【摘要】：本文是以大連軟件園運營模式為研究對象,在全面回顧園區(qū)發(fā)展歷程的同時,結(jié)合當(dāng)前國內(nèi)外服務(wù)外包產(chǎn)業(yè)發(fā)展態(tài)勢,提出了具有五級層次結(jié)構(gòu)的服務(wù)外包產(chǎn)業(yè)園增值服務(wù)運營模式。增值服務(wù)主要體現(xiàn)在以下三個方面,第一、全面提升面向客戶服務(wù)的增值。時刻關(guān)注服務(wù)外包產(chǎn)業(yè)鏈中不同客戶群體的成長與發(fā)展動態(tài),完善增值服務(wù)業(yè)務(wù)解決方案開發(fā)包。第二、對大連軟件園整體運營資產(chǎn)的增值,包含有形及無形資產(chǎn)的增值。在對客戶服務(wù)過程中樹立并增強(qiáng)大連軟件園在服務(wù)外包產(chǎn)業(yè)鏈中的影響力,同時使“大連軟件園”、“官助民辦”等品牌的無形資產(chǎn)得到快速提升和增值；大連軟件園現(xiàn)如今已從服務(wù)外包產(chǎn)業(yè)集群的工作區(qū)升級為集工作、教育、居住、休閑為一體的綜合社區(qū)。第三、對社會及經(jīng)濟(jì)價值的增值。服務(wù)外包產(chǎn)業(yè)的快速發(fā)展不單是本行業(yè)技術(shù)能力、經(jīng)濟(jì)效益的提升,更大價值在于它將帶動整個城市金融、會展、酒店、航空、教育、房地產(chǎn)等一系列相關(guān)行業(yè)的同步發(fā)展,在全面加快城市經(jīng)濟(jì)建設(shè)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和城市品牌推廣等方面起到積極的推動作用。 文中運用了項目管理學(xué)的戰(zhàn)略理論分析了我國發(fā)展服務(wù)外包產(chǎn)業(yè)的內(nèi)部因素、外部因素。通過大量實例數(shù)據(jù)對相關(guān)經(jīng)濟(jì)、技術(shù)指標(biāo)加以論證。在對大連軟件園不同發(fā)展時期所采用的運營模式進(jìn)行總結(jié)和分析的同時,對比并借鑒國內(nèi)外其他服務(wù)外包產(chǎn)業(yè)園的發(fā)展經(jīng)驗,尋求差異點,不斷完善和創(chuàng)新。創(chuàng)建了具有五級層次結(jié)構(gòu)的服務(wù)外包產(chǎn)業(yè)園增值服務(wù)運營模式,在立足本土發(fā)展的基礎(chǔ)上,積極探索拓展外部市場和商務(wù)服務(wù)空間。 依據(jù)大連軟件園外部拓展戰(zhàn)略及增值服務(wù)運營模式的設(shè)計思路,結(jié)合組織管理學(xué)理論,重新構(gòu)建了大連軟件園組織架構(gòu)。研究并討論了服務(wù)外包產(chǎn)業(yè)園增值服務(wù)運營模式的應(yīng)用前景,對實際應(yīng)用中可能出現(xiàn)的問題提出了改善及解決方案。
[Abstract]:This paper takes Dalian Software Park as the research object, reviews the development course of the park, and combines the current situation of service outsourcing industry at home and abroad. This paper presents a five-level service outsourcing industry park value-added service operation model. Value-added services are mainly reflected in the following three aspects: first, the overall promotion of value-added customer-oriented services. Pay close attention to the growth and development of different customer groups in the service outsourcing industry chain and perfect the solution development kit of value-added service business. Second, the increment of the whole operating assets of Dalian Software Park, including tangible and intangible assets. In the process of customer service, the influence of Dalian Software Park in the service outsourcing industry chain is strengthened, and the intangible assets of "Dalian Software Park" and "government-aided private management" are rapidly promoted and added value. Dalian Software Park has now been upgraded from a service outsourcing industrial cluster to a comprehensive community of work, education, residence and leisure. Third, the increase in social and economic value. The rapid development of the service outsourcing industry is not only the technical capability of the industry, but also the improvement of economic benefits. The greater value lies in the fact that it will lead to the simultaneous development of a series of related industries such as finance, convention and exhibition, hotels, aviation, education, real estate, etc. It plays a positive role in speeding up urban economic construction, industrial structure adjustment and urban brand promotion. This paper analyzes the internal and external factors of the development of service outsourcing industry in China by using the strategic theory of project management. Through a large number of examples of data to demonstrate the relevant economic, technical indicators. This paper sums up and analyzes the operation mode of Dalian Software Park in different development periods, compares and draws lessons from the development experience of other service outsourcing industry parks at home and abroad, seeks for the difference points, and constantly consummates and innovates. The value-added service operation model of service outsourcing industry park with five-level structure is established. On the basis of local development, we actively explore the expansion of external market and business service space. According to the design ideas of the external expansion strategy and value-added service operation mode of Dalian Software Park, the organizational structure of Dalian Software Park is re-constructed by combining the theory of organization management. This paper studies and discusses the application prospect of value-added service operation mode in service outsourcing industry park, and puts forward some improvement and solutions to the possible problems in practical application.
