【摘要】： 2000年,國家提出實(shí)施西部大開發(fā)戰(zhàn)略以來,西部基礎(chǔ)設(shè)施、生態(tài)環(huán)境得到了極大的改善。在西部大開發(fā)戰(zhàn)略深入推進(jìn),即將進(jìn)入“十二五”規(guī)劃之際,2009年6月25日國務(wù)院批復(fù)了《關(guān)中—天水經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》,把西安(咸陽)作為關(guān)中—天水經(jīng)濟(jì)區(qū)的核心區(qū)域,要通過加快西咸一體化建設(shè),把西安建設(shè)成為國際化大都市。2020年,把西安市建設(shè)成國家重要的科技研發(fā)中心、區(qū)域性商貿(mào)物流會(huì)展中心、區(qū)域性金融中心、國際一流旅游目的地以及全國重要的高新技術(shù)產(chǎn)業(yè)和先進(jìn)制造業(yè)基地。城市承載力作為衡量城市可持續(xù)發(fā)展的重要指標(biāo),已經(jīng)被許多專家、學(xué)者所關(guān)注。在建設(shè)西安國際化大都市背景下,從可持續(xù)發(fā)展的視角,研究西安城市承載力問題,對(duì)于加快西安國際化大都市建設(shè),增強(qiáng)其在西部大開發(fā)中的輻射帶動(dòng)作用,具有重要的現(xiàn)實(shí)意義。 本論文在國內(nèi)外學(xué)者對(duì)城市承載力研究的基礎(chǔ)上,結(jié)合西安的實(shí)際情況,從基本理論、研究方向、側(cè)重點(diǎn)、數(shù)據(jù)要求等角度,在眾多定量分析方法中,采用灰色關(guān)聯(lián)分析法,選取土地承載力、水資源承載力和交通承載力等指標(biāo),進(jìn)一步完善承載力的有關(guān)指標(biāo)體系,對(duì)西安城市承載力進(jìn)行綜合分析,并加入層次分析法,進(jìn)一步提高灰色關(guān)聯(lián)分析的準(zhǔn)確度。 根據(jù)灰色關(guān)聯(lián)系數(shù)的計(jì)算結(jié)果,西安城市承載力水平在五年中保持較好的發(fā)展勢(shì)頭,2007年達(dá)到相對(duì)最佳狀態(tài),說明西安在城市建設(shè)、水土保持等方面取得了卓越的成就,可以承擔(dān)起西安在西部大開發(fā)中區(qū)域中心城市輻射帶動(dòng)作用的重任。在眾多指標(biāo)中,對(duì)人均耕地面積、人均水資源量、道路長度、人均GDP進(jìn)行預(yù)測(cè)展望。 最后,參照西安國際化大都市的發(fā)展定位,運(yùn)用可持續(xù)發(fā)展理論,從城市競(jìng)爭力、土地資源、水資源利用,交通基礎(chǔ)設(shè)施、科技創(chuàng)新能力、政府管理和低碳經(jīng)濟(jì)等方面深入分析,并針對(duì)西安目前城市承載力狀況,提出了西安建設(shè)國際化大都市的有關(guān)意見與建議。
[Abstract]:Since the implementation of the western development strategy in 2000, the infrastructure and ecological environment of the western region have been greatly improved. As the strategy of the large-scale development of the western region is advancing in depth and is about to enter the 12th Five-Year Plan, on June 25, 2009, the State Council approved the Development Plan of the Guanzhong-Tianshui Economic Zone, which regards Xi'an (Xianyang) as the core area of the Guanzhong-Tianshui Economic Zone. By speeding up the construction of Xi'an integration, Xi'an will be built into an international metropolis. By 2020, Xi'an will be built into an important national scientific and technological research and development center, a regional trade and logistics exhibition center, and a regional financial center. International top-class tourist destination and important high-tech industry and advanced manufacturing base. As an important index to measure urban sustainable development, urban bearing capacity has been concerned by many experts and scholars. Under the background of constructing Xi'an international metropolis, from the perspective of sustainable development, this paper studies the bearing capacity of Xi'an city, which can accelerate the construction of Xi'an international metropolis and enhance its radiative driving effect in the development of the western region. It has important practical significance. Based on the research of urban bearing capacity by domestic and foreign scholars, combining with the actual situation of Xi'an, this paper adopts grey correlation analysis method in many quantitative analysis methods from the basic theory, research direction, emphasis, data requirement and so on. Selecting the land carrying capacity, water resources carrying capacity and traffic carrying capacity and so on, further consummating the relevant index system of carrying capacity, carrying capacity of Xi'an city, and adding analytic hierarchy process, The accuracy of grey correlation analysis is further improved. According to the calculation results of grey correlation coefficient, the level of urban carrying capacity in Xi'an has maintained a good development momentum in five years and reached a relatively optimal state in 2007, which shows that Xi'an has made remarkable achievements in urban construction, soil and water conservation, etc. Xi'an can take up the role of regional central city in the development of the western region to promote the role of radiation. Among many indexes, the paper forecasts the per capita cultivated land area, per capita water resources, road length and GDP per capita. Finally, referring to the development orientation of Xi'an international metropolis and applying the theory of sustainable development, from the aspects of urban competitiveness, land resources, water resources utilization, transportation infrastructure, scientific and technological innovation ability, Based on the analysis of government management and low-carbon economy, and in view of the current situation of urban carrying capacity in Xi'an, this paper puts forward some opinions and suggestions on the construction of an international metropolis in Xi'an.
