【摘要】: 21世紀是“海洋世紀”,海洋經(jīng)濟成為了經(jīng)濟發(fā)展的主題。海洋文化產(chǎn)業(yè)作為海洋經(jīng)濟的重要組成部分已經(jīng)顯現(xiàn)出巨大的發(fā)展?jié)摿?并成為拉動沿海地區(qū)經(jīng)濟增長的重要產(chǎn)業(yè)。然而,與蓬勃發(fā)展的海洋文化產(chǎn)業(yè)的實際相比,當前學術(shù)界對于海洋文化產(chǎn)業(yè)的研究仍相對薄弱。因此對海洋文化產(chǎn)業(yè)這一課題進行研究,界定海洋文化產(chǎn)業(yè)的基礎概念并構(gòu)建相關(guān)的理論體系,有助于加深對海洋文化產(chǎn)業(yè)的理論研究,具有理論建設的意義。本選題通過對山東海洋文化產(chǎn)業(yè)的全方位研究,在我國區(qū)域海洋文化產(chǎn)業(yè)研究方面開創(chuàng)先河,具有一定的方法論意義和學術(shù)價值。深化山東的海洋文化產(chǎn)業(yè)研究,可以為當前實施的“海上山東”發(fā)展戰(zhàn)略、“打造山東半島藍色經(jīng)濟”區(qū)戰(zhàn)略提供理論支持,為制定山東海洋文化產(chǎn)業(yè)的發(fā)展戰(zhàn)略及政策措施提供參考,具有鮮明的現(xiàn)實作用。 研究海洋文化產(chǎn)業(yè)首先要對海洋文化產(chǎn)業(yè)這個概念給予明晰的界定,并對海洋文化與海洋文化產(chǎn)業(yè)、文化產(chǎn)業(yè)與海洋文化產(chǎn)業(yè)、海洋文化產(chǎn)業(yè)與海洋產(chǎn)業(yè)三對相互關(guān)聯(lián)的概念及它們之間的邏輯關(guān)系進行分析。 海洋文化是一切與海洋有關(guān)的文化,是人類與海洋互動中所創(chuàng)造的精神財富和物質(zhì)財富的總和,具有開放性、開拓性、重商性和海陸交織的特征。海洋文化所蘊含的文化價值、藝術(shù)審美價值和商業(yè)價值,使其本身具有了潛在的市場價值,具備了產(chǎn)業(yè)開發(fā)的基本條件。在市場經(jīng)濟條件下,海洋文化的產(chǎn)業(yè)化是必然的發(fā)展趨向。 本文將海洋文化產(chǎn)業(yè)定義為從事海洋文化產(chǎn)品生產(chǎn)和提供服務的經(jīng)營性行業(yè),其本質(zhì)是海洋文化的產(chǎn)業(yè)化。海洋文化產(chǎn)業(yè)是由海洋文化和產(chǎn)業(yè)化兩大要素構(gòu)成。其中海洋文化是基礎性要素,它是海洋文化產(chǎn)業(yè)發(fā)展的基礎性動力;產(chǎn)業(yè)化是結(jié)構(gòu)性要素,決定了海洋文化產(chǎn)業(yè)的經(jīng)濟構(gòu)成。海洋文化產(chǎn)業(yè)具有涉海性、海陸經(jīng)濟的交織性、內(nèi)聯(lián)性以及高風險性的特征。根據(jù)產(chǎn)業(yè)的內(nèi)容和性質(zhì),按照行業(yè)分類法,可以將海洋文化產(chǎn)業(yè)劃分為海洋旅游文化產(chǎn)業(yè)、海洋節(jié)慶會展產(chǎn)業(yè)、海洋休閑體育產(chǎn)業(yè)以及海洋文藝產(chǎn)業(yè)四個產(chǎn)業(yè)類別。 文化產(chǎn)業(yè)是從事文化產(chǎn)品生產(chǎn)和服務的經(jīng)營性行業(yè)。海洋文化是文化的一個分支,所以海洋文化產(chǎn)業(yè)是文化產(chǎn)業(yè)中專門提供海洋文化產(chǎn)品和服務的產(chǎn)業(yè)類型,是文化產(chǎn)業(yè)的組成部分。海洋產(chǎn)業(yè)是人類利用和開發(fā)海洋、海岸帶資源所進行的生產(chǎn)和服務活動。按照三大產(chǎn)業(yè)的分類標準,海洋產(chǎn)業(yè)可以劃分為海洋第一產(chǎn)業(yè)、海洋第二產(chǎn)業(yè)、海洋第三產(chǎn)業(yè)。海洋文化產(chǎn)業(yè)屬于第三產(chǎn)業(yè)。因此海洋文化產(chǎn)業(yè)和海洋第三產(chǎn)業(yè)是有交集的,尤其是海洋旅游文化產(chǎn)業(yè),既屬于海洋產(chǎn)業(yè)的歸類系統(tǒng),也屬于海洋文化產(chǎn)業(yè)的分類范疇。 海洋文化產(chǎn)業(yè)資源是人們從事海洋文化產(chǎn)品和服務的可供利用的各種資源,具有文化和產(chǎn)業(yè)雙重屬性、非消耗性、動態(tài)性、區(qū)域性、公共性和傳承性的主要特征。按照資源稟賦的主題和功能,本文對海洋文化產(chǎn)業(yè)資源進行了重新的整理,提出了海洋文化產(chǎn)業(yè)資源的分類體系。該體系將海洋文化產(chǎn)業(yè)資源歸納為海洋自然風光資源、海洋歷史人文資源、海洋文學藝術(shù)資源、海洋風俗資源、海洋飲食文化資源、海洋生物和生態(tài)資源、海洋文化節(jié)慶資源以及海洋科技資源和海洋產(chǎn)業(yè)資源8個類別,20個亞類以及52個基本類型。