基于產(chǎn)業(yè)鏈視角的北京市會(huì)議產(chǎn)業(yè)轉(zhuǎn)型研究

【摘要】:會(huì)議產(chǎn)業(yè)作為一個(gè)新興產(chǎn)業(yè),在整個(gè)會(huì)展業(yè)中占據(jù)重要地位。隨著會(huì)議產(chǎn)業(yè)的不斷發(fā)展,會(huì)議產(chǎn)業(yè)急需轉(zhuǎn)型。首先,從參會(huì)者角度來看,參會(huì)者的消費(fèi)觀念發(fā)生轉(zhuǎn)變,在參會(huì)過程中不僅僅是為了交流學(xué)習(xí),還融入了更高層次的自我價(jià)值的實(shí)現(xiàn),更為關(guān)注會(huì)場搭建布置、視聽設(shè)備、會(huì)議流程等直觀體驗(yàn)感,以及在參會(huì)過程中的會(huì)場互動(dòng)發(fā)言。其次,從會(huì)議主承辦方來看,新型會(huì)議打破傳統(tǒng)會(huì)議模式,將會(huì)議與互聯(lián)網(wǎng)高新技術(shù)緊密融合,高新技術(shù)關(guān)聯(lián)企業(yè)不斷出現(xiàn),各會(huì)議市場主體與時(shí)俱進(jìn),向“智慧MICE”轉(zhuǎn)型。再次,會(huì)議產(chǎn)業(yè)政策相繼出臺(tái),引領(lǐng)會(huì)議產(chǎn)業(yè)轉(zhuǎn)型。2012年12月4日中共中央政治局出臺(tái)關(guān)于改進(jìn)工作作風(fēng)、密切聯(lián)系群眾的八項(xiàng)規(guī)定,以及2014年9月中共中央辦公廳印發(fā)的《關(guān)于嚴(yán)禁黨政機(jī)關(guān)到風(fēng)景名勝區(qū)開會(huì)的通知》等,對(duì)政府主導(dǎo)型會(huì)議產(chǎn)生了重大影響,政府定點(diǎn)會(huì)議場所急需轉(zhuǎn)型。北京是全國的政治經(jīng)濟(jì)中心,在會(huì)議產(chǎn)業(yè)政策、產(chǎn)業(yè)配套設(shè)施、產(chǎn)業(yè)發(fā)展的歷史文化資源等方面有著先天的優(yōu)勢,為其會(huì)議產(chǎn)業(yè)轉(zhuǎn)型提供了可能性。會(huì)議產(chǎn)業(yè)鏈?zhǔn)怯僧a(chǎn)業(yè)內(nèi)鏈和產(chǎn)業(yè)外鏈所組成的,會(huì)議產(chǎn)業(yè)內(nèi)鏈?zhǔn)侵笗?huì)議產(chǎn)業(yè)鏈的上游環(huán)節(jié)和中游環(huán)節(jié),是會(huì)議產(chǎn)業(yè)的核心環(huán)節(jié)和主要環(huán)節(jié),會(huì)議產(chǎn)業(yè)外鏈?zhǔn)侵府a(chǎn)業(yè)鏈的下游環(huán)節(jié),是會(huì)議產(chǎn)業(yè)的輔助支撐環(huán)節(jié)。通過對(duì)北京市的會(huì)議產(chǎn)業(yè)數(shù)據(jù)進(jìn)行收集與整理,從產(chǎn)業(yè)內(nèi)外鏈的角度分析北京市會(huì)議產(chǎn)業(yè)的發(fā)展現(xiàn)狀。主要有以下幾點(diǎn)發(fā)現(xiàn):第一,北京市會(huì)議產(chǎn)業(yè)市場需求旺盛,國際會(huì)議數(shù)量增多,企業(yè)會(huì)議與社團(tuán)會(huì)議比例不斷上升,政府會(huì)議比例下降,會(huì)議市場結(jié)構(gòu)趨于合理。第二,北京市高端會(huì)獎(jiǎng)旅游促進(jìn)體系日益完善,政策配套日趨完備,會(huì)議行業(yè)逐步規(guī)范。第三,北京市會(huì)議服務(wù)趨向于向第三方轉(zhuǎn)移,會(huì)議策劃較為關(guān)注特色化、數(shù)字化,更加注重定制化和體驗(yàn)感。