天津市政府主導(dǎo)型會(huì)展市場(chǎng)化研究

【摘要】:會(huì)展業(yè)做為當(dāng)今發(fā)展迅速的服務(wù)產(chǎn)業(yè),在拉動(dòng)地方經(jīng)濟(jì)增長(zhǎng)、加強(qiáng)對(duì)外交流等方面都發(fā)揮著舉足輕重的作用,這其中,政府在會(huì)展業(yè)中的主導(dǎo)作用不可忽視。近年來(lái),隨著中央八項(xiàng)規(guī)定節(jié)儉辦會(huì)的限制以及諸多政策的出臺(tái),具有“中國(guó)特色”的政府主導(dǎo)型展會(huì)紛紛開(kāi)始尋求轉(zhuǎn)型之路,向著集約化、市場(chǎng)化、專(zhuān)業(yè)化前進(jìn)。天津市在這樣的大環(huán)境下也在探索轉(zhuǎn)型。但縱觀天津市會(huì)展行業(yè)總體情況,雖然在辦展數(shù)量、展覽規(guī)模、展館及周邊設(shè)施等方面有所改善,但相比于會(huì)展業(yè)較發(fā)達(dá)北京、上海、廣州、重慶等地,仍然存在著較大差異,因此分析天津市政府主導(dǎo)型會(huì)展在發(fā)展過(guò)程中存在的問(wèn)題,探究市場(chǎng)化發(fā)展對(duì)策,對(duì)促進(jìn)天津市會(huì)展業(yè)發(fā)展具有重要的意義。在成熟的市場(chǎng)環(huán)境中,政府不能再全權(quán)主管,而是應(yīng)該轉(zhuǎn)變方式,退居背后,做一個(gè)“扶持者”。市場(chǎng)化正是這樣的一種改變,需要政府有所作為。文章在對(duì)天津市政府主導(dǎo)會(huì)展的研究中,從微觀、宏觀兩個(gè)角度,即政府主導(dǎo)會(huì)展項(xiàng)目及政府主導(dǎo)會(huì)展產(chǎn)業(yè)兩個(gè)方面進(jìn)行,通過(guò)搜集展會(huì)項(xiàng)目數(shù)據(jù)、政策文本資料等,運(yùn)用對(duì)比分析、內(nèi)容分析等方法,分析天津市政府主導(dǎo)會(huì)展業(yè)發(fā)展中存在的問(wèn)題。對(duì)于政府主導(dǎo)會(huì)展項(xiàng)目的市場(chǎng)化,通過(guò)匯總天津市2011—2015年的政府主導(dǎo)型展會(huì)項(xiàng)目,從規(guī)模、類(lèi)型、行業(yè)等分析現(xiàn)狀,進(jìn)一步總結(jié)出天津市政府主導(dǎo)會(huì)展項(xiàng)目在發(fā)展過(guò)程中主要存在的三種模式:一是政府全程參與型;二政府授權(quán)管理型;三是政府掛名支持型。從運(yùn)作模式的轉(zhuǎn)變中,行業(yè)協(xié)會(huì)、會(huì)展企業(yè)作為市場(chǎng)主體,作用逐漸凸顯,文章繼而分析了會(huì)展市場(chǎng)化運(yùn)作中政府單位、行業(yè)協(xié)會(huì)、會(huì)展企業(yè)三類(lèi)市場(chǎng)主體,通過(guò)與全國(guó)情況的對(duì)比,分析天津市的不足。綜上得出天津市政府主導(dǎo)會(huì)展項(xiàng)目中,存在著天津市政府辦展比重較大、市場(chǎng)化程度不高、會(huì)展企業(yè)缺乏競(jìng)爭(zhēng)力等問(wèn)題。在對(duì)政府主導(dǎo)產(chǎn)業(yè)的研究中,通過(guò)參考國(guó)外同為政府主導(dǎo)型的會(huì)展強(qiáng)國(guó)德國(guó)及新加坡會(huì)展業(yè)發(fā)展中政府的職能角色,以及市場(chǎng)化中政府應(yīng)有的職責(zé)功能,分析天津市政府在管理會(huì)展產(chǎn)業(yè)中的不足。之后運(yùn)用內(nèi)容分析法,從政策工具角度對(duì)匯總的52份天津市支持會(huì)展業(yè)發(fā)展的政策文本進(jìn)行編碼及統(tǒng)計(jì),以此分析出布局不夠合理、內(nèi)容過(guò)于泛泛且存在交叉與重復(fù)、市場(chǎng)化方面規(guī)范少且力度小等政策方面的不足。通過(guò)以上兩個(gè)角度存在的問(wèn)題的分析,文章最后從會(huì)展項(xiàng)目及會(huì)展產(chǎn)業(yè)兩方面給出相關(guān)的優(yōu)化對(duì)策。在主導(dǎo)會(huì)展項(xiàng)目上,政府可以通過(guò)厘清市場(chǎng)主體間關(guān)系、市場(chǎng)化融資以及運(yùn)用市場(chǎng)化治理工具進(jìn)行項(xiàng)目具體運(yùn)作等方式增強(qiáng)市場(chǎng)化運(yùn)作;在主導(dǎo)會(huì)展產(chǎn)業(yè)中,政府則可以通過(guò)精簡(jiǎn)政府管理機(jī)構(gòu)職能、構(gòu)建完善的產(chǎn)業(yè)發(fā)展政策、培育優(yōu)質(zhì)會(huì)展企業(yè)等,來(lái)增加會(huì)展產(chǎn)業(yè)市場(chǎng)化的運(yùn)作實(shí)力。
[Abstract]:The exhibition industry, as a rapidly developing service industry, plays an important role in stimulating local economic growth and strengthening foreign exchange, among which, the leading role of the government in the exhibition industry can not be ignored. In recent years, with the restrictions of the eight regulations of the central government and the introduction of many policies, the government-led exhibition with "Chinese characteristics" has begun to seek the way of transformation, to intensive, market-oriented, and professional progress. Tianjin is also exploring the transition in such a big environment. However, looking at the overall situation of the exhibition industry in Tianjin, although there has been some improvement in the number, scale, exhibition hall and surrounding facilities of the exhibition industry, there are still large differences in comparison with the more developed Beijing, Shanghai, Guangzhou, Chongqing and other places in the exhibition industry. Therefore, it is of great significance to analyze the problems existing in the development of Tianjin Government-oriented exhibition and to explore the market-oriented development countermeasures to promote the development