn)狀、產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀及外商直接投資在京津冀地區(qū)產(chǎn)業(yè)結(jié)構(gòu)中的分布情況等三個(gè)角度展開。第四部分重點(diǎn)進(jìn)行外商直接投資對(duì)京津冀地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的影響分析，分為定性、定量?jī)蓚�(gè)維度。定性來講，外商直接投資對(duì)京津冀地區(qū)的產(chǎn)業(yè)結(jié)構(gòu)既存在正面影響也存在負(fù)面影響。正面影響主要有：推動(dòng)了該地區(qū)產(chǎn)業(yè)部類升級(jí)；促進(jìn)了總體的工業(yè)化進(jìn)程；推動(dòng)了資本和技術(shù)密集型產(chǎn)業(yè)的發(fā)展，尤其是制造業(yè)的發(fā)展；推動(dòng)了高新技術(shù)產(chǎn)業(yè)及服務(wù)業(yè)的發(fā)展。負(fù)面影響主要有：產(chǎn)業(yè)內(nèi)部投向不盡合理，影響產(chǎn)業(yè)內(nèi)各行業(yè)協(xié)調(diào)發(fā)展；區(qū)域投向不平衡，加大了三省市產(chǎn)業(yè)結(jié)構(gòu)的差距；對(duì)區(qū)域內(nèi)企業(yè)產(chǎn)生一定的擠出效應(yīng)。定量來講，京津冀地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的變化與外商直接投資之間存在長(zhǎng)期穩(wěn)定的均衡關(guān)系，外商直接投資的增加帶來三次產(chǎn)業(yè)地區(qū)生產(chǎn)總值不同程度的增加；外商直接投資的變化是京津冀地區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的原因；京津冀地區(qū)第二產(chǎn)業(yè)對(duì)外商直接投資的增減影響很大，第二產(chǎn)業(yè)發(fā)展的快慢是利用外商直接投資數(shù)額變化的原因，京津冀地區(qū)外商直接投資規(guī)模變動(dòng)是第三產(chǎn)業(yè)地區(qū)生產(chǎn)總值變化的原因。第五部分在分析京津冀地區(qū)外商直接投資的發(fā)展現(xiàn)狀及其對(duì)該地區(qū)產(chǎn)業(yè)結(jié)構(gòu)影響的基礎(chǔ)上，提出如何進(jìn)一步利用外商直接投資促進(jìn)京津冀地區(qū)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的政策建議：優(yōu)化引資結(jié)構(gòu)；引導(dǎo)外資的區(qū)域內(nèi)部流向；優(yōu)化改善投資環(huán)境；建立地區(qū)產(chǎn)業(yè)集群。
[Abstract]:With the rapid development of economic globalization and the deepening of international division of labor, the activities of international direct investment, dominated by developed countries, dominated by transnational corporations and essentially integrated with the global economy, have been carried out worldwide. Economic development requires not only sustained output growth, but also the adjustment and change of economic structure. Industrial structure is the most important component of economic structure. The optimization and upgrading of industrial structure is the inevitable choice to promote the modernization process and the important way to change the mode of economic development and improve the quality of economic growth. Diameter.
As the third pole of China's economic growth, the coordinated development of Beijing-Tianjin-Hebei region plays an important role in China's economic growth. The 12th Five-Year Plan further proposes the Capital Economic Circle, and once again brings the coordinated development and strategic cooperation of Beijing, Tianjin and Hebei into the national strategic level.
Beijing-Tianjin-Hebei region should continue to strengthen its opening to the outside world and promote the strategic adjustment and optimization and upgrading of its industrial structure through foreign direct investment.Under the background of the opening-up policy,this paper discusses how Beijing-Tianjin-Hebei region can produce the corresponding industrial correlation effect by introducing FDI on the premise of enlarging the scale of attracting FDI and improving the quality of FDI. It is of great significance to promote the adjustment and optimization of the industrial structure of Beijing-Tianjin-Hebei region, give full play to the comparative advantages of Beijing-Tianjin-Hebei region, and promote the economic development of Beijing-Tianjin-Hebei region. This paper mainly studies the impact of foreign direct investment on the industrial structure of Beijing-Tianjin-Hebei region.The full text is divided into five parts.The first part introduces the research background, research purposes and significance, research objects and methods, domestic and foreign related research review and innovation and deficiencies.The second part introduces foreign direct investment and industrial structure. The third part elaborates the present situation of foreign direct investment and industrial structure in Beijing-Tianjin-Hebei region in detail, from the current situation of foreign direct investment, industrial structure and the distribution of foreign direct investment in the industrial structure of Beijing-Tianjin-Hebei region. Qualitatively speaking, FDI has both positive and negative impacts on the industrial structure of Beijing-Tianjin-Hebei region. The main positive impacts are: promoting the upgrading of the regional industrial departments; promoting the overall industrialization process; promoting capital and technology. The development of intensive industries, especially the manufacturing industry, has promoted the development of high-tech industries and service industries. The main negative impacts are: unreasonable investment within the industry, affecting the coordinated development of various industries within the industry; unbalanced regional investment, increasing the gap between the industrial structure of the three provinces and cities; and squeezing enterprises in the region to a certain extent. Quantitatively speaking, there is a long-term stable equilibrium relationship between the changes of industrial structure and FDI in Beijing-Tianjin-Hebei region. The increase of FDI brings about the increase of GDP in three industrial regions to varying degrees. The second industry has a great influence on the increase and decrease of FDI. The development of the second industry is the reason for the change of the amount of FDI. The change of the scale of FDI in Beijing-Tianjin-Hebei region is the reason for the change of the GDP in the third industry region. On the basis of its impact on the industrial structure of the region, this paper puts forward some policy suggestions on how to further utilize foreign direct investment to promote the upgrading of industrial structure in Beijing-Tianjin-Hebei region.