第四,北京的旅游業(yè)相比較其他相關(guān)產(chǎn)業(yè),與會(huì)議產(chǎn)業(yè)的關(guān)聯(lián)度較小。第五,北京的會(huì)議產(chǎn)業(yè)與餐飲住宿業(yè)、交通運(yùn)輸業(yè)、金融保險(xiǎn)業(yè)緊密相關(guān),這些關(guān)聯(lián)產(chǎn)業(yè)的創(chuàng)新發(fā)展有利于促進(jìn)會(huì)議產(chǎn)業(yè)進(jìn)一步轉(zhuǎn)型。北京的會(huì)議產(chǎn)業(yè)發(fā)展較快,基于會(huì)議產(chǎn)業(yè)外部環(huán)境變化,會(huì)議產(chǎn)業(yè)轉(zhuǎn)型有著一定的必要性和可能性,然而會(huì)議產(chǎn)業(yè)轉(zhuǎn)型還面臨著以下幾方面的困境:首先,北京市會(huì)議市場化薄弱,產(chǎn)業(yè)邊界模糊,各個(gè)會(huì)議主體職能交叉,且在市場環(huán)境中處于信息不對(duì)稱狀態(tài),交易成本過高,產(chǎn)業(yè)轉(zhuǎn)型缺乏發(fā)展內(nèi)生動(dòng)力。其次,政府職能交叉,越位、缺位狀況頻發(fā)。北京會(huì)議產(chǎn)業(yè)布局不合理,政府缺乏合理規(guī)劃。最后,產(chǎn)業(yè)的整體配套能力不足,行業(yè)規(guī)模難以擴(kuò)大。北京市會(huì)議產(chǎn)業(yè)轉(zhuǎn)型的發(fā)展方向?yàn)?從會(huì)議形式來看,應(yīng)當(dāng)由傳統(tǒng)形式向數(shù)字化方向轉(zhuǎn)型,從發(fā)展模式來看,應(yīng)當(dāng)從單一發(fā)展模式向多元化方向轉(zhuǎn)型,從組織形式來看,會(huì)議產(chǎn)業(yè)應(yīng)當(dāng)向O2O方向轉(zhuǎn)型。在轉(zhuǎn)型的具體建議方面,第一,會(huì)議組織者轉(zhuǎn)變傳統(tǒng)思維,將會(huì)議作為企業(yè)管理工具。第二,專業(yè)會(huì)議策劃公司提高創(chuàng)新能力。專業(yè)會(huì)議策劃公司是會(huì)議產(chǎn)業(yè)鏈的關(guān)鍵環(huán)節(jié)也是薄弱環(huán)節(jié),在產(chǎn)業(yè)轉(zhuǎn)型中應(yīng)當(dāng)注意豐富會(huì)議內(nèi)容,創(chuàng)新會(huì)議形式,在會(huì)議的策劃實(shí)施過程中融入休閑、娛樂、科技等新元素,提升參會(huì)者的體驗(yàn)感。第三,會(huì)務(wù)服務(wù)公司發(fā)揮資源整合作用。會(huì)務(wù)服務(wù)公司應(yīng)當(dāng)擺脫過去的中介作用,整合會(huì)務(wù)服務(wù)相關(guān)行業(yè)的資源,吸收引進(jìn)高素質(zhì)人才,打造專業(yè)的會(huì)務(wù)服務(wù)團(tuán)隊(duì),提升其在會(huì)議產(chǎn)業(yè)鏈中的地位,增加產(chǎn)業(yè)鏈附加價(jià)值。第四,會(huì)議場所創(chuàng)新發(fā)展模式。五星級(jí)酒店重點(diǎn)關(guān)注大型國際會(huì)議、商務(wù)會(huì)議、獎(jiǎng)勵(lì)旅游等市場,三、四星級(jí)酒店?duì)幦≈行⌒蜁?huì)議和政府會(huì)議市場。第五,政府加強(qiáng)對(duì)會(huì)議產(chǎn)業(yè)的宏觀調(diào)控。明確政府的職能定位,創(chuàng)新會(huì)議產(chǎn)業(yè)的激勵(lì)政策,對(duì)北京的會(huì)議產(chǎn)業(yè)進(jìn)行合理規(guī)劃,促進(jìn)產(chǎn)業(yè)的不斷轉(zhuǎn)型升級(jí)。