of Tianjin convention and exhibition industry. In the mature market environment, the government should not be in charge any more, but should change the way and step back and be a "supporter". Marketization is just such a change, the government needs to do something. In the research of Tianjin municipal government leading exhibition, from two aspects of micro and macro, that is, government leading exhibition project and government leading exhibition industry, through collecting exhibition project data, policy text information, etc. By means of comparative analysis and content analysis, this paper analyzes the problems existing in the development of Tianjin municipal government's leading exhibition industry. With regard to the marketization of government-led exhibition projects, through summarizing the government-led exhibition projects in Tianjin from 2011-2015, this paper analyzes the current situation from scale, type, industry, etc. Further summarized the Tianjin municipal government leading exhibition project in the development process of the main three models: first, the government participate in the whole process; second, the government authorized management; third, the government registered to support the type. From the change of operation mode, the role of industry association and exhibition enterprise as the main body of the market is gradually prominent. The article then analyzes three kinds of market subjects: government unit, trade association and exhibition enterprise in the market operation of mice and exhibition. Through the comparison with the national situation, the deficiency of Tianjin is analyzed. It is concluded that there are some problems in Tianjin municipal government's leading exhibition project, such as the large proportion of Tianjin municipal government's exhibition, the low degree of marketization, the lack of competition of exhibition enterprises, and so on. In the study of government leading industry, by referring to the role of the government in the development of exhibition industry in Germany and Singapore, and by referring to the role of the government in the development of the exhibition industry of Germany and Singapore, as well as the functions of the government in the market-oriented industry, This paper analyzes the deficiency of Tianjin municipal government in the management of exhibition industry. Then using the content analysis method, from the perspective of policy tools, the 52 policy texts supporting the development of the exhibition industry in Tianjin are coded and counted, and the results show that the layout is not reasonable, the content is too general and there is overlap and repetition. The lack of marketization in terms of policies, such as less standardization and less intensity. Through the analysis of the problems from the above two angles, the paper finally gives the related optimization countermeasures from the exhibition project and the exhibition industry. In the leading exhibition project, the government can enhance the market-oriented operation by clarifying the relationship between the market subjects, market-oriented financing and the specific operation of the project using market-oriented governance tools. The government can increase the market operation strength of the exhibition industry by streamlining the functions of government management agencies, constructing perfect industrial development policies, and cultivating high-quality mice and exhibition enterprises.