這一體系不僅包括有形的海洋文化產(chǎn)業(yè)資源,還包括非物質(zhì)形態(tài)的海洋文化產(chǎn)業(yè)資源,并將歷史的、現(xiàn)在的以及未來可供開發(fā)的海洋文化產(chǎn)業(yè)資源都劃歸其中。 發(fā)展海洋文化產(chǎn)業(yè)就是要科學、合理、有效地開發(fā)海洋文化產(chǎn)業(yè)資源,這就從客觀上提出了評估海洋文化產(chǎn)業(yè)資源的要求。本文根據(jù)海洋文化產(chǎn)業(yè)資源的特點,以產(chǎn)業(yè)化和文化內(nèi)涵為核心原則,以挖掘海洋文化產(chǎn)業(yè)資源的發(fā)展?jié)摿槟繕?建立了包括資源文化品質(zhì)、市場、開發(fā)條件、資源效用4個一級指標,文化特色、美學特性、市場區(qū)位、市場潛力、經(jīng)濟效益、社會效益等14個二級指標,產(chǎn)業(yè)基礎狀況、居民消費水平等50個三級指標的較為全面的海洋文化產(chǎn)業(yè)資源的評估指標體系,并提出了評估的方法和原則。 海洋文化產(chǎn)業(yè)資源必須轉(zhuǎn)化為可供消費的物質(zhì)形式,同時必須具有市場價值、明晰的產(chǎn)權(quán)、投資的增值性和市場競爭力才能夠進入產(chǎn)業(yè)開發(fā)的環(huán)節(jié)。在充分認識海洋文化產(chǎn)業(yè)資源保護的必要性的基礎上,必須要遵循可持續(xù)發(fā)展的原則,在開發(fā)中進行保護,充分發(fā)揮政府規(guī)制的作用,通過法律、行政和經(jīng)濟手段對海洋文化產(chǎn)業(yè)資源加以保護。要使豐富的海洋文化產(chǎn)業(yè)資源充分發(fā)揮效能,轉(zhuǎn)化為現(xiàn)實的海洋文化產(chǎn)業(yè),在資源的開發(fā)中,必須始終強化海洋文化的核心價值。對于海洋文化產(chǎn)業(yè)資源要進行仔細的甄別,取其精華,棄其糟粕,保證海洋文化產(chǎn)業(yè)資源的文化品質(zhì)。海洋文化產(chǎn)業(yè)資源還應該按照市場化的配置方式,打破地區(qū)壁壘,做到統(tǒng)一規(guī)劃和聯(lián)合開發(fā)。海洋文化產(chǎn)業(yè)資源的開發(fā)在保有自身海洋文化特色和民族性的基礎上,還應面向國際市場,積極參與國際分工與協(xié)作。 在世界海洋經(jīng)濟發(fā)展的大趨勢下,海洋文化產(chǎn)業(yè)的發(fā)展不僅是振興經(jīng)濟,推動社會和文化發(fā)展的重要舉措,更具有維護國家海洋安全,拓展海洋經(jīng)濟發(fā)展空間的宏觀戰(zhàn)略意義。山東作為海洋文化的發(fā)源地之一,擁有絕大多數(shù)的海洋資源類型,且數(shù)量眾多,分布廣闊,具有鮮明的地域特色和資源競爭力。這構(gòu)成了山東省海洋文化產(chǎn)業(yè)發(fā)展的優(yōu)勢和基礎。對于山東省而言,發(fā)展海洋文化產(chǎn)業(yè)可以促進山東省產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化,推動山東半島藍色經(jīng)濟區(qū)建設的順利進行。因此,發(fā)展海洋文化產(chǎn)業(yè)不僅是我國海洋經(jīng)濟發(fā)展的基本任務,更是山東省經(jīng)濟發(fā)展的重要戰(zhàn)略目標。 本文用產(chǎn)業(yè)戰(zhàn)略選擇的SWOT分析法對山東省的海洋文化產(chǎn)業(yè)發(fā)展條件進行研究,得出了山東海洋文化產(chǎn)業(yè)在資源、區(qū)位條件、經(jīng)濟基礎、文化產(chǎn)業(yè)環(huán)境、城市化率方面具有優(yōu)勢,而經(jīng)濟主體弱小,缺少大型海洋文化企業(yè),人才缺乏的劣勢也非常突出的判斷,論證了山東海洋文化產(chǎn)業(yè)應該利用當前優(yōu)惠的政策扶持,消費市場的日趨旺盛,以及奧運會和全運會的舉辦帶來的良好機遇,積極應對其他沿海省市的競爭,克服海洋文化產(chǎn)品可模仿性強以及業(yè)務周期的沖擊和影響。 在此分析基礎上,本文確定了山東海洋文化產(chǎn)業(yè)的發(fā)展戰(zhàn)略,即以資源為依托,以海洋旅游文化產(chǎn)業(yè)為主導產(chǎn)業(yè)的核心產(chǎn)業(yè)帶動模式。在具體的發(fā)展措施上。首先應當提高創(chuàng)新的思維和創(chuàng)新的能力。通過不斷強化海洋文化企業(yè)的創(chuàng)新和研發(fā)能力,建立創(chuàng)新體系,借助高新科技來實現(xiàn)海洋文化產(chǎn)品內(nèi)容和形式的不斷創(chuàng)新。第二,著力打造海洋文化產(chǎn)業(yè)品牌,以實現(xiàn)海洋文化產(chǎn)品競爭力的提升;不斷進行品牌的延伸和擴張,實現(xiàn)對品牌資源的深度開發(fā)和利用。