【摘要】：19世紀(jì)70年代,以內(nèi)燃機廣泛應(yīng)用和新交通工具創(chuàng)制為顯著特征的第二次工業(yè)革命爆發(fā),從此人類從蒸汽時代步入到電氣時代。汽車、遠(yuǎn)洋渡輪、火車、飛機等新的運輸方式使全球經(jīng)濟(jì)、文化交流更加快捷便利,成為當(dāng)時推動經(jīng)濟(jì)發(fā)展的主要動力。進(jìn)入20世紀(jì)以來,科技取代了傳統(tǒng)意義上的資本、勞動力等生產(chǎn)要素,成為第一生產(chǎn)力,信息時代決定了產(chǎn)業(yè)鏈上的人流、物流、信息流更加活躍,充分流動才能創(chuàng)造價值。隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化進(jìn)程的加快,航空運輸以其安全快捷便利的特點在世界經(jīng)濟(jì)發(fā)展進(jìn)程中越發(fā)凸顯出重要的地位和作用。 當(dāng)前,空港的內(nèi)涵已從機場、航站樓、航空公司的簡單迭加演變?yōu)閷懽謽恰①徫镏行�、大型物流基地等多元化發(fā)展的商業(yè)圈,空港經(jīng)濟(jì)區(qū)這一新興的經(jīng)濟(jì)形態(tài)應(yīng)運而生。從機場內(nèi)部琳瑯滿目的免稅商店,到以機場為中心輻射周邊15至20公里區(qū)域內(nèi)形成的零售店、酒店、會展中心等,機場的功能已不再局限為客貨運輸站,更多地發(fā)揮發(fā)展外向型經(jīng)濟(jì)、居民消費、商務(wù)休閑等一系列職能。隨著機場的可達(dá)性條件改善、基礎(chǔ)設(shè)施服務(wù)不斷增強,空港經(jīng)濟(jì)區(qū)已逐漸成為城市的核心地帶,區(qū)內(nèi)的機場、酒店、住宅、休閑娛樂區(qū)及各種工業(yè)園區(qū)、商業(yè)園區(qū)、物流園區(qū)已成為帶動城市經(jīng)濟(jì)發(fā)展的“發(fā)動機”和“助推器”。近些年來,根據(jù)實踐經(jīng)驗和理論研究,國際上對于空港經(jīng)濟(jì)系統(tǒng)研究成果已基本形成,國內(nèi)方面則尚處于起步階段,尤其是空港經(jīng)濟(jì)建設(shè)、依托空港經(jīng)濟(jì)發(fā)展區(qū)域經(jīng)濟(jì)等多數(shù)結(jié)論屬于借鑒性的“舶來品”,隨著我國改革開放的不斷深入,對外經(jīng)濟(jì)合作步伐加快,對空港經(jīng)濟(jì)的研究,尤其是針對全國各地經(jīng)濟(jì)發(fā)展所呈現(xiàn)的特點進(jìn)行個案研究就顯得更加必要和具有現(xiàn)實意義。 本文立足于當(dāng)前中國改革開放三十年及民航高速發(fā)展這一背景,在總結(jié)國內(nèi)外先進(jìn)理論基礎(chǔ)上,擬從區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略角度,根據(jù)空港經(jīng)濟(jì)發(fā)展一般性戰(zhàn)略,以昆明空港經(jīng)濟(jì)區(qū)建設(shè)為例,研究及探討其發(fā)展戰(zhàn)略。主要內(nèi)容包括： 第一章、緒論。開篇闡明論文研究背景、對象、目的及意義,進(jìn)一步說明發(fā)展空港經(jīng)濟(jì)及建設(shè)空港經(jīng)濟(jì)區(qū)的重要性。 第二章、整理目前國內(nèi)外的研究成果,對其進(jìn)行概括總結(jié)。在此基礎(chǔ)上說明可以進(jìn)一步深入研究的方面。 第三章、簡要介紹區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略,包括基本理論、特征及主要內(nèi)容。為空港經(jīng)濟(jì)發(fā)展戰(zhàn)略提供研究依據(jù)。 第四章、空港經(jīng)濟(jì)發(fā)展戰(zhàn)略一般性研究。通過第二章的國內(nèi)外研究成果、文獻(xiàn),對其經(jīng)濟(jì)特性進(jìn)行總結(jié),并闡述空港經(jīng)濟(jì)發(fā)展對地區(qū)經(jīng)濟(jì)宏觀、微觀方面的影響和作用；結(jié)合第三章區(qū)域發(fā)展戰(zhàn)略理論,從而提煉出空港經(jīng)濟(jì)發(fā)展規(guī)律和一般性戰(zhàn)略。 第五章、結(jié)合昆明自身特征,對昆明發(fā)展空港經(jīng)濟(jì)進(jìn)行SWOT分析。主要介紹基本概況,發(fā)展現(xiàn)狀、政策支持等,進(jìn)行實證研究,對發(fā)展空港經(jīng)濟(jì)的優(yōu)劣勢條件進(jìn)行綜合分析。 第六章、根據(jù)空港經(jīng)濟(jì)發(fā)展的一般性戰(zhàn)略,結(jié)合昆明本土經(jīng)濟(jì)特征,分析并總結(jié)出昆明空港經(jīng)濟(jì)發(fā)展戰(zhàn)略,提出建設(shè)“面向東南亞、南亞空港經(jīng)濟(jì)強區(qū)”的戰(zhàn)略構(gòu)想及舉措。 第七章、結(jié)論與不足。對論文進(jìn)行總結(jié),并指出需要進(jìn)一步研究的地方。