第三,整合海洋文化產(chǎn)業(yè)資源,加強區(qū)域海洋文化產(chǎn)業(yè)聯(lián)動,發(fā)展以海洋文化產(chǎn)業(yè)中心城市為核心的海洋文化產(chǎn)業(yè)群,建立區(qū)域內(nèi)部的互動合作發(fā)展機制,實現(xiàn)海洋文化產(chǎn)業(yè)的規(guī)模效益。第四,要突破制約山東海洋文化產(chǎn)業(yè)的人才瓶頸,就需要積極地吸納和培育海洋文化產(chǎn)業(yè)人才,建立健全人才管理和激勵機制。 從政策層面上來說,政府應該發(fā)揮宏觀調(diào)控和政策導向作用,創(chuàng)造有利于海洋文化產(chǎn)而言發(fā)展的良好環(huán)境。這不僅需要政府繼續(xù)深化文化體制改革,進一步轉(zhuǎn)化政府職能,還需要通過提供優(yōu)惠的財政政策和稅收政策來實現(xiàn)對海洋文化產(chǎn)業(yè)的經(jīng)濟扶持。對于海洋文化產(chǎn)業(yè)發(fā)展的資金問題,需要政府制定寬松的融資政策,鼓勵民營企業(yè)和外資企業(yè)的參與,鼓勵海洋文化企業(yè)通過金融市場來籌措資金。對于海洋文化市場,政府要予以建設和監(jiān)管,既要促進海洋文化市場健康有序地繁榮發(fā)展,還要依法規(guī)范和管理市場的秩序。應當積極地順應海洋文化產(chǎn)業(yè)的國際化趨勢,出臺一系列促進海洋文化產(chǎn)品出口的對外開放政策,不斷增強海洋文化產(chǎn)業(yè)的國際競爭力。 除了從宏觀戰(zhàn)略層面進行考量和把握之外,本文還結(jié)合山東海洋文化產(chǎn)業(yè)各行業(yè)發(fā)展中實際存在的問題,在中觀和微觀層面對困擾和制約其發(fā)展的一系列因素進行分析,并提出了客觀性和針對性的措施和策略,以更清晰準確地把握產(chǎn)業(yè)格局,推動整個海洋文化產(chǎn)業(yè)的發(fā)展。
[Abstract]:Twenty-first Century is the "ocean century", and the marine economy has become the theme of economic development. As an important part of the marine economy, the marine culture industry has shown great potential for development and has become an important industry to stimulate the economic growth of the coastal areas. However, the current academic circle has compared with the actual practice of the flourishing marine culture industry. The research on Yu Haiyang's cultural industry is still relatively weak. Therefore, it is helpful to deepen the theoretical research on the marine cultural industry and to build the theoretical system of the marine cultural industry. This topic is based on the whole Party of the marine cultural industry in Shandong. It has a certain methodological significance and academic value in the research of regional marine culture industry in China. Deepening the research on the marine cultural industry in Shandong can provide theoretical support for the current implementation of the "maritime Shandong" development strategy, "building the blue economy of Shandong peninsula", and for the formulation of the marine literature in Shandong. It provides a reference for the development strategy and policy measures of the chemical industry.
